DEPARTMENT OF FINANCE AND DEPARTMENT OF INSURANCE -- Amends, repeals, and adds to existing law to provide for the Director of the Department of Insurance to serve as the Director of the Department of Finance on and after July 1, 2027.

PUBLIC UTILITIES COMMISSION -- Amends existing law to establish rules for ex parte communications to and from the Public Utilities Commission and to limit the amount that a commissioner or staff member may receive as a gift.

MEDICAID -- Amends and repeals existing law to remove provisions relating to Medicaid eligibility expansion.

ELECTIONS -- Amends and adds to existing law to provide for a presidential primary election.

MEDICAID -- Adds to existing law to establish provisions regarding hospital presumptive eligibility determinations.

EGGS -- Amends and adds to existing law to provide for household egg production.

RULE APPROVAL -- HOUSE COMMERCE AND HUMAN RESOURCES COMMITTEE -- States findings of the House of Representatives and provides that all pending rules of the Idaho Department of Commerce and the Division of Veterans Services have been reviewed and approved by the House Commerce and Human Resources Committee.

STATE TREASURER -- Amends existing law to provide that idle moneys may be invested in physical gold and silver in certain instances, to provide for storage of physical gold and silver, and to provide for a maximum allowed investment.

IDAHO DIRECT PRIMARY CARE ACT -- Amends existing law to include physical therapy in the definition of primary care provider.

IDAHO CONSTITUTIONAL MONEY ACT OF 2025 -- Amends existing law to provide for the specific performance of tendering the type or form of specie expressly designated in certain contracts.

EDUCATION -- Amends existing law to revise provisions regarding the Public School Facilities Cooperative Funding Program.

DEPARTMENT OF LANDS -- Amends existing law regarding counsel for the Department of Lands.

FRANK HARWOOD, JOHN MORRISON JR., AND DAVID TYSDAL -- States findings of the Legislature and honors fallen firefighters Frank Harwood and John Morrison Jr. and critically injured engineer David Tysdal.

EDUCATION -- Adds to existing law to require public schools to offer daily recess to students in kindergarten through grade 5 and to encourage public schools to offer unstructured activity breaks for students in grades 6 through 8.

HEALTH INSURANCE -- Amends existing law to revise provisions regarding enhanced short-term plans

TAXATION -- Amends existing law to revise provisions certain definitions related to sales and use tax.

EDUCATION -- Amends existing law to revise provisions regarding student enrollment counts.

COMMISSION ON HISPANIC AFFAIRS -- Amends existing law to revise provisions regarding the Commission on Hispanic Affairs.

CHILD PROTECTION -- Amends and adds to existing law to provide for attendance at child protection hearings.

PROMPT PAYMENT OF CLAIMS -- Amends and adds to existing law to revise and establish provisions regarding prompt payment of insurance claims.

UNIFORM CONTROLLED SUBSTANCES -- Amends existing law to provide that alkaloids found in or derived from Mitragyna speciosa shall be a Schedule I controlled substance.

IMPACT FEES -- Amends existing law to revise provisions regarding minimum standards and requirements for development impact fees ordinances.

TREASURY TRUST BONDS -- States findings of the Legislature, provides support for treasury trust bonds, and urges Congress to enact enabling legislation authorizing the Secretary of the Treasury to issue treasury trust bonds.

FINANCIAL ACCOUNTABILITY STABLECOIN TRANSACTION ACT -- Adds to existing law to establish the Financial Accountability Stablecoin Transaction (FAST) Act to provide for the authorization and use of payment stablecoins.

STATE AFFAIRS -- States findings of the Legislature and asks Idahoans to recognize a day of fasting and prayer on March 1, 2026.
