Creates the Home for Good Act. Provides that the Home for Good Program is created as a statewide coordinated program designed to provide housing and services to persons with arrest and conviction records and persons who are currently or formerly incarcerated (targeted population). Provides that the Illinois Housing Development Authority (IHDA) shall be responsible for providing appropriate resources to potential applicants to acquire, develop, and rehabilitate permanent affordable housing units and transitional housing units that are designated exclusively for the targeted population. Provides that the granting and application process shall follow the existing program model of the Housing for Justice Involved Individuals Program. Requires IHDA to be responsible for providing site-based rental housing subsidies to community organizations who work with the targeted population which may be used to enter into lease agreements and master lease agreements for the purpose of providing housing for program participants, and tenant-based rental subsidies. Requires the Illinois Criminal Justice Information Authority (ICJIA) to provide appropriate resources to community organizations who work with the targeted population. Provides that such resources shall be used to provide case management and reentry navigation services to Program participants; and to make supportive services available to Program participants, which may include housing and related services, physical and behavioral health, education, family reunification and relationship building, transportation, job training, acquiring vital documents, and meeting basic needs. Contains provisions concerning a requirement that a housing needs assessment tool be administered to all individuals exiting the Illinois Department of Corrections; a requirement that the Executive Director of IHDA create a Home for Good Institute to provide training and technical assistance to community organizations who intend to acquire, develop, rehabilitate, or operate permanent and transitional housing units for the targeted population; the establishment of the Home for Good Oversight Board; and rulemaking authority to implement the Act. Effective immediately.

Amends the School Code. Provides that the State Board of Education shall establish and administer a program to award property tax relief grants to school districts in this State. Provides that, in exchange for receiving a grant, a school district's maximum aggregate property tax extension for the taxable year that begins on January 1 of the fiscal year for which the grant is awarded may not exceed an adjusted maximum aggregate property tax extension for that taxable year. Creates the Education Property Tax Relief Fund as a special fund in the State treasury for the purpose of awarding grants. Sets forth provisions concerning the Education Property Tax Relief Fund. Amends the State Finance Act to make conforming changes. Effective immediately.

Amends the Children and Family Services Act. Prohibits the Department of Children and Family Services from requiring Department volunteers to list or provide their social security numbers on any form prescribed by the Department that authorizes a criminal history record or background check. Requires the Department to amend its rule on authorization forms in accordance with the amendatory Act. Excludes the social security number of a Department volunteer from the definition of "background information." Amends the Juvenile Court Act of 1987. Provides that no person appointed to serve as a court appointed special advocate shall be required to list or provide his or her social security number on any form prescribed by the court that authorizes a criminal history record or background check.

Requires the Department of Healthcare and Family Services to require Medicaid managed care organizations to reimburse at no less than 100% of the Medical Assistance program's Durable Medical Equipment fee schedule for the same service or item of durable medical equipment, complex rehab technology, prosthetics, orthotics, or supplies. Provides that the reimbursement requirement shall also apply to a Medicaid managed care organization's subcontractors and third-party administrators. Provides that the Department has the authority to implement the reimbursement requirement on and after July 1, 2025 and prior to the completion of any regulatory process undertaken in order to effect such change. Effective July 1, 2025.

Provides that a unit of local government may not increase a levied tax without authorization by referendum of the electors of the unit of local government. Provides that a referendum to increase a levied tax must include a sunset clause on which the tax increase authorized by the referendum measure shall expire. Provides that, if an increase in a levied tax is intended to generate a cash flow to service a debt, the increase must sunset no later than the date that the debt is scheduled to be paid off, and, if an increase in a levied tax is intended to generate a cash flow that will be spent for purposes other than debt service, the increase must sunset no later than 10 years after the date on which the tax increase begins. Provides that, to the extent the Act conflicts with any other provision of law, the Act controls. Provides that nothing in the Act infringes upon the right of a unit of local government to impose or increase nontax fines or fees. Provides that the Department of Revenue shall adopt rules to enforce the Act. Limits concurrent exercise of home rule taxing powers.

Amends the Interagency Coordinating Committee on Transit Innovation, Integration, and Reform Act. Provides that the member appointed to the Committee to represent individuals with disabilities shall either be an individual with a disability or an individual who has demonstrated experience advocating for and advancing the accessibility and transportation needs of individuals with disabilities. Amends the Metropolitan Transit Authority Act. Provides that one of the members of the Board of the Chicago Transit Authority shall be a person with a disability who lives within the Authority's service area and uses the services provided by the Authority. Amends the Regional Transportation Authority Act. Provides that one of the Directors of the Board of the Northern Illinois Transit Authority shall be a person with a disability with expertise in transportation and shall be appointed with the advice and recommendation of a disability advocacy organization serving the Metropolitan Region. Provides that one of the directors of the Suburban Bus Board shall be the Commissioner of the City of Chicago's Mayor's Office for People with Disabilities (rather than appointed by the Mayor of Chicago). Provides that one of the directors of the Commuter Rail Board shall be a person with a disability who uses the services provided by the Commuter Rail Division and appointed with the advice and recommendation of a disability advocacy organization serving the Metropolitan Region. Provides that the Chicago Transit Authority, the Suburban Bus Board, and the Commuter Rail Board shall each establish and maintain an ADA Advisory Committee to advise the Chicago Transit Authority, the Suburban Bus Board, or the Commuter Rail Board on accessibility and compliance with the Americans with Disabilities Act of 1990 as it relates to fixed route and paratransit service.

Requires the Department of Human Services to file an amendment to the Home and Community-Based Services Waiver Program for Adults with Developmental Disabilities that shall include an increase in the rate methodology sufficient to provide for a wage rate of 150% of the statewide, regional, or local minimum wage for services delivered on or after January 1, 2027, for all direct support personnel and all other frontline personnel who are not subject to the Bureau of Labor Statistics' average wage increases and who work in residential and community day services settings. Provides that for services delivered on or after January 1, 2027, the rates shall include adjustments to employment-related expenses as defined by rule by the Department. Requires the Department to adopt rules, including emergency rules, to implement the rate increases. Contains provisions on benchmark rates for therapy and counseling for adults with intellectual and developmental disabilities; tiered rates for community day services; community integration supports for community day services; and benchmark rates for CILA transportation cost and for the supported employment program for adults with intellectual and developmental disabilities. Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to submit a Title XIX State Plan amendment to the federal Centers for Medicare and Medicaid Services that shall include an increase in the rate methodology sufficient to provide for a wage rate of 150% of the statewide, regional, or local minimum wage for services delivered on or after January 1, 2027, for all direct support personnel and all other frontline personnel at ID/DD and MC/DD facilities. Provides that the State Plan amendment shall provide wage increases for all residential non-executive direct care staff. Effective immediately.

Specifies that nothing in those provisions prohibits communication between federal agencies or officials and law enforcement agencies or officials. Deletes prohibitions against agreements to detain individuals for federal civil immigration violations. Deletes various specified prohibitions against assisting with immigration enforcement. Repeals the Court Access, Safety, and Participation Act.
