RECOGNIZES-NEHEMIAH ALLIANCE

Recognizes the Nehemiah Alliance for its leadership in advancing the historic, national 52-Day Rebuild Initiative to be held with prayer, fasting, and repentance, beginning at sundown on Thursday, September 10, 2026 and concluding at sundown on All Saints' Sunday, November 1, 2026.

PAY EQUITY DAY

Declares March 25, 2026 as Pay Equity Day in the State of Illinois. Encourages the citizens of this State to learn about the pay gap that women experience in society and to learn about these various dates that bring attention to the pay gap that specific groups experience.

EDUCATION-TECH

Amends the School Code. Prohibits, except for legitimate instructional purposes, as determined by a school district, a school district from purchasing or otherwise acquiring biometric systems to use on students. Provides that this prohibition does not apply to a school district that purchases or acquires a biometric system but disables the biometric capabilities of that system so it cannot be used on students or has no reasonable knowledge that the software the school district purchased or otherwise acquired has biometric capabilities. Requires, by the 2027-2028 school year, a school district to ensure that the biometric systems it uses are used only for legitimate instructional purposes. Makes other and conforming changes.

HONORS-JUNETEENTH

Honors Juneteenth as a celebration of freedom, acknowledges the enduring contributions of African Americans to our State and nation, and reaffirms our commitment to justice, equality, and opportunity for all.

1ST-GENERATION HOMEBUYER LOANS

Amends the Illinois Housing Development Act. Requires the Illinois Housing Development Authority (Authority) to establish and administer a First-Generation Homebuyer Down Payment Assistance Program to provide targeted assistance to eligible first-generation homebuyers throughout the State for the purchase of a single-family or non-commercial multi-family residence. Sets forth eligibility requirements. Permits the Authority to prioritize assistance to applicants purchasing homes in designated community priority areas, applicants with household income below 80%, and applicants purchasing homes in areas with low homeownership rates, high housing costs burdens, or limited access to affordable mortgage credit. Provides that assistance under the program shall be provided as a forgivable loan to be forgiven pro rata on a monthly basis over a 5-year period of continuous owner-occupancy. Sets forth the available loan amounts and provides that assistance funds may be used for down payments, closing costs, mortgage insurance, interest rate buydowns, or principal reduction. Permits the Authority to waive repayment in cases of documented financial hardship that is beyond the control of the homebuyer. Permits the Authority to adopt rules to implement and administer the program. Effective July 1, 2026.

SCH CD-CHARTER SCHOOL-CLOSURE

Amends the Charter Schools Law of the School Code. Provides that upon approval of a charter renewal by an authorizer, the charter operator shall execute the renewal agreement no later than 90 days after the date of the authorizer's final renewal approval. Provides that a charter school that is deemed nonrenewed is ineligible to receive any payments from a school district. Provides that a charter operator that fails to execute a renewal agreement within a specified period may not continue to operate the charter school beyond the expiration of the existing charter term and is subject to closure procedures. Requires every charter operator to maintain closure security. Provides that failure to maintain closure security is a basis for the authorizer to withhold a portion of per-pupil payments until compliance is achieved and for consideration in denying a charter renewal or revoking the charter or ineligibility to operate additional charter campuses. Provides that if the closure security is insufficient to cover the costs of a closure event, the authorizer or the State Board of Education may bring a civil action against the charter operator to recover the unpaid amounts and seek to impose a lien on any property owned by the charter operator to secure recovery. Provides that if an authorizer determines that a charter school is in financial distress, the authorizer may require the charter operator to submit a financial remediation plan within 30 days. Provides that if the authorizer determines that the charter school has failed to implement an approved remediation plan or the financial distress presents an immediate risk to students, employees, or public funds, the authorizer may initiate financial intervention by appointing an independent fiscal manager approved by the authorizer and the State Board. Allows the fiscal manager to exercise authority limited to financial matters. Provides that financial intervention is temporary and may not exceed 180 days, except that the authorizer may extend the intervention once for good cause. Makes other changes. Effective immediately.

CONGRATS-MANUFACTURING HOF

Congratulates the 2026 inductees to the Illinois Manufacturing Hall of Fame and commends them for their historic and positive impact on Illinois and the United States.

CIVIL LAW-TECH

Amends the Illinois Antitrust Act. Makes a technical change in a Section concerning the short title of the Act.

EDUCATION-TECH

Reinserts the contents of the bill as amended by Senate Amendment No. 1, with the following changes. Requires the policy to be adopted by the 2027-2028 (rather than the 2026-2027) school year. Provides that the policy shall require the school district to provide a list of approved artificial intelligence models to all schools at the start of each school year and promptly after any revisions to the list. Provides that nothing in the Act may be construed to conflict with a school district's obligations under federal law. Effective immediately.

BUSINESS-TECH

Creates the Consumer Artificial Intelligence Notice Act. Provides that a person who uses a conversational customer service artificial intelligence system in a chat interface to communicate with a consumer shall provide the consumer with a clear and conspicuous disclosure that the consumer is communicating with an automated system and not with a human. Provides that a violation of the provision constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Sets forth procedures concerning notice of violation. Preempts home rule powers. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change.

CONGRATS-CONGRESSMAN DAVIS

Congratulates the Honorable Danny K. Davis on his retirement from the U.S. House of Representatives, commends him for a lifetime of dedicated public service to the City of Chicago, the County of Cook, the State of Illinois, and the United States of America, and wishes him continued health and happiness in his well-deserved retirement.

Congratulates Bonnie Lopez on the dedication of the Bonnie Lopez Courtyard at Concordia Place in Avondale. Thanks her for her decades of invaluable service to Concordia Place and the Avondale community. Wishes her continued health and happiness.

GURU NANAK DAY

Declares November 29, 2026 as Guru Nanak Day in the State of Illinois, its inaugural observance. Encourages all residents to honor the life and teachings of Sri Guru Nanak Dev Ji, the founder of Sikhism, and to participate in observances that strengthen the bonds of friendship and understanding among all people.

REDUCE-KID-FRIENDLY VAPE SALES

Urges regulators and enforcement agencies to increase inspections and ensure that manufacturers, distributors, and retailers reduce the selling of unlawful, kid-friendly vapes. Urges for strengthened coordination between State agencies, law enforcement, school districts, and public health authorities to reduce youth access to illegal vape products and protect the health of all students.

FRENCH HERITAGE MONTH/DAY

Declares March 2026 as French Heritage Month and March 20, 2026 as French Heritage Day in the State of Illinois to celebrate the linguistic and cultural heritage of French-speaking communities and to promote the values of diversity, cooperation, and cultural exchange.

TOBACCO TAX-REMOTE SELLERS

Amends the Tobacco Products Tax Act of 1995. Provides that remote retail sellers that meet certain sales criteria are required to collect and remit the tax under the Act. Provides that, beginning on January 1, 2026, the tax under the Act is 36% of (i) the actual cost paid by a distributor or remote retail seller for the stock keeping unit or (ii) if documentation of the actual cost is not available due to matters beyond the distributor or remote retail seller's control, the actual cost list paid by the distributor or remote retail seller for the stock keeping unit. Provides that, beginning January 1, 2026 and continuing through December 31, 2028, the tax per cigar sold or otherwise disposed of in the State, other than a little cigar, shall not exceed $0.75 per cigar. Effective January 1, 2026.

RACE AMITY DAY

Declares June 14, 2026 as Race Amity Day. Invites communities across the United States of America to join in introspection and reflection on the beauty and richness of the diverse peoples of this great nation while reaching out with a spirit of amity toward one another on Race Amity Day.

IL BACON DAY

Declares May 6, 2026 as Illinois Bacon Day in the State of Illinois and invites all Illinoisans to thank a pig farmer by enjoying some delicious slices of bacon.

COMMEND-CHRISTINA KUBERSKI

Commends Christina "Chris" Kuberski on her outstanding leadership and service to Highland Community College and the citizens of northwestern Illinois throughout her distinguished career in higher education.

RECOGNIZE-CHICAGO BLUES

Recognizes Chicago's unparalleled history as the "Blues Capital of the World". Celebrates the artists, past and present, who have shaped the soundtrack of our State. Supports the calls for the City of Chicago to develop permanent, physical monuments and public art installations beyond existing murals to provide the reverence and international visibility that Chicago blues pioneers deserve. Urges for greater community advocacy and a revival of investment in blues culture and for the State and local governments to provide substantial support for the infrastructure that solidifies the legacy of the legendary Blues artists including the preservation of historic sites such as Muddy Waters' Kenwood home and support for local blues education non-profits.

AUTONOMOUS VEHICLE PILOT PROJ

Creates the Autonomous Vehicle Pilot Project Act. Provides that in order to commence an autonomous vehicle pilot project, a person must provide to the Department of Transportation a statement that sets forth the operational design domain for an autonomous vehicle pilot project. Provides that the operational design domain for an autonomous vehicle pilot project must be confined to counties having or exceeding a population of 1,000,000 individuals, as determined by the most recent federal decennial census, Sangamon County, or the counties of Madison, St. Clair, and Monroe. Allows the Department to authorize the statewide deployment of autonomous vehicles beyond the operational design domain after a period of 3 years following the effective date of the Act, as long as the Department determines the pilot projects conducted have demonstrated safety and operational readiness. Sets forth the conditions a person must meet to operate an autonomous vehicle on the public roads of the State with the automated driving system engaged. Requires a person to obtain authorization from the Department to operate an autonomous vehicle on the public roads of the State. Includes provisions regarding licensing, duties following crashes involving autonomous vehicles, registration and title, operation of a motor vehicle with an automated driving system by a human driver, vehicle equipment standards, evaluation data, the controlling authority, and home rule. Repeals the Act on January 1, 2029. Makes conforming changes to the Illinois Vehicle Code and the Consumer Fraud and Deceptive Business Practices Act. Effective immediately.

DIGITAL AD TAX ACT

Creates the Digital Advertising Tax Act. Imposes a tax on the portion of a person's annual gross revenue that is derived from digital advertising services in the State if the person's total revenue derived from digital advertising in the State exceeds $150,000,000. Provides that the tax is imposed at the rate of 10% of the annual gross revenues derived from digital advertising services in the State. Effective immediately.

CONGRATS-ROCKFORD/FERENTINO

Congratulates the citizens of Rockford and Ferentino, Italy on the occasion of the 20th anniversary of their sister city partnership in recognition of the thousands of Ferentino-descended individuals who have made and continue to make Rockford a richer, stronger, and more vibrant community. Commends the Saint Ambrogio Society, Rockford's other Italian social clubs, and all of the many organizations, businesses, and countless individuals and elected officials, here and abroad, that have worked to sustain the steadfast bonds between Rockford and Ferentino for over a century.

CHIEF R. YOUNG MEMORIAL HWY

Designates Illinois Route 97 as it travels through Maquon as the "Chief of Police Richard R. Young Memorial Highway".

ESTATE TAX-SPECIAL USE

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes changes concerning the taxes due under the Act on estates that contain qualified farm property. Provides that, for the purposes of calculating the State Death Tax Credit, those estates are subject to an exemption of $6,000,000 (rather than an exclusion amount of $4,000,000), which shall be deducted from the net estate value after the net estate value is computed in accordance with the Act. Provides that the exemption shall be adjusted each year according to the increase in the Consumer Price Index. Makes changes concerning the calculation of the deceased spousal unused exclusion amount for those estates. Provides for a special use valuation to provide that the value of the qualified farm property shall be calculated without regard to certain limitations under the Internal Revenue Code. Makes changes concerning the definition of "qualified heir". Effective January 1, 2027.
