Amends the Department of Labor Law of the Civil Administrative Code of Illinois. Provides that the Department of Labor shall establish a labor mediation services program to facilitate the settlement of disputes between employers and labor organizations. Provides that, if the Federal Mediation and Conciliation Service is unable to provide mediation services and the services of the Department have been invoked by a party or have been proffered by the Department, then the Department shall assign a mediator to facilitate a settlement to the dispute. Sets forth provisions concerning the appointment of mediators and reporting requirements. Amends the Code of Civil Procedure. Provides that a mediator or an agency employing a mediator shall not be compelled to disclose in a proceeding any mediation communications or mediation documents received or created during a mediation. Provides that mediation communications and mediation documents shall not be admissible as evidence in any action or proceeding. Amends the Illinois Public Labor Relations Act and the Illinois Educational Labor Relations Act. Authorizes the Department of Labor to provide mediation services under those Acts. Amends the Freedom of Information Act to make conforming changes. Effective immediately.

Amends the Public Higher Education Act. Prohibits a school from threatening to disclose the actual or perceived citizenship or immigration status of an employee, a student, or a person associated with an employee or student to an external party; knowingly disclosing, without consent, anything related to the perceived citizenship or immigration status of an employee, a student, or a person associated with an employee or student to an external party if the school does not have direct knowledge of the employee's, student's, or associated person's actual citizenship or immigration status; knowingly disclosing, without consent, anything related to the actual citizenship or immigration status of an employee, a student, or a person associated with an employee or student to any other person or nongovernmental entity if the school has direct knowledge of the employee's, student's, or associated person's actual citizenship or immigration status; or designating immigration status, citizenship, place of birth, nationality, or national origin as directory information. Requires a school to develop procedures for reviewing and authorizing requests from law enforcement agents attempting to enter a school's campus by January 1, 2026. Requires a school to provide information on its website about who employees and students should contact if a law enforcement agent seeks to enter the school campus, enters the school campus, or engages in nonconsensual interactions with members of the school community by January 1, 2026. Prohibits a school from impeding students or employees from offering, attending, or participating in training on constitutional rights and immigration-related guidance. Allows aggrieved parties to bring a civil lawsuit. Makes other changes. Effective immediately.

Amends the Environmental Protection Act. Provides that, notwithstanding any provision of the Act, any rule adopted under the Act, or any term or condition in any permit issued under the Act, each natural gas-fired peaker power plant in the State may, to the extent allowed by federal law, be operated on up to a continuous basis beginning on the effective date of the amendatory Act and until 30 days after the date upon which the Illinois Environmental Protection Agency first posts on its website a notice that it has determined, based on data supplied to it annually by the Illinois Power Agency, that at least 21,000 MWe of new utility-scale renewable power generation capacity has been brought online in the State. Directs the Environmental Protection Agency to adopt any rules and to amend any existing permits as necessary to implement the provisions added by the amendatory Act. Effective immediately.

Amends the Child Care Act of 1969. Provides that a licensed day care center shall not disclose or threaten to disclose to any other person, entity, or agency information regarding or relating to the actual or perceived citizenship or immigration status of a child or an associated person, unless disclosure is required by State or federal law. Requires the Department of Children and Family Services or the Department of Early Childhood, as is applicable, to make available on its website specified resources for families. Provides that, if a child's parent or guardian directly faces immigration enforcement action, a licensed day care center shall use the child's emergency contact information and release the child to the persons designated as the child's emergency contacts or into the custody of an individual who presents a properly executed appointment of short-term guardian form on behalf of the child. Sets forth provisions requiring a licensed day care center to adopt certain policies concerning consent to disclosure. Provides that the policies shall not have the effect of excluding or discouraging a child from any program at the licensed day care center because of the actual or perceived immigration status of the child or the child's parent or guardian. Establishes enforcement provisions for violations of disclosure provisions. Effective immediately.

Instead amends an existing statutory provision regarding crisis assistance funds for families who have become homeless due to domestic or sexual violence. Requires the Department of Human Services to inform such families, during their application for TANF, on the availability of crisis assistance funding. Provides that the Department shall provide no less than $1,250 to eligible families for up to 4 months. Provides that the provisions of the bill are subject to the civil remedies outlined in the Public Assistance Fraud Article of the Illinois Public Aid Code.

Removes provisions prohibiting the construction of new nuclear power reactors with a nameplate capacity of more than 300 megawatts of electricity to be located within the State until the Illinois Emergency Management Agency and Office of Homeland Security finds that the United States Government has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste.

Recognizes the Office of the Illinois Attorney General's filing of a lawsuit against the Trump administration to stop the unlawful deployment of the National Guard in Illinois, challenging federal invocation of 10 U.S.C. § 12406, the Posse Comitatus Act, and the Tenth Amendment, is a case of national significance in protecting state sovereignty and civil liberties.
