Economic development tax credits. Amends the economic development for a growing economy (EDGE) tax credit to: (1) authorize the Indiana economic development corporation (IEDC) to increase the value of an EDGE credit to a company for new job creation based on the amount of expenses of the company to relocate an individual to Indiana to fill the position; and (2) explicitly permit the IEDC to provide EDGE credits to a company that is retaining an employee through a minimum of a 25% increase in hourly wages paid to the individual. Clarifies provisions that apply to IEDC certification of a fund as a qualified Indiana investment fund.

Gender issues. Defines "female", "male", "gender", and "sex" for all Indiana statutes. Provides that the department of correction shall assign an offender, including a delinquent offender, to a facility or program that is based on the offender's sex. States that a local health officer shall mark the sex of an individual as male or female on a birth certificate. Provides that the Indiana department of health may make an addition to a birth certificate, for purposes of paternity, in certain situations. Provides the circumstances for when the sex designation on a birth certificate can be amended. Requires public schools, including charter schools, and state educational institutions to designate a multiple occupancy restroom or changing area as follows: (1) For the exclusive use of the male sex. (2) For the exclusive use of the female sex. Provides, with exceptions, that an individual shall only use a multiple occupancy restroom or changing area that is designated for the sex that is the individual's sex. Establishes a civil action for a violation of these provisions. Prohibits public schools, including charter schools, and state educational institutions from requiring a student to share sleeping quarters with a member of the opposite sex, unless the individual who is a member of the opposite sex is a family member. Establishes a civil action for a violation of these provisions.

E-Verify requirements for public works projects. Provides that a public agency may not enter into or renew a contract for a public works project with a contractor unless, among other requirements, the contractor signs a notarized affidavit affirming that the contractor does not knowingly employ an unauthorized alien. Provides that a contractor for a public works project must take certain actions with respect to the immigration status of employees. Provides that a contractor may not employ an individual for a public works project if the person has no E-verification number, except under certain circumstances. Provides civil immunity for a contractor that in good faith misidentifies the immigration status of a worker to comply with certain provisions of this bill. Makes conforming changes.

Prohibits a regional water, sewage, or solid waste district (district) created after June 30, 2026, from incurring any indebtedness without first obtaining the approval of the county fiscal body. Specifies that if a district created after June 30, 2026, contains territory in more than one county, the district must first obtain the approval of each county fiscal body in which the district contains territory before incurring any indebtedness. Establishes a timeline for the county fiscal body to approve or deny a district's request to incur indebtedness.

Release and sale of cemetery plots. Provides that if a burial space in a cemetery: (1) has remained unused for a period of at least 100 years from the date of sale or last recorded designation or transfer; and (2) has no improvements on the burial space, including the placement of a monument, memorial, or other permanent appurtenance; the person or entity having jurisdiction over the cemetery may terminate the rights and interests of the owner of the burial space if certain conditions are met. Provides that in the case of a cemetery owned by a unit, any funds generated from the resale of a burial space shall be used to maintain the cemetery.

Public purchasing from Indiana businesses. Provides a price preference to a business that is not an Indiana business but offers to provide supplies manufactured, assembled, or produced in Indiana. Provides that an Indiana business that offers to provide supplies manufactured, assembled, or produced in Indiana is eligible for an additional price preference for a contract awarded by a state agency. (Under current law, the additional price preference applies only when two or more equal bids are submitted.) Provides a 25% price preference for the purchase of flags that are manufactured in the United States.

Provides that if the implementation and compliance costs of a proposed rule, provisional rule, or interim rule exceed $100,000 (instead of $1,000,000) over a two year period: (1) the rule cannot be published in the Indiana Register until the budget committee has reviewed the rule; (2) the budget agency and the office of management and budget may not approve any part of the proposed rule prior to review by the budget committee; and (3) in the case of a provisional rule or an interim rule, the governor may not approve a rule prior to the budget committee's review of the rule. Provides that an agency may adopt a rule only if the agency has demonstrated to the satisfaction of the governor that certain circumstances exist. Requires the BMV to provide an easily understandable and easily accessible means by which an individual may opt out of the sale of the individual's personal information. Permits the state board of finance, upon approval by the governor, to transfer funds to the BMV to offset a shortfall in funding for the BMV that occurs in a state fiscal year beginning before July 1, 2028, as a result of the sales prohibition.
