PUBLIC FINANCE -- STATE FUNDS - Requires quarterly financial reporting to the executive office of health and human services beginning on October 1, 2026.

TOWNS AND CITIES -- SUBDIVISION OF LAND - Provides that minor subdivisions include single family infill subdivisions and establishes procedures for single family infill subdivisions within the subdivision of land chapter of the general laws.

TAXATION -- TAX CREDIT FOR FOOD DONATION - Provides a tax credit for food donations by qualified taxpayers to nonprofit organizations up to five thousand dollars ($5,000) per year.

HUMAN SERVICES -- MEDICAL ASSISTANCE - Requires Rhode Island Medicaid to cover services provided by licensed certified professional midwives and to collect utilization and cost data, while allowing limits consistent with Medicaid rules.

STATE AFFAIRS AND GOVERNMENT -- OFFICE OF HEALTH AND HUMAN SERVICES - Sets controls on Medicaid prescription drug costs by imposing transparency and accountability requirements on managed care organizations (MCOs) and their pharmacy benefit managers (PBMs).

MOTOR AND OTHER VEHICLES -- ADJUDICATION OF TRAFFIC OFFENSES - Increases the fine for speeding, 1-10 mph in excess of posted speed limit in a residential or school zone, to $175 and increases the fine to $400 for speed in excess of 11 mph in a residential or school zone.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES-DENTAL INSURANCE COVERAGE - Clarifies the manner in which certain dental insurance benefits are paid directly to the provider.

HUMAN SERVICES -- MEDICAL ASSISTANCE - Requires the executive office of health and human services to consider a new element when reviewing the appropriate Medicaid payments to be paid to nursing facilities.

STATE AFFAIRS AND GOVERNMENT -- THE RHODE ISLAND COMMUNITY PROTECTION ACT. - Prohibits law enforcement officers from wearing masks without an exception and criminal and civil penalties for violations.

INSURANCE -- MEDICAID AND COMMERCIAL PRIMARY CARE RATE ENHANCEMENT AND SUSTAINABILITY ACT - Expands the patient-centered medical home program to all Medicaid-accepting independent primary care practices and nurse practitioners and increases reimbursement rates to match Massachusetts and Connecticut rates.

STATE AFFAIRS AND GOVERNMENT -- LAW ENFORCEMENT OFFICERS' DUE PROCESS, ACCOUNTABILITY AND TRANSPARENCY ACT -- ICE OUT ACT - Prohibits law enforcement agencies from hiring individuals who were hired as a sworn officer of the US Immigration and Customs enforcement Agency on or after January 20, 2025, and applies prospectively to an individual hired on or after October 1, 2026.

HUMAN SERVICES -- MEDICAL ASSISTANCE -- LONG-TERM CARE SERVICE AND FINANCE REFORM - Authorizes the secretary of the executive office of health and human services (EOHHS) to increase resource eligibility limits for persons with long-term care needs who reside at home to $12,000 for single persons and $18,000 for couples.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Amends the current law on health insurance coverage for fertility diagnostic care, standard fertility preservation services, and fertility treatment and requires coverage for any medically necessary ovulation-enhancing drugs and medical services.

STATE AFFAIRS AND GOVERNMENT -- LIMITATIONS ON IMMIGRATION ENFORCEMENT COOPERATION - Bars state and local police from joining federal immigration enforcement programs, limits holding people on detainer without judicial warrants, and requires tracking and reporting of requests.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES -- EQUAL PAY FOR HEALTHCARE PROVIDERS - Requires the state and private health insurers to reimburse claims for healthcare services provided by nurse practitioners and physician assistants at the same amount as the reimbursement paid to a physician performing the service in the area served.

TOWNS AND CITIES -- RHODE ISLAND COMPREHENSIVE PLANNING AND LAND USE ACT - Amends various provisions relative to adaptive reuse projects on state-owned property and certain conditions applied thereto.

HEALTH AND SAFETY -- THE RHODE ISLAND FAMILY HOME -- VISITING ACT - Changes annual reporting requirements for the state’s family home-visiting program and also impacts appropriation and spending of funds in order to access maximum federal funding for these programs.

HEALTH AND SAFETY -- PRIMARY CARE TRAINING SITES PROGRAM - Appropriates two million seven hundred thousand dollars ($2,700,000) to fund the primary care training sites program to provide training for physicians, nurse practitioners and physician assistants within the department of health.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES -- REGULATE HEALTH INSURANCE PRIOR AUTHORIZATION REQUIREMENTS FOR REHABILITATIVE AND HABILITATIVE SERVICES ACT - Limits prior authorization requirements for rehabilitative and habilitative services. Also prohibits prior authorization for the first twelve (12) visits of a new episode of care and for ninety (90) days following a chronic pain diagnosis.
