EDUCATION -- THE ONWARD WE LEARN SCHOLARSHIP ACT - Requires any remaining funds in the enacted budget from the RI promise scholarship program or the RI hope scholarship program, after Rhode Island college has satisfied all eligible scholarships to be reimbursed to onward we learn.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Requires a review by the department of elementary and secondary education of the formula components used to compute the aid needed to support high need students.

PROPERTY -- RESIDENTIAL LANDLORD AND TENANT ACT - Requires landlords to provide a receipt upon receiving a cash payment for rent from a tenant.

TAXATION -- SALES AND USE TAXES -- LIABILITY AND COMPUTATION - Exempts from sales tax the amount paid for a parking space at municipally operated beach parking in the town of Tiverton.

FISH AND WILDLIFE -- RECIPROCAL ENFORCEMENT OF FISHING LAWS - Provides reciprocal enforcement of boating and fish and game laws with the state of Connecticut on any part of waters lying between Connecticut and Rhode Island.

EDUCATION -- FEDERAL AID - Establishes a statewide "healthy school meals for all" universal school breakfast and lunch program in Rhode Island public schools phased in over 3 years.

HIGHWAYS -- RHODE ISLAND TURNPIKE AND BRIDGE AUTHORITY - Provides that motor vehicle rental companies be entitled to establish non-liability for toll violations, administrative fees, and fines by providing a rental or lease agreement as prima facie evidence that a lessee was the vehicle operator.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Revises the calculation for the student success factor in the education-aid formula by adding an additional multiplier for twenty-five percent (25%) for each resident child who is identified as a multilingual learner.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Prohibits total education aid paid to any local education agency from being reduced by more than one percent (1%) of the municipal education appropriation in the previous fiscal year.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Provides that a school district could elect and choose to not spend money on any mandate that is not fully funded through the state education aid formula.

DELINQUENT AND DEPENDENT CHILDREN -- PROCEEDINGS IN FAMILY COURT - Permits the family court to retain jurisdiction over juveniles and allow the family court to order juveniles detained in the training school until the age of twenty-one if the court finds that it is in the best interest of the child.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Amends the Education Equity and Property Tax Relief Act to set the regionalization bonus at 2% of the state's share of foundation education aid for the fiscal year starting July 1, 2026, and for each year thereafter.

HEALTH AND SAFETY -- PLASTIC WASTE REDUCTION ACT - Prohibits the use of black plastic takeout containers for use to take prepared foods and drinks from restaurants, stores, and other retail sales establishments.

COURTS AND CIVIL PROCEDURE -- EXTREME RISK PROTECTION ORDERS - Requires a court considering evidence for the issuance of a temporary emergency protective order to cause the respondent to be taken into protective custody by law enforcement and sent to an emergency room of any hospital, pursuant to § 40.1-5-7.1.

TAXATION -- TAX CREDITS FOR CONTRIBUTIONS TO SCHOLARSHIP ORGANIZATIONS - Includes individuals as contributors. Increases annual credit cap by percentage amount of unused credits. Increases the tax credit rate percentage. Establishes scholarships of $750,000 to disadvantaged students and $250,000 to pre-K students.

COURTS AND CIVIL PROCEDURE -- COURTS -- FAMILY COURT - Gives statewide juvenile hearing boards the authority to refer a juvenile offender to a rehabilitative driving course, as part of a disposition of an offense before the board. The order may be enforced by the traffic tribunal.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Provides that in local education agencies when over 45% of the children have a family income that is at or below 185% of federal poverty guidelines, then the student success factor will be 50% by the core instruction per-pupil amount.
