Citing this act as the "Sickles High School Ought to be a Law Cosmetic Animal Testing Act of 2026"; prohibiting manufacturers from using animal testing as part of the cosmetics manufacturing process; prohibiting manufacturers from repackaging, selling, holding, or offering for sale cosmetics that have been tested on animals; providing that manufacturers, upon issuance of a cosmetic manufacturer permit, consent to specified inspections by the Department of Business and Professional Regulation, etc.

Revises Special Risk Class member criteria to include members employed as certain prosecutors & special investigators; provides years of creditable service for full retirement eligibility.

Requires certain children to be restrained in child booster seat; provides exceptions; provides penalties.

Creates Construction Impact Relief Revolving Loan Program; providing requirements for program; providing reporting requirements for Department of Commerce; provides that COM or any of its officers, employees, agents, or contractors are not liable in any civil action arising out of or relating to specified duties of program; provides that COM is not liable for any damages resulting from COM denying applicant loan or delaying loan disbursement or from certain activities; provides construction; provides that certain determinations, prioritizations, & decisions made are deemed final agency action & not subject to further judicial review; requires COM, by specified date, to submit annual report containing certain information to Governor & Legislature.

Prohibits use of artificial intelligence in practice of psychology, clinical social work, marriage & family therapy, & mental health counseling, respectively; defines "artificial intelligence"; provides exceptions.

Providing that the absence of certain mechanisms or features may not be used as evidence of a defective product design, negligence, a duty to warn, strict liability, or evidence to support similar claims, etc.

Creates Office of Corrections Ombudsman within legislative branch; provides for staff; specifies duties of office; provides for appointment of Corrections Ombudsman; requires that Ombudsman meet certain criteria; requires Legislature to establish Corrections Oversight Committee on or before certain date; provides duties & membership of committee; requires DOC to provide Ombudsman & committee members with access to certain department facilities & records; authorizes Ombudsman & committee members access to such facilities unannounced; requires confidentiality of in-person communications between incarcerated persons or facility staff members & Ombudsman or committee member; provides that correspondence between incarcerated person & office is privileged; provides that decision, or failure, to file complaint with office does not impact inmate grievance procedure; provides that office need not investigate or process complaints in order received; requires office to submit to President of Senate & Speaker of House of Representatives specified report annually; provides appropriation.

Provides requirements for storage of handguns in private conveyances & vessels; requires law enforcement agencies to engage in specified promotional campaign; provides that certain firearms education, safety, & training courses shall include instruction on requirements for storage of handguns in private conveyances & vessels; revises required warnings for transfer or sale of firearms; provides declaration of important state interest.

Revising requirements for licensure of Level I and Level II adult cardiovascular programs; requiring the Agency for Health Care Administration to update specified rules as new applicable industry standards and guidelines are published, etc.

Provides exemption from public record requirements for personal identifying & location information of current & former private investigators licensed by DACS & spouses & children of such private investigators; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Revising the definition of the term "harm" to provide that exposure of a child to a controlled substance may be established by evidence of acute or chronic use of a controlled substance by a parent to a specified extent; revising the definition of the term "neglect" to provide that neglect occurs when there is evidence of acute or chronic use of a controlled substance by a parent to a specified extent, etc.

Providing immunity from civil liability for federal firearms licensees operating lawfully in this state for acts or omissions relating to firearm hold agreements under specified circumstances, etc.

Revising automobile insurance requirements for transportation network companies, transportation network company drivers, and transportation network company vehicle owners, etc.

Revises requirements for school districts relating to determination of eligibility, implementation, & accountability for student IEPs; provides that parent has right to access, upon request, service logs within specified timeframe; requires IEP team to inform parents of such right; requires each school district to provide individualized orientation to parent of student newly identified to be eligible for exceptional student education services; requires school district to obtain signed acknowledgement from each parent; provides requirements for orientation & acknowledgement; requires school districts to notify parents of available refresher orientations each year; requires that certain information be retained in student's education records; requires school districts to develop standardized services logs for provisions of specified services for use by specified persons.

Providing an exemption from public records requirements for the personal identifying and location information of current and former employees and commissioners of the Commission on Ethics and their spouses and dependents; providing for future legislative review and repeal of the exemption; providing for retroactive application of the exemption; providing a statement of public necessity, etc.

Authorizing certain qualified patients to cultivate up to six flowering cannabis plants for personal consumption and noncommercial purposes; authorizing certain qualified patients to purchase medical marijuana seeds and clones from a licensed medical marijuana treatment center; providing that the personal consumption of cannabis cultivated at a qualified patient's residence is subject to specified limitations, etc.

Increases minimum age requirements relating to use of helmets for electric personal assistive mobility devices.

Requires DEP to incorporate habitat equivalency analysis in uniform mitigation assessment method; requires that permits for dredging & filling include certain requirements; requires permitted entities to bear full cost & responsibility for any damage or destruction caused by dredging, filling, or related activities; designates coral reefs as critical natural infrastructure & nature-based solutions.

Revising the sales tax exemption for the sale of marijuana and marijuana delivery devices to apply only to purchases by qualified patients and caregivers; revising background screening requirements for caregivers; revising provisions related to the licensure and functions of medical marijuana treatment centers (MMTCs); authorizing MMTCs licensed to cultivate or process marijuana to use contractors to assist with the cultivation and processing of marijuana; authorizing MMTCs licensed to cultivate and process marijuana to sell marijuana at wholesale to other registered MMTCs only if certain conditions are met; requiring an MMTC to obtain a facility permit before selling, dispensing, or storing marijuana in a facility, etc.

Removes 2025-2026 fiscal year limitation on prohibiting certain deductibles and copays, prohibiting enforcement of certain monetary caps, requiring that certain costs be absorbed at the expense of the Inland Protection Trust Fund, and providing exceptions.

Defining the term "local government spending analysis"; requiring a local government spending analysis be included on certain referenda, etc.

Authorizes dental screenings provided under school health services program to be conducted after written notice & opportunity for parent or guardian to opt out; clarifies district school board parent notification requirements for dental screenings; & provides that specified parental consent requirements do not apply to certain dental screenings.

Establishes Florida Museum of Black History Board of Directors; provides for membership of board; requires that appointments to board be made by specified date; prohibits specified members of board from holding state or local elective office while serving on board; provides for filling of vacancies; requires that board work jointly with Foundation for Museum of Black History, Inc.; requires St. Johns County Board of County Commissioners to provide administrative support & staffing to board until specified actions are completed.

Requiring a private school that enrolls a certain number of students to be considered a permitted use for zoning purposes; providing that certain private schools may not be subject to additional building codes; requiring a fire official to use specified firesafety evaluation systems for existing private school facilities; providing that certain private schools are subject to specified fire code requirements, etc.
