The Maryland Housing Certainty Act establishes that the approval, conditional approval, or denial of housing development projects must be based solely on laws and regulations in effect at the time of submission of a substantially complete application. It also grants proponents of approved projects certain vested rights related to use and development for a specified period. The act prohibits the collection of development excise taxes and development impact fees before a housing development project is completed and all occupancy requirements are met.
