Altering the triennial assessment cycle for real property for property tax purposes to a 5-year cycle.

Repealing a requirement that for fiscal years 2027, 2028, and 2029 $25,000,000 of the balance of a special fund dedicated to certain land preservation programs be allocated to the General Fund of the State.

Establishing the Task Force to Study Forced Infant Separation From Incarcerated Individuals to study and make recommendations regarding methods to reduce forced infant separation in the State and facilitate bonds between postpartum incarcerated individuals and their children; and requiring the Task Force to report its findings and recommendations to the General Assembly on or before December 1, 2027.

Prohibiting a certain litigation financier from providing certain litigation financing unless licensed under the Maryland Consumer Loan Law or provisions of law relating to installment loans; providing that litigation financing shall be considered a loan for certain purposes; requiring a certain disclosure of a litigation financing contract in certain civil actions; and providing that certain information is a permissible subject of discovery in certain civil actions.

Altering the required specifications for a certain prerelease facility for female incarcerated individuals; requiring the Department of General Services to direct the procurement processes for the construction of a certain prerelease facility for female incarcerated individuals; requiring the Commissioner of Correction to make gender-responsive services available to certain female incarcerated individuals; requiring the implementation of comprehensive prerelease services for certain individuals by September 1, 2026; etc.

Adding convictions for resisting arrest, making a false statement to a law enforcement officer, and making a false statement to a law enforcement officer when under arrest to the list of misdemeanor convictions that a person may expunge under certain circumstances.

Altering eligibility for the property tax credit for dwellings owned by a disabled public safety officer or judicial officer or a surviving spouse or a cohabitant of a fallen public safety officer or judicial officer by repealing a certain requirement that the officer, surviving spouse, or cohabitant be domiciled in the State within 5 years of a certain event under certain circumstances.

Altering a provision of law relating to charging a law enforcement officer with a crime to include a special police officer for the Maryland Judiciary.

Renaming the Office of Small, Minority, and Women Business Affairs to the Office of Small, Minority, Disability, and Women Business Affairs; renaming the Special Secretary of Small, Minority, and Women Business Affairs to be the Special Secretary of Small, Minority, Disability, and Women Business Affairs; expanding the duties of the Special Secretary to include matters concerning individuals with disabilities; altering the purpose of the Department of Social and Economic Mobility Special Fund; etc.

Requiring the Office of Home Energy Programs to administer, or through a local administering agency administer, certain programs and activities regarding low- and moderate-income households and the Community Solar Energy Generating Systems Program; altering the method by which certain rated generating capacity is counted toward the statewide net energy metering limit; requiring the Public Service Commission to establish a certain statewide capacity reservation system for certain net energy metering projects; etc.

Altering the State transfer tax rate and applying the Act to instruments of writing recorded on or after July 1, 2026.

Suspending the imposition of the State transfer tax from July 1, 2026, to June 30, 2029.

Altering eligibility for the renters' tax credit; altering the calculation of and the maximum amount of the renters' tax credit for certain taxable years; altering the eligibility for and the calculation of the homeowners' tax credit for certain taxable years; making homeowners with a federal adjusted gross income greater than $300,000 ineligible for the homestead property tax credit; and applying the Act to all taxable years beginning after June 30, 2027.

Establishing a data broker registry; requiring by January 31 each year a business entity that acted as a data broker during the previous calendar year to submit a certain form to the Comptroller and pay a fee determined by the Comptroller; requiring the Comptroller to make the information submitted by business entities publicly available on the Office's website; requiring the Comptroller to report certain information to the General Assembly by December 31 annually; etc.

Establishing the Federal Employee to Entrepreneur Program in the Department of Commerce to provide former or transitioning federal employees with the training, tools, and mentorship necessary for successfully transitioning to entrepreneurship; and requiring the Governor to include in the annual budget bill an appropriation of $400,000 for the Program.

Requiring the Department of the Environment to establish and implement a flood risk review process for certain areas identified as being at risk of tidal or nontidal flooding; applying the flood risk review process to the Department's review of certain plans and permits; requiring the Department to consult with certain local jurisdictions, State agencies, and watershed advisory groups before making a certain final determination under the Act; etc.

Prohibiting a person from knowingly and willfully interfering with a custody order over which a court of the State has jurisdiction by enticing or persuading a minor away or withholding a minor from a lawful custodian, a court-appointed guardian, or a person lawfully standing in loco parentis; and requiring a written warning for a violation of the Act to include certain information and a notice of the potential penalties that may be imposed for subsequent violations.

Prohibiting the Public Service Commission from approving a rate increase for a water company or a sewage disposal company if a county or municipality has commenced or indicated an intent to commence a certain eminent domain proceeding; and requiring a fact finder to consider certain factors in an eminent domain proceeding involving a water company or a sewage disposal company.

Requiring a nonprofit entity that receives at least 50% of its funding each year from a grant from the State, a county, or a municipality, the State capital budget, or certain local impact grants to report certain information to the Comptroller; etc.

Requiring public institutions of higher education to provide free of charge room, board, and required books, course materials, supplies, and equipment to certain foster care recipients and homeless youth who qualify for a certain tuition exemption and enroll as students at the institutions; providing that if a foster care recipient or homeless youth receives a scholarship or grant it may be applied to cover all or part of the costs of room and board or required books, course materials, supplies and equipment; etc.

Altering the membership of the State Advisory Council on Health and Wellness; requiring certain health occupations boards that require a licensee or certificate holder to complete continuing education requirements as a condition of renewal to grant at least a certain amount of continuing education credits for completing continuing education on perimenopausal, menopausal, and postmenopausal evaluation and treatment; etc.

Authorizing the owner of property used for residential purposes to bring an action to recover damages incurred as a result of the value of the property being diminished from the use of eminent domain to take property and construct an overhead transmission line within 300 feet of the property owner's residence; and requiring that reasonable fees be awarded to counsel for the defendant in a condemnation proceeding and the costs be charged against the plaintiff under certain circumstances.

Authorizing the Maryland Stadium Authority to review certain matters and make certain recommendations relating to the Carroll Park Soccer Stadium and Facility; authorizing the Authority to acquire by certain means a Carroll Park Soccer Stadium and Facility site or an interest in the site; requiring the Authority to transfer certain lease payments to the Carroll Park Soccer Stadium and Facility Fund under certain circumstances; etc.
