Idaho H0691 amends the definition of "neglected" in Idaho Code to include recent acts or failures to act that harm a child's health or welfare. This includes activities such as obscene or pornographic photographing, filming, or depiction for commercial purposes, human trafficking, and other forms of sexual exploitation. The bill also specifies that a child is neglected if they are subjected to sexual abuse by a parent, including any conduct described in various sections of Idaho Code. The changes are set to take effect on July 1, 2026.
