Requiring the governing bodies of certain cooperative housing corporations, condominiums, or homeowners associations to adopt an annual budget that includes certain calculations for the cost to repair or replace capital components that are the responsibility of the common ownership community; providing that a certain portion of the members of a common ownership community may determine the community and its members are facing a financial hardship or that a determination of financial hardship may be extended; etc.

Requiring a State agency to provide certain climate and sustainability information on submission of a contract award recommendation to the Board of Public Works for architectural and engineering service, construction, energy performance, general miscellaneous, and landlord lease and tenant lease contracts; requiring liaisons to the Board to ensure compliance; and requiring the climate and sustainability information to be placed on the Board agenda.

Requiring the Anne Arundel County Board of Education and the State Board of Elections, in consultation with the State Department of Education, to establish a career and technical education pilot program in the county schools to prepare students for a career as an election official.

Authorizing the placement and use of speed monitoring systems on Maryland Route 5 in Prince George's County, subject to placement and signage requirements; requiring certain revenue collected by Prince George's County as a result of violations enforced by a speed monitoring system on Maryland Route 5 to be used for State and local highway and pedestrian safety improvements on and in the vicinity of Maryland Route 5 in Prince George's County; etc.

Establishing the Task Force on Not-for-Profit Funeral Establishments to study the feasibility and necessity of the establishment of not-for-profit funeral establishments in the State; and requiring the Task Force to report its findings and recommendations to the General Assembly by December 1, 2026.

Establishing a manufacturer's limited beer, wine, and liquor permit in Baltimore County; authorizing the Board of License Commissioners for Baltimore County to issue the permit to the holder of a specific manufacturer's license; and requiring the Board to adopt certain regulations; etc.

Requiring the Public Service Commission, in a base rate proceeding, to determine a certain equity market return for certain public service companies; and authorizing the Commission to adjust certain rates based on the equity market return.

Requiring the State Highway Administration, by July 1, 2029, to install traffic control devices prohibiting a vehicle from making a right turn while facing a steady red signal at certain intersections on State highways in urban cores and urban centers; and authorizing the Administration to choose not to install a certain traffic control device at a specific intersection if the Administration determines that the installation would significantly impair public safety.

Requiring that a motor vehicle be at least 25 years old in order to be eligible for registration as a historic motor vehicle.

Authorizing motor vehicles that are registered in the State and were previously registered as Class L (historic) vehicles to be insured by certain specialty insurance policies; exempting motor vehicles that are registered in the State and were previously registered as Class L vehicles from the Vehicle Emissions Inspection Program; and establishing a certain recurring fee on motor vehicles registered in the State that were previously registered as Class L vehicles and that are exempt from the Vehicle Emissions Inspection Program.

Requiring a county board of education to allow, subject to certain requirements and policies, the use of therapy dogs in public schools in the county.

Altering the contents and use of the State Recycling Trust Fund; establishing a separate covered electronic device producer responsibility program plan and annual report, registration, and review fee account within the Fund; repealing certain provisions of law relating to existing covered electronic device takeback programs; altering certain provisions of law relating to registration fees for certain manufacturers of covered electronic devices; etc.

Prohibiting a certain litigation financier from providing certain litigation financing unless licensed under the Maryland Consumer Loan Law or provisions of law relating to installment loans; providing that litigation financing shall be considered a loan for certain purposes; requiring a certain disclosure of a litigation financing contract in certain civil actions; and providing that certain information is a permissible subject of discovery in certain civil actions.

Increasing the compensation of the president, vice president, and other members of the Anne Arundel County Board of Education to be $25,000, $24,000, and $23,000, respectively; and increasing the scholarship award to $23,000 for a student member of the board who completes a full term on the board for a term that begins on or after July 1, 2029.

Requiring both parties to be married, rather than one party, to appear before the clerk of a circuit court to apply for a marriage license; and authorizing the clerk of a circuit court to accept an affidavit rather than an application from both parties to be married if a party to be married is unable to appear before a clerk in the county where the marriage is to take place due to military service, incarceration, hospitalization, or another demonstrated good cause.

Prohibiting an electric company from collecting certain environmental surcharges or fees under certain circumstances; and requiring the Public Service Commission, by October 1, 2027, and each October 1 thereafter, to make a certain calculation each year related to the change in residential electric bills relative to inflation.

Requiring each county board of education to collect data on energy usage and report the data collected to the Interagency Commission on School Construction; requiring the Commission to adopt regulations specifying the data to be collected and the means and frequency of reporting; and requiring the Commission to analyze the data collected and provide recommendations for improving school building energy efficiency and usage.

Prohibiting the Public Service Commission from adopting or enforcing a regulation or order that prohibits a public service company from offering a discount or payment plan for the connection or extension of a natural gas line to a customer's property.

Requiring each county board of education to ensure that each public school regularly restock dispensers in the women's restrooms at the school with menstrual hygiene products.

Requiring a motor vehicle to be at least 30 years old to be eligible for registration as a historic vehicle and at least 40 years old to be eligible for registration as a street rod vehicle.

Exempting certain religious educational institutions accredited by accrediting bodies recognized by the U.S. Department of Education from the requirement to obtain a certificate of approval from the Maryland Higher Education Commission to operate in the State.

Requiring a provider of a continuing care retirement community to pay any contractual entrance fee refund not later than 2 years after a continuing care agreement is terminated.

Prohibiting, on and after January 1, 2035, a person from disposing of a mattress in a landfill, subject to certain exceptions; prohibiting, on and after January 1, 2035, a person from disposing of a mattress in an incinerator, subject to a certain exception; requiring certain producers of mattresses sold at retail in the State or a certain representative organization to submit a plan for the establishment of a Mattress Stewardship Program in the Department of the Environment for approval on or before July 1, 2031; etc.

Requiring the State Department of Education to develop or approve an artificial intelligence training program for members of county boards of education that includes foundational training and continuing annual training; requiring each member of a county board to complete an artificial intelligence training program each year that covers developments in artificial intelligence technology, evolving best practices for use in education settings and new guidance; and providing the training may be in person, online or in a hybrid format.
