Makes appropriations for the ordinary and contingent expenses of the Commission on Equity and Inclusion for the fiscal year beginning July 1, 2026, as follows: General Funds $5,596,500.

EPSTEIN FILES-RELEASE

Calls for the release of all files related to the crimes of Jeffrey Epstein and his alleged accomplices with redactions limited solely to shielding the identities of survivors as outlined in the Epstein Transparency Act. Further calls for the appointment of a special prosecutor independent of the Trump Administration's influence to review prosecution decisions stemming from the Epstein investigation to investigate whether the Trump Administration illegally redacted or withheld documents to shield individuals for political purposes.

Makes appropriations for the ordinary and contingent expenses of the Office of the Governor for the fiscal year beginning July 1, 2026 as follows: General Funds $19,750,000; Other State Funds $5,800,000; Total $25,550,000.

HEALTH CARE SANCTITY ACT

Amends the Hospital Licensing Act. Provides that the amendatory provisions may be referred to as the Health Care Sanctity and Privacy Law. Requires hospitals to adopt and implement a policy regarding interactions with law enforcement agents. Sets forth minimum requirements for the policy, including designating a contact person or persons to be notified of all law enforcement presence or information requests and establishing the following procedures: procedures to respond to such requests; procedures to verify the identity and authority of any law enforcement agent involved in civil immigration activities at a hospital site; procedures for designating space for law enforcement agents to remain and wait at a hospital; procedures for patients to request an amendment to their medical records; and procedures concerning the release of information to law enforcement agents. Requires the policy to be submitted to the Department of Public Health. Establishes a fine for hospitals that fail to submit the policy. Sets forth provisions concerning complaints of noncompliance with the provisions; holding hospital personnel harmless from any civil, criminal, or other liability that may arise as a result of their reasonable compliance with the amendatory provisions; obligations as a mandated reporter; and conflicts with federal law. Amends the University of Illinois Hospital Act to require compliance with the provisions of the amendatory Act. Effective immediately.

Appropriates other sums for other Supreme Court projects and programs. Effective July 1, 2026.

BAN DRAGGING BOVINE BY TAIL

Amends the Humane Care for Animals Act. Provides that no person may intentionally drag or pull any bovine by its tail by any means for the purpose of entertainment, sport, practice, or contest.

$FY27 OFFICE PRETRIAL SERVICES

Appropriates $87,100,000 from the General Revenue Fund to the Office of Statewide Pretrial Services for operational expenses, awards, grant, permanent improvements, and pretrial services reimbursements for the fiscal year ending June 30, 2027. Makes other appropriations to the Office. Effective July 1, 2026.

OPPOSES-IL SB3572

Opposes Illinois Senate Bill 3572 (SB3572). Opposes any effort to punish women for accessing reproductive healthcare, efforts to subject survivors of rape and incest to more severe punishments than a rapist, and efforts to restrict access to in vitro fertilization (IVF) and other forms of assisted reproductive technology.

CRIM CD&CD CORR-FIREARM OFFENS

Amends the Criminal Code of 2012 and the Unified Code of Corrections. Provides that the 15-year penalty enhancement for committing various offenses with a firearm, applies only if the person committed the offense while personally armed with the firearm.
