HUMAN SERVICES -- MEDICAL ASSISTANCE -- LONG-TERM CARE SERVICE AND FINANCE REFORM - Establishes the Medicaid fee-for-service reimbursement rates set by the general assembly as the rate floor for Medicaid managed care by home care, home nursing care and hospice providers.

HEALTH AND SAFETY -- PRESCRIPTION DRUG SAVINGS AND TRANSPARENCY ACT OF 2026 - Establishes the "Prescription Drug Savings and Transparency Act of 2026."

STATE AFFAIRS AND GOVERNMENT -- THE RHODE ISLAND MEDICAID REFORM ACT OF 2008 - Requires Medicaid to provide coverage for fertility medication, care, and services, for at least 3 cycles of fertility treatment, and intrauterine insemination.

TAXATION -- THE RHODE ISLAND FAMILY CAREGIVER TAX CREDIT ACT - Establishes a tax credit against income tax based on eligible expenses incurred for care and support of an eligible family member.

STATE AFFAIRS AND GOVERNMENT -- BAIL BOND AGENTS AND BAIL BOND RECOVERY AGENTS - Prohibits bail bond agents and bail bond recovery agents from engaging in civil immigration enforcement, define such conduct as unprofessional, and subject violators to professional discipline under Rhode Island law.

HUMAN SERVICES -- CHILDREN'S MEDICAID TRANSFORMATION INFRASTRUCTURE FUND ACT - Establishes a fund to support children’s community-based providers’ infrastructure changes necessary and related to the state’s Medicaid transformation initiative.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Requires health insurance plans to cover services provided by licensed certified professional midwives. Insurers would be required to report utilization and cost data annually and certain limited benefit policies would be exempt.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Requires health insurance policies to cover licensed certified lactation counselor services for childbearing families. It would also prohibit requiring supervision or duplicate payments for services and mandates annual reporting.

STATE AFFAIRS AND GOVERNMENT -- OFFICE OF HEALTH AND HUMAN SERVICES - Requires the secretary of the executive office of health and human services to monitor and mandate changes to the price-setting practices of pharmacy benefit managers to prohibit the spread pricing payment model.

HUMAN SERVICES -- MEDICAL ASSISTANCE -- LONG-TERM CARE SERVICE AND FINANCE REFORM - Raises the per diem rate by thirteen percent (13%) for Medicaid reimbursement for Tier C services provide by assisted living residence beginning January 1, 2027.

TAXATION -- SALES AND USE TAXES -- LIABILITY AND COMPUTATION - Exempts from the sales tax licensed child care centers.

INSURANCE -- UNFAIR CLAIMS SETTLEMENT PRACTICES ACT - Prohibits dental insurers from refusing to honor directions to pay from insured, modifying benefits to be paid. Requires providers to accept payment by virtual credit card as unfair claims practices.

MOTOR AND OTHER VEHICLES -- MOTOR VEHICLE OFFENSES - Increases penalties for a variety of motor vehicle offenses.

STATE AFFAIRS AND GOVERNMENT -- RHODE ISLAND INDIVIDUAL MARKET AFFORDABILITY ACT OF 2026 - Enacts the RI individual market affordability act of 2026 to establish a program to help reduce out-of-pocket costs for low- and moderate-income consumers enrolled in individual health insurance coverage through the RI health benefits exchange.

INSURANCE -- RHODE ISLAND INSURANCE MARKET PROTECTION ACT - Regulates property insurers to limit underwriting and investment in fossil fuel projects, requires climate risk reporting and emissions disclosures, and aligns insurance practices with science-based climate targets.

STATE AFFAIRS AND GOVERNMENT -- HEALTH CARE FOR CHILDREN AND PREGNANT WOMEN - Requires the EOHHS to amend the state Medicaid plan and secure sufficient state general revenue to increase Medicaid payment rates to an amount equal to one hundred thirty percent (130%) of Medicare rates for outpatient clinical pediatric services.

HEALTH AND SAFETY -- PROPER MANAGEMENT OF UNUSED PAINT - Repeals the system for proper management of unused paint.

STATE AFFAIRS AND GOVERNMENT -- RHODE ISLAND PROTECT OUR HEALTHCARE ACT OF 2026 - Creates a publicly funded program for uninsured individuals requiring on an appropriation of $53,200,000 for fiscal year 2027 and an appropriation of 109,600,000 for fiscal year 2028 and every fiscal year thereafter.
