EDUCATION -- States findings of the Legislature, declares that the existing public school funding formula requires review and modernization, and requests that the Idaho Superintendent of Public Instruction present draft legislation to the Legislature.

TAXATION -- Amends, repeals, and adds to existing law to establish a state property tax and to provide certain exemptions to such tax.

YOUTH SERVICE ORGANIZATIONS -- Adds to existing law to establish protections regarding youth service organizations.

NICOTINE PRODUCTS -- Amends and adds to existing law to establish certain permitting requirements regarding the sale of certain nicotine products, to revise provisions regarding the regulation of certain nicotine products, and to impose a tax on certain nicotine and related products.

TAXATION -- Amends existing law to revise a provision regarding the assessment of certain property.

RULE APPROVAL -- HOUSE ENVIRONMENT, ENERGY, AND TECHNOLOGY COMMITTEE -- States findings of the Legislature and provides that all pending and temporary rules of the Department of Environmental Quality and the Division of Occupational and Professional Licenses have been reviewed and approved by the House Environment, Energy, and Technology Committee, with exceptions.

EDUCATION -- Amends existing law to revise provisions regarding virtual public education in Idaho.

INSURANCE -- Adds to existing law to establish provisions regarding transparency requirements for certain insurers.

RULE APPROVAL -- SENATE AGRICULTURAL AFFAIRS COMMITTEE -- States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Department of Agriculture and the Idaho Hop Growers' Commission have been reviewed and approved by the Senate Agricultural Affairs Committee, with an exception.

STATE APPELLATE PUBLIC DEFENDERS -- Repeals existing law to remove obsolete language relating to the Capital Crimes Defense Fund.

REGIONAL LIBRARY SYSTEMS -- Repeals existing law to remove obsolete provisions.

JUVENILE CORRECTIONS -- Amends existing law to remove outdated language regarding time zones.

KINSHIP CAREGIVERS -- States findings of the Senate and endorses the development of a state plan to support kinship caregivers.

MEDICAID -- Amends existing law to revise provisions regarding provider payment.

MARRIAGE -- States findings of the Legislature and calls on the Supreme Court of the United States to reverse the decision in Obergefell v. Hodges and restore the natural definition of marriage, a union of one man and one woman.

TAXATION -- Amends existing law to revise provisions regarding the homestead exemption.

PETROLEUM CLEAN WATER TRUST FUND ACT -- Amends existing law by removing outdated or unnecessary provisions related to the Petroleum Clean Water Trust Fund.

IDAHO CHILD CARE PROGRAM -- Amends and adds to existing law to establish the Idaho Child Care Program.

PUBLIC NOTICES -- Adds to existing law to establish provisions allowing certain governmental entities to publish abbreviated public notices in newspapers in lieu of full public notices.

CHILD CUSTODY -- Amends existing law to provide restrictions for court-appointed professionals.

EXECUTIVE BUDGET -- Amends existing law to provide that the executive budget document shall not contain certain logos, mottos, or slogans.

HOSPITALS -- Amends and adds to existing law to establish provisions regarding transfer of control of certain hospitals.

LIBEL AND SLANDER -- Amends existing law to provide for punitive damages in cases of libel per se and slander per se.

INDUSTRIAL HEMP -- Amends and adds to existing law to provide for the sale of industrial hemp products.

HOSPITALS -- Adds to existing law to establish provisions regarding continuing accountability for district-converted hospitals.
