Expanding an exemption from public records requirements for e-mail addresses collected by the Department of Highway Safety and Motor Vehicles for providing renewal notices to include e-mail addresses collected for use as a method of notification generally and not only for the purpose of providing renewal notices; expanding the exemption to include e-mail addresses collected for use as a method of notification related to vessel registrations; providing retroactive applicability; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Providing that students may not be dismissed from certain charter schools based on academic performance; requiring students in specified grades to receive instruction in cursive writing; requiring, subject to legislative appropriation, each district school board to adopt rules to require the display of portraits of George Washington and Abraham Lincoln at each public school in the district; establishing the School Teacher Training and Mentoring Program within the Department of Education, etc.

Authorizing certain persons to apply to the governing body of the local government for certification of certain parcels as agricultural enclaves; requiring the local government to hold a public hearing within a specified timeframe to approve or deny such certification; authorizing certain persons to submit certain development plans; authorizing the development of certain parcels for commercial, industrial, or single-family residential purposes under certain circumstances, etc.

Expanding a public records exemption for crime victims to include the name and personal identification number of a victim and any other information that could be used to locate, intimidate, harass, or abuse the victim; providing that such exemption includes the portions of records generated by any agency that regularly generates or receives information from or concerning victims of crime; providing for a public records exemption for the identity of a victim's family member, lawful representative, or next of kin and any other information that could be used to locate, intimidate, harass, or abuse these individuals; providing for future legislative review and repeal of the exemptions; providing a statement of public necessity, etc.

Limits compensation to health care provider that provides medical services for inmate housed in Polk County detention center under certain conditions; limits compensation to entity that provides emergency medical transportation services for inmate housed in Polk County detention center if entity does not have contract with county to provide such services.

Limits compensation to health care provider that provides any medical services for inmate housed in Indian River County detention center under certain conditions; requires certain compensation for specified hospital that provides medical services for specified inmates if hospital does not have contract with county to provide such services; limits compensation to entity that provides emergency medical transportation services for inmate housed in Indian River County detention center if entity does not have contract with county to provide such services.

Limits compensation to health care provider & to hospital designated as trauma center that provide medical services for inmate housed in Lake County detention center if provider & hospital do not have contract with county to provide such services; limits compensation to entity that provides emergency medical transportation services for inmate housed in Lake County detention center if entity does not have contract with county to provide such services.

Providing honorary designations of certain transportation facilities in specified counties and a specified municipality; directing the Department of Transportation to erect suitable markers; revising a specified interchange designation, etc.

Requiring certain organizations that have an approved specialty license plate to submit within a specified timeframe certain financial information to the Department of Highway Safety and Motor Vehicles; prohibiting specialty license plate annual use fees or interest earned from such fees from being distributed to certain entities; requiring the department to develop an Endless Summer motorcycle specialty license plate; revising provisions relating to the issuance and fee distribution for Fraternal Order of Police license plates; directing the department to develop specified specialty license plates, etc.

Providing that the Department of State may administratively dissolve a corporation that has been designated as a terrorist organization in certain situations; providing that a person who receives military training from a domestic terrorist organization in certain situations commits a specified crime; providing a person who knowingly provides or attempts or conspires to provide material support or resources to a domestic terrorist organization commits a specified crime; providing that a person who willfully becomes a member of a domestic terrorist organization and serves under the direction or control of such organization with a specified intent commits a specified crime; authorizing the Chief of Domestic Security to designate an organization a domestic terrorist organization or a foreign terrorist organization if certain requirements are met; requiring the Chief to provide specified written notice to the Governor, the Cabinet, and the organization of the designation; providing that the Governor and the Cabinet may by a majority vote approve or reject the designation; requiring the Chief to publish such designation in the Florida Administrative Register within a specified time period after approval of the designation by the Governor and the Cabinet; providing that certain students of school districts and Florida College System institutions are ineligible for specified fee waivers; prohibiting students who promote domestic terrorist organization or foreign terrorist organizations from being awarded certain public institution funds, etc.

Removes provisions relating to City of Naples Airport Authority's members' duties & responsibilities; removes provisions that prohibit officers & employees of city from being authority members; removes provisions that prohibit authority members from receiving compensation; provides for authority memberships by election rather than by appointment; provides requirements for elections; provides authority membership terms & qualifications; provides interim services & vacancy fillings.

Amending a provision which provides an exemption from public records requirements for certain information relating to the administration of small business loan programs held by an economic development agency; deleting the scheduled repeal of the exemption, etc.

Revising the definition of the term "relative" to include foster parents and foster children; providing that specified provisions do not prohibit a board, council, commission, or collegial body from appointing, employing, promoting, or advancing elected public officials who are related to a leadership position on the same board, council, commission, or collegial body, etc.

Prohibiting a cooperative that sells electricity at retail from adopting, enacting, or enforcing a fee meeting specified criteria, etc.

Revising definitions; revising the information the uniform statewide voter registration application is designed to elicit from an applicant to include a certain acknowledgment; requiring that the online voter registration system transmit specified information to the supervisor of elections under specified circumstances; requiring that the applicant's legal status as a United States citizen be recorded in the statewide voter registration system; requiring that if the records of the Department of Highway Safety and Motor Vehicles indicate that an applicant is not a United States citizen or has not provided acceptable evidence of citizenship, the online voter registration system must notify the supervisor of the applicant's legal status and transmit the application to the supervisor; requiring that the online voter registration system populate an applicant's information and direct the applicant to perform specified actions under specified conditions; requiring supervisors to verify a voter's legal status as a United States citizen using specified sources and initiate a certain notice if applicable; requiring that the voter's legal status as United States citizen and the type of document accepted as evidence of United States citizenship be recorded in the statewide voter registration system, etc.

Deleting the scheduled repeal of an exemption from public meeting requirements for portions of a hearing before the Florida Public Service Commission wherein certain proprietary confidential business information is discussed, etc.

Specifying that a person seeking to qualify for office as a candidate must be a registered member of a political party, or registered without any party affiliation, for 365 consecutive days preceding the beginning of qualifying for an election; specifying that such person may not have legally changed his or her name through a specified petition during such 365-day period; providing that compliance with specified requirements is mandatory; providing construction; authorizing qualified candidates or certain political parties to challenge compliance with specified provisions by filing suit in a specified circuit court; prohibiting a person from being qualified as a candidate for nomination or election and appearing on the ballot under specified circumstances.

Revising residency restrictions for persons convicted of certain sexual offenses occurring on or after a specified date; revising the prohibition of specified offenders from coming within a specified distance of a place where children congregate; requiring a person who has been convicted of specified offenses to provide notice to a school or child care facility under certain circumstances; authorizing the warrantless arrest of a person if a law enforcement officer has probable cause to believe the person committed specified offenses, etc.

Deleting provisions that have expired, have become obsolete, have had their effect, have served their purpose, or have been impliedly repealed or superseded; replacing incorrect cross-references and citations; correcting grammatical, typographical, and like errors; removing inconsistencies, redundancies, and unnecessary repetition in the statutes; and improving the clarity of the statutes and facilitating their correct interpretation, etc.

Deleting provisions which have become inoperative by noncurrent repeal or expiration and, pursuant to s. 11.242(5)(b) and (i), F.S., may be omitted from the 2026 Florida Statutes only through a reviser's bill duly enacted by the Legislature, etc.

Adopting the Florida Statutes 2026 and designating the portions thereof that are to constitute the official law of the state; providing that the Florida Statutes 2026 shall be effective immediately upon publication; providing that general laws enacted during the 2025 regular session and prior thereto and not included in the Florida Statutes 2026 are repealed; providing that general laws enacted after the 2025 regular session are not repealed by this adoption act, etc.

Authorizing the Governor to award a Medal of Heroism to juvenile detention and juvenile probation officers; authorizing certain entities to establish an award program to award a Medal of Valor to a juvenile detention officer or probation officer in certain circumstances; revising the definition of the term "officer" to include juvenile detention and juvenile probation officers; requiring the Department of Juvenile Justice to direct the Department of Revenue to deduct specified amounts owed to the Department of Juvenile Justice upon a certain determination; requiring the Department of Revenue to transfer such funds into a certain trust fund; specifying requirements relating to such reductions in amounts distributed to counties, etc.

Revising requirements for a continuing education course on prescribing controlled substances which health care practitioners are required to complete, etc.
