Revises definition of term "harm" to provide that exposure of child to controlled substance may be established by evidence of acute or chronic use of controlled substance by parent to specified extent; revises definition of term "neglect" to provide that neglect occurs when there is evidence of acute or chronic use of controlled substance by parent to specified extent.

Prohibits state agency or officer from directing funds offered to state to third party as condition of settlement; provides that state agency or officer must provide written notification of terms of settlement to Legislature & Attorney General within specified time; prohibits authorization or approval of reimbursements for travel expenses to & from person's residence & his or her headquarters for specified positions; requires that official headquarters for specified positions be city or town in which department's official headquarters is located; prohibits persons serving in specified positions from being reimbursed for certain travel expenses; prohibits lobbyist or principal from making, & prohibiting district governing board member, executive director, or any district employee who qualifies as local officer from accepting, any expenditure; removes provision prohibiting state residency requirements for university board members.

Requires that at least one judge be available in each judicial circuit on weekends, holidays, & after hours on weekdays to hear motions to enforce certain orders & agreements; requires chief judge to assign circuit judge to be available for certain hearings; requires that certain time-sharing matters be accorded priority on court's calendar; provides procedural requirements for evidentiary hearings on pleadings seeking temporary parental responsibility & time-sharing schedules & on motions to enforce compliance with existing time-sharing orders or agreements; requires court to issue upon motion by party, rather than authorizing court to make determination of, appropriate parenting plans.

Limiting the assessed value upon change of ownership of homestead property having a prior assessed value below a certain amount when the person acquiring the property is entitled to a homestead exemption, etc.

Provides appropriation to compensate estate for Ms. Maudsley's death as result of alleged negligence of Trooper Daniel Cole & FHP, division of DHSMV; provides limitation on payment of compensation & attorney fees.

Revises maximum rate of ad valorem tax that district may levy; revises manner in which district may levy taxes.

Providing for the relief of the Estate of M.N. by the Broward County Sheriff's Office; providing an appropriation to compensate the estate for injuries sustained by M.N. and her subsequent death as a result of the negligence of the Broward County Sheriff's Office; providing a limitation on compensation and the payment of attorney fees, etc.

Urging the Congress of the United States to impel the National Guard Bureau to examine the present allocations of the Florida National Guard and allow an increase in its force structure, etc.

Defining the terms "motor vehicle," "trunk," and "vessel"; requiring persons who store or leave firearms or ammunition in motor vehicles or vessels under their control to keep the firearms or ammunition locked inside specified locations within the motor vehicles or vessels while such persons are not in the motor vehicles or vessels, etc.

Transfers Division of FHP & Office of Commercial Vehicle Enforcement from DHSMV to FDLE; requires executive director of DHSMV to be appointed by Governor & subject to confirmation by Senate.
