ELECTION CAMPAIGN CONTRIBUTIONS AND EXPENDITURES -- Amends existing law to provide an exemption for religious organizations in certain instances.

PUBLIC UTILITIES -- Adds to existing law to provide for new large loads.

TAXATION -- Amends existing law to revise a sales tax exemption for data center equipment and to revise a certain property tax exemption for certain capital investments.

CHILD CUSTODY -- Amends, repeals, and adds to existing law to revise provisions regarding Idaho child custody laws.

EDUCATION -- Proposes an amendment to the state constitution to remove language allowing for the Legislature to require school attendance and to add language regarding the right of the people to educate their children without government regulation outside of public schools.

ELECTIONS -- Amends existing law to provide for certain physical presence requirements for state representatives and senators.

EDUCATION -- Amends, repeals, and adds to existing law to revise provisions regarding the Idaho Digital Learning Academy.

CHILD PROTECTION -- Amends existing law to revise the definition of "neglected."

ELECTIONS -- Amends existing law to include the office of the president of the United States into the state primary election and to move the primary election date to the Tuesday following the first Monday in May.

RULE APPROVAL -- SENATE LOCAL GOVERNMENT AND TAXATION COMMITTEE -- States findings of the Legislature and provides that all pending rules of the Idaho State Tax Commission have been reviewed and approved by the Senate Local Government and Taxation Committee.

PHARMACY BENEFIT MANAGERS -- Amends and adds to existing law to establish provisions regarding dispensing fees and to establish duties and restrictions pertaining to pharmacy benefit managers and third-party payers.

COLLECTIVE BARGAINING -- Amends and adds to existing law to establish provisions regarding the prohibition of taxpayer funding of government unions.

MUNICIPALITIES -- Amends existing law to provide that cities with 25,000 residents or less may provide for election of councilmen by districts and that cities with greater than 25,000 residents shall provide for the election of councilmen by districts.

MINIMUM WAGE -- Amends existing law to remove language prohibiting a political subdivision from enacting a minimum wage that is higher than the state minimum wage.

PLASTIC BAGS -- Repeals existing law preempting local regulation of auxiliary containers, including plastic bags.

EDUCATION -- Amends existing law to revise provisions regarding certain placement and movement on the career ladder.

PERSI -- Amends existing law to revise a definition regarding who is not considered an employee.

VOTERS -- Amends existing law to provide for automatic voter registration through the Division of Motor Vehicles.

LOCAL LAND USE PLANNING ACT -- Adds to existing law to provide for regulation of development on religious land.

PROJECT CHOICE PROGRAM FEE -- Amends existing law to revise a provision regarding the Project Choice program fee and the transfer of those funds to the General Fund in certain instances.

TRANSPORTATION -- Amends and adds to existing law to provide for the elimination of vehicle registration stickers.

HIGHWAYS AND BRIDGES -- Amends existing law to provide that a single county-wide highway district's service area shall expand to include annexed territory.

MEDICAID -- Adds to existing law to provide legislative approval for certain family personal care services.

IDAHO FOREST PRODUCTS COMMISSION -- Amends existing law to revise provisions regarding the Idaho Forest Products Commission.

CHILD PROTECTION -- Amends and adds to existing law to provide for a school of origin and school of origin hearing.
