Amends the University of Illinois Act and the Southern Illinois University Management Act to mandate that chancellors of any campus of the University of Illinois or Southern Illinois University advocate for what is beneficial and in the best interests of the university system as a whole, even if it conflicts with the interests of their individual campus.
