Clarifies when mobile equipment can travel on public highways, limited to active participation in work zones.

This bill amends the definition of "mobile equipment" to clarify that it can travel on public highways only when actively participating in work in an active work zone. It excludes traveling under their own power. The change takes effect upon passage.
