Prohibiting individuals convicted of certain crimes in relation to the attack on the United States Capitol on January 6, 2021, from serving on a board, committee, commission, task force, or workgroup created by state law, in the executive service of state government, or in a special appointment in state government; and requiring an appointing authority to take certain actions to remove or terminate the employment of an individual serving in a role in violation of the Act.

Establishing March 26 as Key Bridge Heroes Commemoration Day in recognition of the service and sacrifice of certain workers; and requiring a certain ceremony to honor and remember the sacrifices and contributions of certain workers.

Requiring the Governor to annually proclaim the month of May as Water Safety Month; and requiring the proclamation to urge certain activities designed to raise awareness about drowning prevention and to promote safe practices around all bodies of water.

Issuing an apology and acknowledging the State's complicity and negligence in allowing the perpetration of acts of racial terror lynching; and committing to taking reparative actions as recommended by the Maryland Lynching Truth and Reconciliation Commission.

Establishing the Maryland Growth Initiative in the Maryland Technology Development Corporation to support the growth of start-up companies; requiring the Initiative to create a certain list of companies in the State that are between certain growth phases according to a certain priority; establishing the Maryland Growth Initiative Fund to be administered by the Corporation as a special, nonlapsing fund; requiring the Governor to include in the annual budget an appropriation of $5,000,000 for the Initiative; etc.

Requiring that a certain program on the awareness and prevention of sexual abuse and assault include, for students in grades 6 through 8, material promoting the awareness and prevention of human and sex trafficking.

Establishing certain use of force standards applicable to certain National Guard members acting in the State; and prohibiting a National Guard member from violating the use of force standards, resulting in serious physical injury or death to a person.

Acknowledging the importance of teaching a culturally diverse curriculum in elementary and secondary schools in the State; providing that curricula taught in elementary and secondary schools should include the history of communities that have experienced discrimination; and affirming the State of Maryland's commitment to a complete education.

Altering the deadline by which a certain law enforcement agency must submit a certain sexual assault evidence collection kit and associated reference standards to a forensic laboratory for analysis.

Requiring the Independent Investigations Division of the Office of the Attorney General to investigate the death of a person that occurs in connection with an interaction with federal law enforcement or federal immigration enforcement; requiring the Division to submit a certain report to the Governor and the General Assembly after conducting the investigation; and requiring the Attorney General to prosecute a certain case under certain circumstances.

Urging the U.S. Congress to pass H.R. 5356 to establish a national infrastructure bank to finance urgently needed infrastructure projects.

Altering certain requirements related to the development of a certain project at State Center; establishing a State Center Advisory Group to provide community input on the development of State Center, leverage benefits from the development for neighborhoods and residents in the surrounding area, and facilitate transparency and information-sharing; requiring the Advisory Group to adopt a conflict of interest policy; etc.

Requiring the State Department of Agriculture to establish a hemp manufacturing license and licensing procedure that authorizes a licensee to engage in certain activities subject to certain penalties; authorizing a person who holds a hemp manufacturing license to manufacture, possess, store, and transport in-process hemp extract subject to certain criteria; etc.

Altering from a misdemeanor to a felony the crime of making a threat of mass violence.

Altering the definition of "provide real estate brokerage services" to include the provision of certain property management services; authorizing the State Real Estate Commission to impose certain penalties on a licensee for the violation of a certain provision of the Act related to the provision of property management services; requiring a licensee to complete certain continuing educational requirements on property management every 2 years; etc.

Requiring, under certain circumstances, an insurer, a nonprofit health service plan, a health maintenance organization, a dental plan organization, a managed care organization, or any other entity providing health benefit plans in the State to identify primary and secondary payors, the amounts payable by those payors, and to coordinate benefits with those identified payors; and altering the time period in which a carrier may retroactively deny reimbursement subject to coordination of benefits with another carrier.

Establishing consumer protections related to health care financing, including disclosure and refund requirements; prohibiting health care providers and certain agents of health care providers from offering, obtaining, applying, assisting in applying for certain financing; prohibiting a health care provider from promoting certain financing to certain patients or billing a certain financier before a certain number of days prior to a procedure; etc.

Requiring the State Department of Education, for applications received after July 1, 2026, to establish a framework to prioritize the children of individuals who provide care for children in licensed child care centers, registered family child care homes, and registered large family child care homes for scholarships under the Child Care Scholarship Program.

Modifying the method by which the Commissioner of Labor and Industry determines a prevailing wage rate; and requiring the Commissioner to vacate a certain prevailing wage rate under certain circumstances.

Requiring that each legislative district established for the purpose of electing members of the House of Delegates consist of three single-member delegate districts; requiring the General Assembly to enact a law establishing and governing a Legislative and Congressional Redistricting and Apportionment Convention to establish legislative and congressional districts and establishing certain requirements regarding the Redistricting Convention; establishing the Redistricting Convention; etc.

Providing that an employee in the State Personnel and Management System may, without certain certification, take up to 30 days of paid family and medical leave to care for a child of the employee immediately following the birth of the employee's child or the placement of the child with the employee for adoption; and providing that family and medical leave under the federal Family and Medical Leave Act may not be limited to less than a certain number of weeks for certain employees in the Executive Branch.

Establishing that every person has the right to hunt, fish, or harvest wildlife, including the right to use traditional methods to hunt, fish, or harvest wildlife, subject to certain regulations and restrictions; establishing that the right to hunt and fish is forever preserved for the public good; and establishing that fishing and hunting are preferred means of managing and controlling wildlife in the State.

Repealing the requirement that a proposed new academic program be a graduate program in order for the Maryland Higher Education Commission or institutions of higher education in the State to file an objection to implementation of the proposed program.

Imposing a limit of four on the number of terms a person may serve in the General Assembly; providing that a certain term limit does not apply to terms that began before the 2030 gubernatorial election; and specifying how service for a partial term shall be considered for purposes of the term limits.
