Maryland HB967 prohibits electric companies from collecting environmental surcharges or fees if the growth in residential electricity bills exceeds the Consumer Price Index for All Urban Consumers in a given year. The Public Service Commission must calculate the percentage growth in both the Consumer Price Index and the average residential electricity bill each year. If the growth in electricity bills exceeds the Consumer Price Index, electric companies cannot collect environmental surcharges or fees in the following year.
