Requires cities with populations over 10,000 to allow middle housing types on residential lots.

Amends the Zoning Division of the Illinois Municipal Code to require cities with populations over 10,000 to allow duplexes on residential lots. Cities with populations over 25,000 must allow all middle housing types on lots over 5,000 square feet. Middle housing includes duplexes, triplexes, quadplexes, cottage clusters, and townhouses. Municipalities may regulate siting and design of middle housing, but regulations must not discourage development through unreasonable costs or delay. This Section limits home rule powers.
