CRIMINAL OFFENSES -- CHILDREN - Prohibits the distribution, transfer, or possession of any material that depicts a minor engaging in sexually explicit conduct and is obscene and lacks serious literary, artistic, political, or scientific value.

BUSINESSES AND PROFESSIONS -- PHARMACISTS TEST-AND-TREAT AUTHORITY ACT - Authorizes pharmacists to order, perform and interpret CLIA-waived tests authorized by statewide protocol and prescribe medications, and permits coverage by all health insurance carriers.

INSURANCE -- CHILD-SERVING PROVIDER LIABILITY JOINT UNDERWRITING ASSOCIATION - Creates the child-serving provider liability joint underwriting association to provide a joint underwriting association to provide liability insurance coverage for eligible child serving providers.

HEALTH AND SAFETY -- TERMINAL PATIENTS' RIGHT TO TRY ACT - Establishes the terminally ill patients’ right to try act.

TAXATION -- PERSONAL INCOME TAX - Allows a modification to federal adjusted gross income for all social security income for tax years beginning on or after January 1, 2027.

TAXATION -- PERSONAL INCOME TAX - Gradually phases in modifications to federal adjusted gross income over a four (4) year period for social security income, from twenty-five percent (25%) up to one hundred percent (100%), beginning on or after January 1, 2027.

CRIMINAL PROCEDURE -- INDICTMENTS, INFORMATIONS AND COMPLAINTS - Provides for a 10 year statute of limitations for the violation of second degree sexual assault.

TAXATION -- ESTATE AND TRANSFER TAXES -- LIABILITY AND COMPUTATION - Increase the net taxable estate exemption to $3,600,000 on January 1, 2027. This act would also increase the exemption by $1,000,000 on January 1, 2028 and every year thereafter until this section and the tax would sunset and expire on January 1, 2033

CRIMINAL OFFENSES -- SEXUAL OFFENDER REGISTRATION AND COMMUNITY NOTIFICATION - Provides that violations of § 11-37.1-10 relating to failing to register as a sex offender are subject to the duration and frequency of registrations pursuant to § 11-37.1-4.

ELECTIONS -- GENERAL STATE OFFICERS -- NON-PARTISAN ELECTION OF SECRETARY OF STATE - Proposes an amendment to the State Constitution, Article IV, Section 1, that would allow a non-partisan election of the secretary of state, commencing with the 2030 election.

PROPERTY -- RESIDENTIAL LANDLORD AND TENANT ACT - Requires landlords to register certain information for residential properties constructed prior to 1978 with the department of health on a statewide registry and defines which information may be viewed on a public database.

PUBLIC PROPERTY AND WORKS -- STATE PURCHASES - Spells out what a public works project includes and the requirements of this section shall apply to all such public works projects.

STATE AFFAIRS AND GOVERNMENT -- LEAD HAZARD MITIGATION - Allows a landlord that did not obtain a lead certificate pursuant to the lead mitigation laws of chapter 128.1 of title 42 due to the fact that the state lacks the adequate resources to conduct inspections.

TAXATION -- PERSONAL INCOME TAX - Allows a modification to federal adjusted gross income of $25,000 of social security income for tax years beginning on or after January 1, 2027.

CRIMINAL PROCEDURE -- SENTENCE AND EXECUTION - Requires courts to presume release for most probation violations, set reasonable bail or non-monetary conditions, limit detention to cases of risk or danger, require prompt hearings, and mandate written reasons for detention.

EDUCATION -- STUDENT LOAN REPAYMENT PROGRAM - Creates the Rhode Island Student Loan repayment program which would allow eligible individuals who have unpaid student loans, provided said individuals meet specified criteria.
