Connecticut HB05158 prohibits institutions of higher education from reducing financial aid awarded to students due to scholarships, whether from private or public sources. The only exceptions are if the aid reduction meets the student's cost of attendance or is necessary to comply with athletic association or conference financial aid restrictions. The act defines financial aid as the sum of scholarships, grants, and federal, state, and institutional aid, excluding student loans. This act takes effect on July 1, 2026.
