Authorizing a consumer to send certain notice relating to alleged identity theft debt to a creditor; requiring a creditor to conduct a certain investigation following receipt of notice and to provide certain notice or take certain actions under certain circumstances; authorizing a consumer to file a civil action under certain circumstances and authorizing a consumer to demand a jury trial; prohibiting collection of certain debt under certain circumstances; etc.

Authorizing the Director of the State Lottery and Gaming Control Agency to issue a license to certain persons to conduct certain lottery courier services in the State, subject to certain requirements and limitations; defining "courier service" as the process of delivering a lottery ticket to a purchaser through the online account of a licensed courier; providing that certain contracts between a licensed courier and a State lottery sales agent are not subject to disclosure under the Public Information Act; etc.

Repealing the requirement that a person have a certain permit before the person carries, wears, or transports a handgun; repealing certain criminal prohibitions against a person who is at least 21 years old wearing, carrying, or transporting a handgun; and establishing that a person may not wear, carry, or transport a handgun while under the influence of alcohol or drugs, with a penalty of imprisonment not exceeding 1 year or a fine not exceeding $1,000 or both on conviction.

Codifying certain provisions of law that specify the intent of the General Assembly that the State provide at least a certain amount of funding for public school construction each year; and increasing the annual public school construction funding goal to at least $550,000,000 beginning in fiscal year 2027.

Requiring the parents of a child with a disability who has an individualized education program to receive a written notice when a certain special education or related service aid specified in the individualized education program is missed, incomplete, or interrupted as specified; requiring the notice to explain the missed, incomplete or interrupted service aid and the reason the service aid, or support was missed; requiring the notice to provide parents with information on requesting a certain meeting to discuss certain matters; etc.

Increasing to two the number of resident judges of the Circuit Court for Queen Anne's County.

Requiring units of State government proposing certain capital projects to complete a certain community engagement plan and certain community outreach activities and submit a certain report to the Department of Budget and Management; and requiring the Department to annually submit a compiled report, beginning December 1, 2027, of the community engagement and outreach reports submitted by each unit of State government proposing a covered project to certain governing bodies, the General Assembly, and the Legislative Policy Committee.

Adding correctional officers as eligible recipients in the Maryland Loan Assistance Repayment Program for Police Officers and Probation Agents and the Maryland Police Officers and Probation Agents Scholarship Program.

Requiring institutions of postsecondary education to submit a report on institutional debt to the Maryland Higher Education Commission by October 1 each year, beginning in 2027; authorizing the Commission to assess a civil penalty, up to $10,000 per violation, against an institution for failure to submit a report or knowingly including inaccurate information in a report; and establishing certain notice and hearing procedures that the Commission must follow before assessing a civil penalty.

Establishing a certain procurement preference in the purchase of supplies or services for State contracts related to the reconstruction of the Francis Scott Key Bridge for vendors from the 6th legislative district.

Requiring an order for guardianship of the person of a disabled person to allow for certain visitation; authorizing an interested person to file a certain petition for guardianship of the person of a disabled person on the grounds that the disabled adult's current guardian is medically or physically neglecting the adult; requiring a court to hear certain petitions within a certain amount of time; and authorizing an interested person to file a certain petition to appoint a temporary guardian of a disabled person.

Requiring an employer or its insurer to retroactively pay retroactive compensation to a covered employee as if the covered employee was temporarily totally disabled if the covered employee did not receive compensation during the period between the date maximum medical improvement was attained and the date vocational rehabilitation services began.

Increasing from one-third to one-half the maximum portion of a home improvement contract price that a person may receive as a deposit before or at the time of execution of the home improvement contract.

Requiring the Department of Natural Resources to establish and implement a pilot program for ecosystem value-oriented forest management plans to provide additional incentives for enrolling in and extending commitments to forest conservation and management; establishing the Forest Ecosystem Value Incentives Fund as a special, nonlapsing fund to finance the pilot program; and requiring the Governor to include in the annual budget bill an appropriation of $10,000,000 to the Fund in fiscal year 2028.

Requiring the Department of the Environment to prioritize certain practices when carrying out certain duties related to stormwater management; establishing certain restrictions on the use of a stream or floodplain restoration project to satisfy certain compensatory mitigation, permit, or total maximum daily load requirements; establishing requirements for stormwater management plans that include certain stream-related projects; etc.

Requiring that books and records kept by or on behalf of certain homeowners associations be posted online; clarifying that a governing body of a homeowners association may secure a line of credit or loan to fund reserves; requiring that certain homeowners associations provide notice of a meeting by electronic transmission; etc.

Prohibiting State law enforcement agencies from hiring individuals who were hired as sworn officers by United States Immigration and Customs Enforcement after January 20, 2025.

Prohibiting a unit of State government that is required by law to adopt regulations to implement a program that is authorized or required under State law from collecting any fee or other payment under that program until the unit finalizes adoption of the regulations that implement the program.

Establishing that incarcerated individuals are exempt, subject to certain conditions, from paying tuition at public institutions of higher education in the State.

Requiring the Department of Natural Resources to suspend for certain periods of time the commercial or recreational fishing privileges of certain persons charged with fishing without a license under certain circumstances; authorizing a person whose fishing privileges are suspended under the Act to apply for a new fishing license during the term of suspension; and applying certain provisions of the Act retroactively.

Establishing certain requirements for standards developed by units of State government; and requiring the periodic review of standards adopted by units of State government.

Requiring each county board of education to develop a parent and family engagement policy on or before the start of the 2027-2028 school year; requiring each public school in the State to develop a Parent-School Compact beginning in the 2028-2029 school year; and requiring the State Department of Education to provide certain guidance and technical assistance to county boards and public schools in developing a certain parent and family engagement policy and Parent-School Compact.

Prohibiting certain persons from operating, offering, conducting, engaging in, or promoting illegal online gambling in the State; prohibiting certain persons from knowingly supporting, directly or indirectly, the operation, conduct, or promotion of illegal online gambling in the State; authorizing the Attorney General and certain prosecuting attorneys to take certain actions, issue certain notices, and seek certain relief in order to enforce the Act; etc.

Authorizing the sale and possession of certain consumer fireworks, subject to certain requirements and restrictions; altering certain provisions to establish that certain provisions authorizing the State Fire Marshal to issue a certain permit relating to fireworks apply only to certain display fireworks; authorizing a county to opt out of certain provisions regulating the sale and possession of consumer fireworks; establishing a certain sales and use tax for certain fireworks; etc.
