Clarifies when mobile equipment can travel on a public highway as an incidentally permitted practice limited to active work zones.

This bill amends the definition of "mobile equipment" to clarify that it can travel on a public highway only when actively participating in work in an active work zone. It excludes traveling down a highway under their own power. This act takes effect upon passage.
