Idaho H0865 amends existing law to establish rules for ex parte communications to and from the Public Utilities Commission. It prohibits commissioners or employees from soliciting, inviting, encouraging, or considering any communication concerning the merits of any matter pending before the commission, unless it is made in the course of an official proceeding or is documented and included in the commission's records. The bill also limits the amount that a commissioner or staff member may receive as a gift, with exceptions for certain benefits.
