Establishes a joint underwriting association to provide liability insurance for child-serving providers unable to obtain coverage in the voluntary.

The bill creates the child-serving provider liability joint underwriting association to offer liability insurance coverage to eligible child-serving providers who cannot obtain such coverage in the voluntary market. The association will be governed by a board of directors and operate under a plan approved by the director. It will provide coverage for bodily injury, property damage, personal injury, and sexual abuse and molestation liability. The association will be exempt from all state and local taxes except those on real and personal property.
