Establishes the Maryland Positive Youth Development Commission and Fund to support youth programs outside school hours.

The Maryland Positive Youth Development Commission and Fund Act creates a commission to oversee grants for community-based youth development programs. The fund will receive revenue from settlements with social media companies and other sources. The commission will award grants to eligible organizations for programs that provide safe, developmentally appropriate alternatives to excessive screen time. The fund is a special, nonlapsing fund, and interest earnings are credited to the fund. The commission consists of various members appointed by state officials and youth-serving organizations.
