Illinois HB1814 mandates middle housing development in cities with populations between 10,000 and 25,000, and larger cities starting from 2026.

HB1814, known as the Missing Middle Housing Act, amends the Illinois Municipal Code to require cities with populations over 10,000 and under 25,000 to allow duplex development on residential lots. For cities with populations of 25,000 or more, starting from January 1, 2026, all middle housing types must be permitted on lots greater than 5,000 square feet zoned for residential use. Middle housing includes duplexes, triplexes, quadplexes, cottage clusters, and townhouses.
