Proposes amendment to State Constitution to require that Senate confirm appointments & removals made by Governor & to require that Legislature authorize extension of state of emergency declared by Governor.

Encourages certain facilities & institutions, in collaboration with Continuum of Care lead agency, to develop & implement certain procedures for when persons are discharged from certain facilities or institutions; requires DCF to conduct pilot program in specified counties; requires DCF to submit certain reports to Governor & Legislature; revises certain procedures; defines "client level data"; requires sharing of client level data to comply with specified state & federal laws & regulations; requires Continuum of Care lead agency to evaluate certain procedures & identify gaps & opportunities for improvement in its annual Continuum of Care plan; authorizes State Office on Homelessness, in conjunction with Council on Homelessness, to provide guidance to Continuum of Care lead agency for specified purpose.

Revising the powers of the consumer advocate; specifying that failure to obey certain court orders may be punished as contempt; authorizing a circuit court to order a person to pay certain expenses; prohibiting the Office of Insurance Regulation from approving certain rate filings, etc.

Prohibiting a municipal utility from declining to extend service to properties outside its corporate limits under certain circumstances; requiring a municipal utility to expand its service to an owner who makes such a request under certain circumstances, subject to the utility's service requirements; requiring the municipal utility to make a determination within a specified timeframe and provide such determination to the owner in writing; requiring the municipal utility to provide the owner with specified information and to connect properties in a timely manner; authorizing a municipal utility to establish minimum application filing requirements, etc.

Requires loan originators, mortgage brokers, & mortgage lenders & money services businesses to develop, implement, & maintain comprehensive written information security programs for protection of information systems & nonpublic personal information & to establish written incident response plans; provides requirements for notices of security breaches; revises list of actions by money services businesses which constitute grounds for disciplinary actions & penalties; provides requirements for emergency orders that suspend money services business licenses; provides that debit card transaction shall be treated same as cash transactions & prohibits redemption through credit card transaction; requires financial institutions to take measures to protect & secure certain data that contain personal information; provides requirements for notices of security breaches to office, DLA, certain individuals, & certain credit reporting agencies; revises timeline for mailing of payment for salary & travel expenses of certain field staff; revises requirements for permission to organize credit unions; removes provisions that impose limitations on investments in real estate & equipment for credit unions; revises requirements & factors for approving applications for organizing banks & trust companies; revises requirements for directors of certain banks & trust companies.

Revises persons who must report abuse, neglect, or exploitation of vulnerable adults to include clerk of court; requires quitclaim deed be executed in presence of specified number of subscribing witnesses; prohibits recording of such deeds until after specified cooling-off period; authorizes specified adult to designate certain person through filing of power of attorney; requires clerk to contact such person before cooling-off period elapses; authorizes person designated in power of attorney to object in writing to quitclaim deed being recorded; requires clerk to notify persons of right to file rescission; requires clerk to enroll specified adult in statewide Property Alert Service; requires clerk to conduct preliminary investigation; requires clerk to refer objection to not-for-profit legal aid organization for further investigation; authorizes not-for-profit legal aid organization to request additional time to investigate; requires clerk to record quitclaim deed if no fraud or exploitation of specified adult is suspected; requires clerk or not-for-profit legal aid organization that suspects quitclaim deed was obtained through fraudulent or exploitative means to refer matter to state attorney for further investigation & prosecution; requires clerks to provide certain materials written in plain language.

Prohibiting a person from carrying a weapon or firearm into certain locations; providing criminal penalties, etc.

Citing this act as the "Survivor Safety Act"; creating a rebuttable presumption that persons who use force in accordance with specified provisions against a known abuser act with a reasonable fear of imminent peril of death or great bodily harm; requiring the Department of Law Enforcement, in consultation with specified persons, to develop, implement, and mandate an evidence-based, trauma-informed training program for specified persons; requiring the Florida Commission on Offender Review to establish the Survivor Self-Defense Case Review Panel, etc.

Authorizing the Agency for Health Care Administration to pay for certain services and devices as a treatment for stuttering for Medicaid recipients; authorizing speech therapy in person and via telehealth as a treatment for stuttering; requiring certain individual health insurance policies, group health insurance policies, and health maintenance contracts, respectively, to provide coverage for specified services and devices as treatments for stuttering, etc.

Requiring the Department of Law Enforcement to establish and administer a Statewide Counterintelligence and Counterterrorism Unit at a specified location; requiring that a team from the unit be assigned to and aligned with each regional domestic security task force; specifying unit duties; requiring the department to create a team by a specified date to serve as the initial leadership and organizational core of the full unit, etc.

Requires DACS to certify laboratories that meet certain qualifications; requires DACS to adopt certain rules for certification & DOH to assist DACS in developing such rules; provides that licensed laboratories agree to certain audits & inspections by DACS; requires certain criteria to be met for distribution & sale of kratom products; prohibits retail sale & delivery of kratom products; prohibits kratom products from being sold, given, bartered, furnished, or delivered to certain consumers; provides that it is unlawful to sell, give, barter, furnish, or deliver kratom products to persons under certain age; provides that kratom products sold, offered for sale, delivered, or distributed in violation of specified provisions are contraband, are subject to seizure & forfeiture, & must be disposed of in specified manner; prohibits person from ingesting kratom products in, on, or within specified distance from school property during certain time period; authorizes specified businesses to sell kratom products.

Requiring a civilian to submit to a test of his or her blood within a certain timeframe after an incident if he or she discharges a firearm within this state resulting in an injury or a death; specifying the procedure for the testing; specifying consequences for refusing to submit to testing, etc.

Providing for a type one transfer of the duties and functions of the Division of the Florida Highway Patrol and the Office of Commercial Vehicle Enforcement from the Department of Highway Safety and Motor Vehicles to the Department of Law Enforcement; requiring the executive director of the Department of Highway Safety and Motor Vehicles to be appointed by the Governor and subject to confirmation by the Senate; requiring the Joint Task Force on State Agency Law Enforcement Communications to include a representative of the Department of Highway Safety and Motor Vehicles rather than the Division of the Florida Highway Patrol, etc.

Requiring that certain property be assessed at less than just value when the person who owns the property has owned and used the property as his or her permanent residence for a specified timeframe; providing that the assessed value of such property shall be a certain amount and may not be increased under certain circumstances; specifying a homestead exemption for certain long-term owners and residents; authorizing periods of ownership and residency to be aggregated, etc.

Requiring district school boards to provide a specified amount of free-play recess each week to students in grades 6 through 8, etc.

Requires specified persons acting on behalf of criminal defendant to file specified notice within specified timeframe before contacting victim in criminal proceeding for specified purpose; provides applicability; requires that such notice be filed on standard form developed by state attorney in each judicial circuit.
