TAXATION -- PERSONAL INCOME TAX - Provides modifications for payments of interest on student loans shall be subtracted from federal adjusted gross income to an amount equal to the payments of interest for the satisfaction of outstanding student loans.

HEALTH AND SAFETY -- EXTENDED PRODUCER RESPONSIBILITY FOR PACKAGING AND PAPER ACT - Creates multiple chapters to provide and establish a comprehensive program for extended producer responsibility for packaging and paper, and for recycling of beverage containers.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Requires healthcare insurers, without prior authorization, to provide post-acute care services to patients discharged from a hospital for a minimum of seven (7) days commencing on or after January 1, 2027.

BEHAVIORAL HEALTHCARE, DEVELOPMENTAL DISABILITIES AND HOSPITALS -- 988 CALL CENTER AND CRISIS OUTREACH AND STABILIZATION SERVICES CENTER OPERATIONS ACT - Establishes the operations necessary for a 988 hotline for suicide prevention/behavioral health crisis management. Establishes the operations necessary for acute mental health crisis outreach/stabilization services in direct response to the 988 hotline.

PUBLIC PROPERTY AND WORKS -- PUBLIC BUILDINGS - Authorizes and fund the painting of a portrait of the president of the senate and former presidents of the senate to be hung in the senate lounge or thereabouts.

FINANCIAL INSTITUTIONS -- COMMUNITY OBLIGATIONS AND BANKING OFFENSES - Requires that automated teller machines disclose the account balance prior to any cash withdrawal.

HEALTH AND SAFETY -- EXTENDED PRODUCER RESPONSIBILITY FOR PACKAGING AND PAPER ACT - Creates the extended producer responsibility for packaging and paper program for the recycling of packaging and paper products.

DELINQUENT AND DEPENDENT CHILDREN -- PROCEEDINGS IN FAMILY COURT - Removes the mandatory certification for an individual 16 years or older who was found delinquent for having committed 2 offenses after the age of 16 which would render the person subject to an indictment if the person was an adult.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Removes the fiscal year 2026 fourteen percent (14%) limitation for reduction to the local per-pupil funding for charter schools.

HUMAN SERVICES -- MEDICAL ASSISTANCE - Increase the personal needs allowance of nursing facility residents from $75.00 to $100 per month.

TOWNS AND CITIES -- LOW AND MODERATE INCOME HOUSING -- PARKING SPACES - Permits Coventry to require two parking space for each studio, one-bedroom, or two-bedroom low- or moderate-income housing units upon the determination that limited or no local public transportation or off-street parking availability near these units.

PUBLIC OFFICERS AND EMPLOYEES -- INSURANCE BENEFITS - Provides that adjunct faculty members at any state college or university who teach at least 50% of the hours regularly worked by full-time faculty in a semester be eligible for the same medical benefits as other full-time state employees.

PUBLIC FINANCE -- STATE INVESTMENT COMMISSION - Requires the state investment commission to create a capital access initiative to expand potential investment opportunities for the state’s pension fund and engage qualified but traditionally underrepresented investment managers.

TOWNS AND CITIES -- COVENTRY'S NEW CONSTRUCTION PROJECTS ACT - Sets timelines for Coventry's new construction, including one year for final approval, two (2) years for building permits, and temporary inclusion of units in the town's count until completion or three (3) years, whichever comes first.

TAXATION -- SURPLUS FUNDS TAX CREDIT ACT - Mandates that any surplus state tax revenue received in any fiscal year would be refunded to the taxpayers of this state on a proportional basis in relation to the personal income tax liability incurred by the taxpayers in that fiscal year.

AGRICULTURE AND FORESTRY -- FORESTRY AND FOREST PARITY ACT - Establishes sales and use tax exemptions for commercial forest product operations and creates a new motor vehicle registration for "forestry vehicles".

TOWNS AND CITIES -- RHODE ISLAND COMPREHENSIVE PLANNING AND LAND USE ACT -- COMPREHENSIVE PERMITS PROHIBITED IN WATERSHED OVERLAY PROTECTION - Prohibits applications for a comprehensive permit under the Rhode Island comprehensive planning and land use regulation act in any watershed overlay protection district located in the town of Coventry.

TOWNS AND CITIES -- LOW AND MODERATE INCOME HOUSING - Requires the Rhode Island housing authority to verify and document the count of affordable housing stock in the town of Coventry two (2) times per year.

TOWNS AND CITIES -- RELIEF OF INJURED AND DECEASED FIRE FIGHTERS AND POLICE OFFICERS - Removes the definition of "totally and permanently disabled" from the general law affording college tuition paid by the state to the spouse and children of active members of the police force who are killed or disabled during duty.

STATE AFFAIRS AND GOVERNMENT -- INSPECTOR GENERAL - Establishes the office of inspector general as an independent administrative agency charged with the responsibility to investigate, detect, and prevent fraud, waste, abuse, and mismanagement in the expenditure of public funds.

PUBLIC PROPERTY AND WORKS -- STATE PURCHASES - Allows for food and food supplies procurement by the state of less than $25,000 in aggregate under the small purchase regulations.
