Establishing that a "qualified project" is a certain residential project that has been subject to retaliatory downzoning; requiring a local jurisdiction to allow the density of a certain qualified project to exceed the density otherwise authorized; and permitting a certain qualified project to consist of certain types of developments with certain density limits under certain circumstances.

Requiring the Governor annually to proclaim the month of January as Muslim American Heritage month and the month of May as Jewish American Heritage month; and requiring the proclamations to urge certain organizations to observe the months with certain programs and activities.

Altering the definition of "vulnerable individual" to exclude an individual who is riding a motorcycle for purposes of the prohibition on causing the serious physical injury or death of a vulnerable individual as a result of operating a motor vehicle in violation of certain rules of the road.

Requiring Charles County to establish a rent increase limit for units occupied by seniors that is no greater than the Consumer Price Index; and defining "senior" as an individual who is at least the age required to receive full Social Security retirement benefits.

Establishing the Maryland Helping Everyone Afford Life-Saving Treatments and Health Care (HEALTH) Fund as a special, nonlapsing fund to assist Maryland Medical Assistance Program enrollees, insured individuals, and uninsured individuals with health care costs associated with legally protected health care services and benefits provided under State law that are subject to federal restrictions; requiring that certain sources of revenue be distributed or credited to the Fund; etc.

Establishing the Commission on Blueprint Fiscal Sustainability and Student Achievement to study and make recommendations on the successful and sustainable implementation of the Blueprint for Maryland's Future; and requiring the Commission to provide an interim report on or before December 31, 2026, and a final report of its findings and recommendations to the Governor and the General Assembly on or before December 1, 2027.

Prohibiting a person from being stopped, detained, or arrested for certain civil offenses while the individual is in a judicial facility or is traveling within 1 mile of a judicial facility for the purpose of attending a meeting, a hearing, or another official proceeding in the Judicial facility except under certain circumstances; establishing that evidence obtained in violation of the Act is inadmissible in a proceeding over which a State court or State or local agency has jurisdiction; etc.

Prohibiting a person from engaging in surveillance-based price setting to set the price of consumer goods or services; prohibiting a food retailer from using electronic shelving labels to display the prices of consumer goods, and instead requiring the use of nondigital presentations of price; making a certain violation of the Act an unfair, abusive, or deceptive trade practice under the Maryland Consumer Protection Act; and prohibiting an employer from engaging in surveillance-based wage setting.

Repealing a requirement that, before a certain date each year, a dog owner or keeper must apply for a license from a certain county employee; and repealing a requirement that a certain county employee issue a tag to a dog owner or keeper.

Prohibiting sellers of certain pharmaceutical drugs and devices from giving or offering to give to health care professionals gifts in a calendar year that have a total combined retail value of more than $50.

Requiring the Secretary of Public Safety and Correctional Services to adopt regulations establishing certain minimum mandatory standards governing the care, custody, and conditions of civil detainees in immigration detention facilities; altering certain duties of and prohibitions on the actions of the Maryland Commission on Correctional Standards relating to correctional facilities and immigration detention facilities; etc.

Authorizing the Maryland Economic Development Corporation to participate on the project management team for a major information technology development project by working with certain entities on certain tasks; requiring, by July 1, 2026, the Corporation and the Secretary of Information Technology to identify a certain project for which the Corporation will serve as the primary project manager and report the project details to the General Assembly; requiring the Corporation to evaluate the use of alternative financing; etc.

Establishing the American Legion Automated External Defibrillator Grant Program; and requiring the Maryland Department of Health to award grants to eligible American Legion posts to procure and make available automated external defibrillators on the premises of American Legion posts.

Requiring public schools to excuse any student's absence from school for observance of Veterans' Day.

Prohibiting the County Commissioners of Calvert County from entering into a nondisclosure agreement or a confidentiality agreement with another person.

Altering the drugs that may be prescribed, provided, or administered or for which a starter dose may be dispensed by a naturopathic doctor; repealing the Naturopathic Doctors Formulary Council; altering the methods by which a naturopathic doctor may administer medication; altering the requirements for renewal of a naturopathic doctor license; requiring the State Board of Physicians to include certain information regarding professional liability insurance on a naturopathic doctor's licensee profile; etc.

Requiring drug manufacturers and certain patient advocacy organizations to register with the Maryland Department of Health before conducting a disease awareness campaign in the State; and requiring that materials produced and distributed as part of a disease awareness campaign disclose the drug or device that the drug manufacturer is marketing for the medical condition that is the focus of the disease awareness campaign.

Authorizing the use of crosswalk monitoring systems in school zones in Prince George's County, if authorized by local law; providing that the owner or driver of a motor vehicle recorded failing to yield to a pedestrian crossing a roadway in a crosswalk is subject to a citation and a certain civil penalty under certain circumstances; establishing certain defenses to a charge of an alleged violation recorded by a crosswalk monitoring system; and prohibiting a contractor administering a system from being compensated in a certain manner.

Prohibiting a landlord of an investor-owned single-family rental property from charging a tenant more than a certain amount in rent, utilities, and additional mandatory fees; requiring a landlord to disclose the fair market rent, last sale price of a home, and the maximum allowable rent to a tenant or prospective tenant; authorizing the Department of Housing and Community Development or the Office of the Attorney General to impose certain penalties under certain circumstances; etc.

Authorizing unaffiliated voters to request to affiliate with a political party at an early voting center before a primary election or at a precinct polling place on a primary election day and vote a provisional ballot for the voter's preferred political party; requiring an election judge to determine if the voter resides in a certain county; applying the Act to all elections beginning with the statewide primary election in 2028; and prohibiting the application of the Act to any special elections held before the 2028 primary.

Stating that the General Assembly joins certain other state legislative bodies, counties, and municipalities in passing a Back from the Brink resolution on reducing the possibility of the use of nuclear weapons; urging members of the State's Congressional Delegation to cosponsor a certain federal resolution related to the use of nuclear weapons; and urging the U.S. President and the U.S. Senate to endorse the Treaty on the Prohibition of Nuclear Weapons.

Authorizing the use of crosswalk monitoring systems in school zones in Montgomery County, if authorized by local law; providing that the owner or driver of a motor vehicle recorded failing to yield to a pedestrian crossing a roadway in a crosswalk is subject to a citation and a certain civil penalty under certain circumstances; establishing certain defenses to a charge of an alleged violation recorded by a crosswalk monitoring system; etc.

Requiring each county and municipality to adopt certain laws or ordinances prohibiting a dog from being at large; providing the Act may not be construed to preempt a local government from enacting and enforcing more stringent measures; and stating it is the intent of the General Assembly that the Act be applied and interpreted to recognize the definition of the term "running at large" as used by the Appellate Court of Maryland in Blitzer v. Breski, 259 Md. App. 257 (2023).

Repealing the exemptions for a motor vehicle that is owned by a motor vehicle rental or leasing company or that displays certain registration plates from liability for citations produced as a result of images recorded by a traffic control signal monitoring system or a speed monitoring system.
