Requiring that certain audits and compliance reviews of an artificial intelligence, algorithm, or other software tool used for utilization review include a certain evaluation by a licensed health care professional; and requiring that the review and revision of the performance, use, and outcomes of an artificial intelligence, algorithm, or other software tool used for utilization review include a certain human evaluation and use of the findings of the evaluation for a certain purpose.

Authorizing the Motor Vehicle Administration to take possession of certain motor vehicle registration cards and registration plates that were issued by another jurisdiction but is being used or displayed on a motor vehicle by a person who has been a resident of the State for more than 60 days; prohibiting a title service agent from selling or offering for sale a motor vehicle registration issued by another jurisdiction to a resident of this State; altering a certain policy of the State; etc.

Requiring the Maryland Insurance Administration to convene a workgroup to study a certain definition of specialty drug in a certain manner and make a recommendation to the Governor and the General Assembly by January 1, 2027, for a new definition of specialty drug.

Establishing the Interjurisdictional Safe Pathways Commission to identify, coordinate, and secure funding for safe pathways for students traveling to and from school; and requiring the Commission to report by December 1 annually to the Governor and certain committees of the General Assembly an assessment of funding opportunities, recommendations for infrastructure improvements, and progress in implementing interjurisdictional coordination.

Authorizing an out-of-state physician licensed to practice medicine to issue a certification for a medical exemption for enhanced tinted motor vehicle windows; and repealing the time limit applicable to a certification for a medical exemption for enhanced tinted motor vehicle windows.

Establishing the Frederick County Special Education Video and Audio Recording Program for the purpose of installing certain video and audio recording devices in specialized instructional settings and certain related areas to document certain incidents.

Establishing collective bargaining rights for public local employees; applying the Maryland Public Employee Relations Act to county and municipal government employers and their employees; providing that a public employee may be deemed a certain management employee for purposes of establishing collective bargaining rights; establishing impasse procedures for collective bargaining between certain public local employers and their employees that include binding arbitration; etc.

Issuing an apology and acknowledging the State's complicity and negligence in allowing the perpetration of acts of racial terror lynching; and committing to taking reparative actions as recommended by the Maryland Lynching Truth and Reconciliation Commission.

Requiring a certain large load customer to register with the Public Service Commission before interconnecting with the electric system; establishing the requirements for the registration of a large load customer; requiring that a certain data center be eligible for and considered a "qualified data center" for a certain tax exemption under certain circumstances; requiring the Commission to take certain curtailment actions; and requiring the Commission to establish a Demand Response Program for large load customers.

Designating the megalodon (Otodus megalodon) as the State shark.

Requiring that the annual report on the Abortion Care Clinical Training Program include certain recommendations; and requiring the Maryland Insurance Commissioner to collect certain data on certain segregated accounts established under the federal Affordable Care Act and certain federal regulations from certain insurers, nonprofit health service plans, and health maintenance organizations and submit a certain report to the Senate Finance Committee and the House Health Committee on or before January 1 each year.

Regulating the manner in which a developer designs and creates and an operator makes available to users in the State a chatbot, including establishing safety and privacy protections for users, establishing an enhanced protection for users who are minors under the age of 13 years, and requiring the display of certain warnings when using a chatbot; establishing that a chatbot is considered a product for certain product liability actions; applying certain provisions of the Act to governmental units; etc.

Requiring the Office of Home Energy Programs to administer, or through a local administering agency administer, certain programs and activities regarding low- and moderate-income households and the Community Solar Energy Generating Systems Program; altering the method by which certain rated generating capacity is counted toward the statewide net energy metering limit; requiring the Public Service Commission to establish a certain statewide capacity reservation system for certain net energy metering projects; etc.

Requiring the Office of the Attorney General to investigate certain grievances and mediate certain resolutions between the clients and providers of certain federal- and State-assisted housing programs; establishing procedures for the filing, review, and investigation of certain grievances; requiring the Office to inform a grievant of certain legal services and provide assistance to certain legal service providers in relationship to a grievance; etc.

Increasing, from $11,600 to $16,000, the annual salary of a judge of the Orphans' Court in Wicomico County.

Requiring the Department of Housing and Community Development to operate a certification program for homeless shelters; prohibiting a certain homeless shelter from operating without a homeless shelter certification after a certain deadline; requiring the Department to develop certain requirements for certain homeless shelter certification classes; and requiring the Department to perform on-site monitoring of certain homeless shelters and implement a certain grievance process.

Authorizing the County Commissioners of Carroll County to enact a local law to divide the county into certain districts, establish a process for the appointment of certain district planning commissions, provide for the membership and term of a certain district planning commission, and provide for the abolishment of a certain district planning commission; providing that a certain district planning commission has the same powers and duties within the district as a county planning commission; etc.

Requiring each 4-year institution of higher education in the State, by July 1, 2027, that admits first-time undergraduate students to prominently display on its publicly accessible prospective student website a link to the U.S. Department of Education College Scorecard website and share related information in a certain manner; and requiring the Secretary of Higher Education to notify the Department of Legislative Services within 10 days of making a determination that the College Scorecard has been terminated by a federal agency.

Prohibiting certain regulation of certain activities involving digital assets by an agency or other instrumentality of the State or a political subdivision of the State; and clarifying that the provision of digital asset staking as a service is excluded from a certain definition and certain filing and registration requirements under the Maryland Securities Act.

Altering the length of the term of the members of the Accountability and Implementation Board; authorizing a public school or local school system to appeal to the Office of Administrative Hearings after receiving a decision by the Accountability and Implementation Board to withhold certain funds after a certain appeals process; establishing the Blueprint for Maryland's Future Stakeholder Advisory Council; establishing the Joint Oversight Committee on the Blueprint for Maryland's Future; etc.

Establishing a framework for the regulation of delivery network companies and delivery network services in the State, including establishing permitting and licensing requirements, digital network requirements, reporting requirements, and payment, earnings, and receipt requirements.

Establishing the Maryland Positive Youth Development Commission in the State Department of Education to make grant awards to certain eligible organizations that provide positive youth development programming to certain youth; establishing the Maryland Positive Youth Development Fund as a special, nonlapsing fund; and requiring interest earnings of the Fund to be credited to the Fund.

Requiring behavioral health programs that own, lease, operate, or control an inpatient facility to take certain affirmative and reasonable steps to determine whether a resident is required to register under the Maryland Sex Offender Registry; and requiring a behavioral health program to take certain steps to ensure a resident's compliance with the sex offender registry law.

Altering the definition of "dually enrolled student" to include both a nonpublic secondary school student and a homeschool student in Washington County so that these students are eligible to apply for the Part-Time Grant Program and the Early College Access Grant; and altering the definition of "full-time equivalent enrollment" to include both a nonpublic secondary school student and a homeschool student in Washington County.
