Requires OIR to establish & maintain comprehensive resource center on its website; provides requirements for resource center; specifies that certain information is not trade secret & is not subject to certain public records exemptions; requires residential property insurers to provide notice of comprehensive resource center on office's website with any offer of coverage & policy renewal; prohibits insurer from including value of certain land when establishing homeowner's policy coverage amount or adjusting certain claims; provides construction; provides that notice of premium discounts for hurricane loss mitigation must include information about whether insurer offers enhanced discounts for roof systems that use secondary water resistance.

Creating the "Refrigerant Safety and Agricultural Continuity Act"; authorizing commercial and agricultural food processing and cold chain industries to continue to purchase, install, and service equipment utilizing R-410A refrigerants through a specified date; requiring the Department of Agriculture and Consumer Services to maintain certain records; providing immunity from liability for certain persons and business entities, etc.

Providing that the limitations on the required annual rate increases for Citizens Property Insurance Corporation coverage do not apply to new policies issued by the corporation on or after a specified date and to subsequent renewals of such policies, etc.

Defines terms "central service technician" and "health care practitioner"; requires licensed hospitals & ambulatory surgical centers to employ or otherwise retain services of central service technician only if he or she meets specified criteria; requires central service technicians who do not meet specified criteria to obtain certain certification within specified timeframe as condition of continued employment; requires central service technicians to complete specified number of continuing education hours annually as condition of continued employment; provides requirement for such continuing education; requires hospitals & ambulatory surgical centers to, upon written request of central service technician, verify in writing technician's dates of employment or contract period with facility.

Authorizes court to require pro se defendant to question certain victims & witnesses through standby counsel at any trial, hearing, or deposition upon specified findings.

Revises definition of term "survivors" to include parents of unborn child; provides definition for term "unborn child"; prohibits right of action against mother for wrongful death of unborn child or against health care provider for lawful medical care provided in certain circumstances; authorizes parents of unborn child to recover certain damages; prohibits recovery of certain damages if decedent is unborn child.

Defining the term "temporary door locking device"; authorizing temporary door locking devices to be installed at any height; requiring the Florida Building Commission to incorporate certain standards for temporary door locking devices into the Florida Building Code; requiring the use of temporary door locking devices be integrated into building safety plans, safety drills, and training programs for a specified purpose, etc.

Authorizes AHCA to conduct retrospective reviews & audits of certain claims under state Medicaid program for specified purpose; requires agency, in coordination with DCF, to implement mandatory work & community engagement requirements for able-bodied adults as condition of obtaining & maintaining Medicaid coverage; specifies types of activities which may satisfy work & community engagement requirements; provides that certain population is required to engage in work or community engagement activities only during standard school hours; requires persons eligible for Medicaid to demonstrate compliance with work & community engagement requirements at specified times as condition of maintaining Medicaid coverage; revises components of Medicaid prescribed-drug spending-control program to include preferred physician-administered drug list, preferred product list, & high-cost drug list; provides that determinations of overpayment under Medicaid program may be based upon retrospective reviews, investigations, analyses, or audits conducted by agency to determine possible fraud, abuse, overpayment, or recipient neglect; requires agency to implement Integrated Managed Care Pilot Program in designated regions by specified date.

Requires covered immigration officers to wear specified visible identification during public immigration enforcement functions; provides requirements for such visible identification; prohibits covered immigration officers from wearing face coverings that impair visibility of identifying information or obscure covered immigration officer's face; provides exception; provides duties of State Board of Immigration Enforcement; requires State Immigration Enforcement Council to submit specified report to Legislature by specified date; prohibits law enforcement officers from wearing face coverings in performance of their official duties; requires specified advance notice be given to sheriff; provides applicability; provides criminal penalties; requires FDLE to adopt rules.

Expands existing public records exemption to include sealed criminal history records of persons adjudicated guilty of certain nonviolent misdemeanor offenses; provides for future review & repeal of expanded exemption; provides for reversion of specified language if exemption is not saved from repeal; provides statement of public necessity.

Revises information required to be included in 10-year site plans; revises procedures for review & approval or rejection of such plans by PSC; requires electric utilities to submit revised plans to commission under certain conditions; prohibits electric utilities from filing applications for certification of certain electrical power plant sites; revises information commission is required to consider in its review of such plans; increases amount of fee commission is authorized to establish for review of such plans; revises content of rules commission is authorized to adopt for submitting, processing, & approving such plans.

Requiring that swimming pools located on residential real property that is transferred or sold on or after a specified date meet certain pool safety requirements; requiring that swimming pools located on residential real property that is transferred or sold on or after a specified date meet certain pool barrier requirements, etc.

Decreasing the duration of in-person classroom-instruction basic certification courses required to be considered for approval and certification as an approved limited surety agent and professional bail bond agent prelicensing school; requiring, rather than authorizing, that any monetary or cash component of any form of pretrial release be met by specified means; requiring the clerk of the court, upon the court's entry of an order to revoke pretrial release and order pretrial detention in certain circumstances, to discharge any bond previously posted as a condition of pretrial release without further order of the court; requiring that a signed certification containing certain information accompany or be included on a specified notice, etc.

Revises, creates, and repeals provisions relating to administrative health insurance assessments of state agencies; permanent tenants of Capitol Complex; Capitol Center projects, long-range planning, & parking spaces; certification of & state contracting for minority business enterprises; the Office of Supplier Development; participation of Florida-based small business enterprises in state procurement system; Florida Advisory Council on Small & Minority Business Development; Florida Minority Business Loan Mobilization Program; & disposition of specified proceeds used for law enforcement communication systems.

Authorizes court to disclose certain grand jury testimony & materials in certain circumstances to further justice; requires clerk of court to take possession of & preserve certain grand jury materials; prohibits person from disposing of or destroying such materials; specifies materials required to be preserved; requires clerk of court to maintain chain of custody list for such materials during grand jury proceeding; specifies manner in which clerk of court shall store & provide access to stored materials; prohibits certain persons from accessing such materials; requires documentation of authorized person's access to such materials; requires state attorney & his or her employees to preserve certain grand jury materials; requires preserved materials to be retained for certain period of time; requires Office of State Courts Administrator to adopt certain rules; authorizes Office of State Courts Administrator to perform inspections for certain purposes; requires disclosure & provision of access to materials upon court order; prohibits intentional destruction or alteration of grand jury materials; provides penalty; requires FDLE to investigate alleged violations of preservation requirements.

Citing this act as the "Bridging Systems to Housing Act"; encouraging certain facilities and institutions, in collaboration with a continuum of care lead agency, to develop and implement certain procedures for when persons are discharged from certain facilities or institutions; requiring the Department of Children and Families to conduct a pilot program in specified counties; defining the term "client-level data"; requiring the sharing of client-level data to comply with specified state and federal laws and regulations, etc.

Prohibiting a school district from discriminating against students or school personnel on the basis of political or ideological viewpoints or expression; authorizing students to express political or ideological beliefs in coursework, artwork, and other specified assignments; authorizing a student to wear clothing, accessories, and jewelry displaying political or ideological messages or symbols; authorizing political or ideological groups to advertise or announce meetings in the same manner and to the same extent as other groups; creating a private cause of action for persons and student clubs or groups harmed by specified violations, etc.
