Illinois HB4187 amends the Department of Transportation Law to establish lease durations for pedestrian infrastructure over state highways. In counties with a population over 3,000,000, leases entered into within one year of the bill's effective date can be for up to 35 years. For counties with populations between 500,000 and 800,000, leases to state departments, authorities, commissions, agencies, municipalities, counties, or townships can be for up to 5 years. All leases must be at fair market value and meet statutory requirements.
