COMMERCIAL LAW -- GENERAL REGULATORY PROVISIONS -- DIGITAL ELECTRONICS RIGHT TO REPAIR ACT - Establishes a digital electronics right to repair, which allows for digital electronic equipment and parts that are sold in this state on or after January 1, 2027, to be repaired at an independent repair provider.

BEHAVIORAL HEALTHCARE, DEVELOPMENTAL DISABILITIES AND HOSPITALS -- MENTAL HEALTH LAW - Requires the department of behavioral healthcare, developmental disabilities and hospitals to publish a statewide guide to the youth behavioral health system.

CRIMINAL PROCEDURE -- COUNTY GRAND JURIES - Permits grand juries to issue reports and provides for a process for review and acceptance by the superior court for dissemination to the public.

COMMERCIAL LAW -- GENERAL REGULATORY PROVISIONS -- AGRICULTURAL EQUIPMENT RIGHT TO REPAIR ACT - Provides that original equipment manufacturers, implemented by/with surrogate distributors, of agricultural equipment, provide to independent service providers repair information and tools to maintain and repair electronics-enabled agricultural equipment.

INSURANCE -- INSURANCE COVERAGE FOR MENTAL ILLNESS AND SUBSTANCE USE DISORDERS - Amends the provisions for insurance coverage of mental health, mental illness, and substance use disorders.

COMMERCIAL LAW -- GENERAL REGULATORY PROVISIONS -- UNFAIR SALES PRACTICES - Requires retailers of glucose monitors to provide a free, point of sale replacement for any broken or defective monitor within twenty-four (24) hours of the request.

COMMERCIAL LAW -- GENERAL REGULATORY PROVISIONS -- THIRD-PARTY DELIVERY SYSTEMS - Prohibits unauthorized placement of merchants on advertising platform order interfaces, and would prohibit third-party restaurant reservation services.

HEALTH AND SAFETY -- EMERGENCY MEDICAL TRANSPORTATION SERVICES - Provides coverage and increases individual and group insurance rates of reimbursement for ambulance services.

FOOD AND DRUGS -- THE RHODE ISLAND CANNABIS ACT - Amends sections of the Rhode Island cannabis act relating to the residency requirements for applicants for issuance of a license or certificate to own a cannabis establishment.

FOOD AND DRUGS -- THE RHODE ISLAND CANNABIS ACT - Updates the Rhode Island Cannabis Act to eliminate the statutorily required subcommittees under the cannabis advisory board.

BUSINESSES AND PROFESSIONS -- FUNERAL DIRECTOR/EMBALMER AND FUNERAL SERVICE ESTABLISHMENTS - Reduces funeral home inspections from twice a year to once a year and removes the practical exam requirement for out-of-state funeral directors and embalmers.

HIGHWAYS -- CONSTRUCTION AND MAINTENANCE OF STATE ROADS - Authorizes and empower the department of transportation to plant pollinator friendly native species of trees, shrubs, grasses and plants within limits of a roadway, including state highways.

CAPITAL DEVELOPMENT PROGRAM -- 2026 BOND REFERENDA - Submits the state's 2026 capital development program requesting the issuance of general obligation bonds totaling two hundred seventeen million dollars ($217,000,000) for approval of the electorate at the general election to be held in November 2026.

FOOD AND DRUGS -- THE RHODE ISLAND CANNABIS ACT - Updates the Rhode Island Cannabis Act to remove the current requirement to express cannabinoids as the dry-weight percentages.

HIGHWAYS -- CONSTRUCTION AND MAINTENANCE OF STATE ROADS - Permits municipalities to enter into contracts with the department of transportation for the municipality to perform minor and routine maintenance work on state highways, roadways, and shoulders located within the municipality.

DOMESTIC RELATIONS -- DOMESTIC ABUSE PREVENTION - Amends the definition of "domestic violence" to include the coercive control of another resulting in a pattern of behavior that in purpose or effect unreasonably interferes with another person's free will or personal liberty.
