Encourages continued consideration of legislative and policy reforms intended to ensure Illinois law appropriately addresses severe reckless driving conduct.

Expresses the belief that on October 28, 1924, the University of Illinois made a solemn pledge at the dedication ceremony of Memorial Stadium to those whose names are inscribed on its columns, a pledge that should not be altered for the sake of obtaining funding from alumni or any other entity. Calls upon the University of Illinois Board of Trustees, the Department of Intercollegiate Athletics, and Larry and Beth Gies to agree that an alternate means of acknowledging their gift is appropriate. Urges that the name of the structure standing between First and Fourth Streets on the campus of the University of Illinois be permanently restored to "Memorial Stadium".

Creates the Illinois Home Buyer Savings Accounts Act. Provides that a first-time and second-chance home buyer may open an account with a financial institution designated in its entirety by the financial institution as a first-time and second-chance home buyer savings account. Provides that the funds in a first-time and second-chance home buyer savings account may be used only to pay a first-time and second-chance home buyer's eligible costs for the purchase of a single-family residence in Illinois. Provides that 2 first-time and second-chance home buyers may jointly own a first-time and second-chance home buyer savings account. Provides that only cash and marketable securities may be contributed to a first-time and second-chance home buyer savings account. Sets forth provisions concerning the responsibilities of an account holder; the responsibilities of financial institutions; deduction of contributions, exclusion of earnings, and limitations; the penalty for withdrawal for purpose other than eligible costs; and the forms the Department of Revenue must adopt.

Recognizes the multiracial, intergenerational coalition of workers, including men, women, and children, whose collective action transformed labor rights in this country. Honors the courage, resilience, and contributions of farmworkers in the State of Illinois and across the United States.

Creates the Private Well, Septic, and Water Infrastructure Housing Impact Task Force Act. Establishes a Task Force to study the impacts of new residential development on private wells, septic systems, groundwater quality, drinking water safety, and related environmental and public health concerns. Provides for membership appointed by legislative leaders and the Governor, including members representing local government interests, environmental and development sectors, technical experts, and relevant State agencies. Requires the Task Force to examine issues including septic capacity, groundwater protection, contamination risks, intergovernmental coordination, and homeowner education. Requires the Environmental Protection Agency and the Department of Public Health to provide administrative support. Directs the Task Force to submit a report with findings and recommendations to the Governor and the General Assembly by December 31, 2027. Dissolves the Task Force and repeals the Act on January 1, 2029.
