Rhode Island S2239 amends the Education Equity and Property Tax Relief Act to allow school districts to choose not to spend money on mandates not fully funded through the state education aid formula. Effective July 1, 2027, school districts can decline to fund mandates that require spending without state support. Districts must notify the Department of Elementary and Secondary Education of their decision and the savings achieved. This decision will not result in penalties or reduced state aid.
