Ohio

To amend sections 3794.03, 5739.02, and 5739.03 and to enact sections 3794.21, 3794.22, 3794.23, and 3794.24 of the Revised Code to regulate cigar bars and to exempt cigars smoked on the premises of a cigar bar from sales and use tax.

To enact section 5534.927 of the Revised Code to designate a portion of Chillicothe Lancaster Road in Fairfield County as the "MSGT Norman Michael Kilbarger Memorial Highway."

To amend sections 4109.01 and 4109.06 and to enact sections 1349.10, 4109.23, 4109.231, 4109.232, and 4109.233 of the Revised Code to require vloggers to hold in a trust account a portion of compensation earned from any content featuring minors and to name this act the Kid Influencer Protection Act.

To enact section 5.092 of the Revised Code to declare the Cleveland Metroparks system as "Ohio's Emerald Necklace."

To amend section 2921.32 of the Revised Code to expand the offense of obstructing justice.

To amend sections 2925.11, 2929.15, 2929.20, 2929.25, 2951.02, and 2951.07 of the Revised Code to change the maximum periods of community control sanctions authorized for felonies and misdemeanors and to modify the confinement sanctions authorized for a technical violation of community control sanction conditions.

To amend sections 3109.051, 3109.11, and 3109.12 of the Revised Code to require a court to order compensatory parenting time or companionship or visitation for failure to comply with, or interference with, an order or decree providing for parenting time or companionship or visitation.

To amend sections 2921.331 and 2929.14 of the Revised Code to expand the offense of failure to comply with an order or signal of a law enforcement officer.

To amend sections 3331.01, 3331.12, 4109.01, 4109.03, 4109.05, 4109.06, and 4109.08 and to enact sections 4109.25, 4109.26, 4109.27, 4109.28, and 4109.29 of the Revised Code to address minors working as performers in the entertainment industry.

To amend section 5747.98 and to enact section 5747.74 of the Revised Code to create an income tax credit for employers that provide paid parental leave and to name this act the Paid Parental Leave Act.

To allow for the waiver of peace officer refresher training and to declare an emergency.

To make an appropriation to continue to fund the Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families programs, and Special Supplemental Nutrition Program for Women, Infants, and Children contingent upon a lapse in federal funding.

To amend sections 4905.02 and 4928.53 and to enact sections 4933.51, 4933.52, 4933.53, 4933.54, 4933.55, 4933.57, and 4933.58 of the Revised Code to exempt electric submetering companies from classification as a public utility, to impose various requirements on such companies, and to extend eligibility for the percentage of income payment plan program to certain electric submetering company customers.

To amend sections 3701.143 and 4117.10 and to enact section 2935.34 of the Revised Code to require testing for alcohol or drugs of abuse after incidents involving an officer's use of force.

Recognizing the importance of perinatal mental health.

To amend section 323.131 and to enact section 5705.17 of the Revised Code to prohibit most property tax levies submitted at a general election from taking effect in the current tax year.

To recognize October 22, 2025, as the National Day Against Police Brutality in Ohio.

To enact section 5534.429 of the Revised Code to designate a portion of State Route 13 in Athens County as the "Marshal Teddy Ray Holcomb Memorial Highway."

To enact section 5534.971 of the Revised Code to designate an intersection in Uhrichsville, Ohio as the "Dale McCauley Memorial Intersection."

To amend section 5739.01 of the Revised Code to authorize a sales tax credit for the trade-in value of portable electronics or home appliances for another similar item.

To amend sections 956.01, 956.031, and 956.10 of the Revised Code to revise the law governing high volume dog breeders.
