DELINQUENT AND DEPENDENT CHILDREN -- RESTRAINT OF JUVENILES - Limits use of restraints on juveniles in transport and court proceedings to safety or escape risks, requires least restrictive methods, and mandates reporting on when and why restraints were used.

DELINQUENT AND DEPENDENT CHILDREN -- PROCEEDINGS IN FAMILY COURT - Prohibits family court from detaining or committing any youth,12 years or younger, to training school, for any offense other than murder, first degree sexual assault, or an attempt to commit such offenses there is no other reasonable placement.

EDUCATION -- STUDENT LOAN REPAYMENT PROGRAM - Allows Rhode Island employers can help pay employees’ student loans in high-need fields if they work full-time for 2 years in undeserved areas and are in an income driven repayment plan. RISLA must provide annual reporting.

PROPERTY -- RESIDENTIAL LANDLORD AND TENANT ACT - Allows sealing of eviction records for defective complaint or lack of jurisdiction for individuals between the ages of eighteen (18) and twenty-one (21) who didn't sign the lease.

EDUCATION -- FEDERAL AID - Establishes a statewide “Healthy School Meals for all” universal school breakfast and lunch program in Rhode Island public schools phased in over 3 years.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Provides that a student's enrollment in Medicaid would be included in calculating and determining the student success factor for use in the foundation education-aid formula.

FOOD AND DRUGS -- THE RHODE ISLAND CANNABIS ACT - Makes several amendments to the cannabis act relating to applications for licensure, the social equity assistance program and the application of cannabis tax revenue.

STATE AFFAIRS AND GOVERNMENT -- MEDICAID PROGRAM FUNDING AND REALLOCATION OF ENROLLMENT SAVINGS - Provides any Medicaid program savings associated with enrollment reductions would be retained within the healthcare system and reinvested through targeted increases in reimbursement.

EDUCATION -- FOUNDATION LEVEL SCHOOL SUPPORT - Allows a different minimum salary schedule for Providence public school teachers and provides a process for the dismissal and demotion of teachers. The reconstitution and control of the Providence public schools would terminate on June 30, 2026.

HUMAN SERVICES -- CHILD CARE ASSISTANCE PROGRAM COPAYMENTS - Codifies child care copayments in law, expand zero copays to families under 125% FPL, lower costs for working families, and cap most copayments at 6% while preserving a 7% statutory maximum.

PUBLIC OFFICERS AND EMPLOYEES -- RETIREMENT SYSTEM -- CONTRIBUTIONS AND BENEFITS - Changes retired teacher income for drivers ed classes to $25,000 per year from $15,000 per year.

EDUCATION -- TEACHERS' RETIREMENT - Allows teachers, state and municipal employees to retire upon the earlier of reaching age sixty (60) with thirty (30) years of service or the employee's retirement eligibility date under present state statutes.

HUMAN SERVICES -- THE RHODE ISLAND WORKS PROGRAM - Removes the requirement that families consent to, and cooperate with the department of human services in establishing paternity and enforcing child and medical support orders as a condition of eligibility for child care assistance.

PUBLIC OFFICERS AND EMPLOYEES -- RETIREMENT SYSTEM -- CONTRIBUTIONS AND BENEFITS - Expands the positions that a person in the state retirement system could have at a state college or university post-retirement.

CRIMINAL PROCEDURE -- DOMESTIC VIOLENCE PREVENTION ACT - Creates the Domestic Violence and Sexual Assault Survivor Services Fund in Rhode Island to provide state funding for nonprofit organizations that deliver direct services to survivors of domestic violence.

CRIMINAL OFFENSES -- VICTIM PROXIMITY PROTECTION ACT - Prohibits those people convicted of sex offenses from living within proximity to their victim's residences, workplaces or schools and automatically be prohibited from having any direct or indirect contact with the victim(s).

HUMAN SERVICES -- THE RHODE ISLAND WORKS PROGRAM - Eliminates the sunset on the provision of funding, modify eligibility requirement to 85% of state median income and expand funding to at least 20 hours per week.
