Authorizing a county board of education to adopt an open enrollment policy to authorize certain students to attend, free of charge, a public school in a county other than the county where the student is domiciled with the student's parent or guardian, subject to certain requirements; requiring county boards to include certain students in full-time equivalent enrollment counts; and directing certain funding to the county in which certain students are enrolled in a public school under an open enrollment policy.

Requiring that the annual report on the Abortion Care Clinical Training Program include certain recommendations; and requiring the Maryland Insurance Commissioner to collect certain data on certain segregated accounts established under the federal Affordable Care Act and certain federal regulations from certain insurers, nonprofit health service plans, and health maintenance organizations and submit a certain report to the Senate Finance Committee and the House Health Committee on or before January 1 each year.

Establishing that a commercial entity that distributes certain sexual material harmful to minors on the Internet and that fails to perform certain age verification methods is liable for certain damages under certain circumstances; and prohibiting a commercial entity or third party that performs a certain age verification of an individual from retaining any identifying information of an individual under certain circumstances.

Modifying the method by which the Commissioner of Labor and Industry determines a prevailing wage rate; and requiring the Commissioner to vacate a certain prevailing wage rate under certain circumstances.

Establishing the Waldorf Urban Redevelopment Corridor Authority in Charles County; requiring the Authority to support and develop a certain neighborhood revitalization plan in coordination with certain residents; authorizing the Authority to modify certain boundaries, subject to a certain vote; requiring the Authority to take certain actions regarding the finances of the Authority; exempting the Authority from certain taxation or assessments under certain circumstances; etc.

Repealing certain prohibitions on the location of a community solar energy generating system based on the combined installed capacity of all community solar energy generating systems on adjacent parcels of land.

Requiring certain insurers, nonprofit health service plans, and health maintenance organizations to provide certain coverage for the full length of long-term antibiotic treatment of Lyme disease and related tick-borne illnesses under certain circumstances; and prohibiting certain insurers, nonprofit health service plans, and health maintenance organizations from placing a quantitative limit on or denying coverage for benefits required under the Act.

Exempting condominiums for which the council of unit owners votes to fund repairs to the common elements through a special assessment by an affirmative vote of 80% of certain unit owners and certain homeowners associations from provisions of law pertaining to reserve studies.

Prohibiting the Maryland Stadium Authority from selling, transferring, or disposing of Shamrock Farms except under certain conditions; and authorizing the County Commissioners of Carroll County to purchase Shamrock Farms on or before July 1, 2029, and subject to certain terms, conditions, and notice requirements.

Requiring an owner or operator of a stationary energy storage system to pay for certain fire response training and equipment for certain local fire departments with certain fire suppression responsibilities; and requiring the State Fire Marshal to administer and enforce the Act.

Authorizing the State Lottery and Gaming Control Commission to issue certain licenses to certain qualified applicants to conduct or participate in certain Internet skill-based gaming operations in the State; requiring the Commission to regulate Internet skill-based gaming and the conduct of Internet skill-based gaming in the State; authorizing the Governor, on recommendation of the Commission, to enter into certain multijurisdictional Internet skill-based gaming agreements with certain other governments; etc.

Exempting from a prohibition on restrictions on use for accessory dwelling units certain property located within a district designated to be of historic significance.

Requiring certain insurers, nonprofit health service plans, and health maintenance organizations to provide certain coverage for hormone-related care, including hormone therapy treatment for perimenopausal and menopausal symptoms; establishing certain requirements and prohibitions related to coverage for hormone-related care; requiring certain insurers, nonprofit health service plans, and health maintenance organizations to report to the Maryland Insurance Administration certain data related to hormone-related care; etc.

Requiring the Charles County Board of Education to provide at least 10 years' notice and hold a certain public hearing before taking any action that results in a certain displacement of a company that has been providing student bus transportation services in Charles County; and requiring the Board of Education to provide written notice by registered mail at least 2 years before the displacement of a company that has been providing student bus transportation services.

Requiring the Maryland Medical Assistance Program and certain insurers, nonprofit health service plans, health maintenance organizations, and managed care organizations to provide coverage to victims of domestic violence for aesthetic services and restorative care related to scars or scarring determined to be medically necessary for the treatment of physical injuries caused by domestic violence.

Establishing certain requirements for the print or digital publication of legal advertisements and notices in counties and municipalities in the State; requiring digital publications that publish a legal advertisement or notice to maintain an archive of all published legal advertisements and legal notices that shall be available to the public; and requiring digital publications that publish a legal advertisement or notice to employ at least one employee whose duties include reporting, writing, or editing local news and information.

Clarifying that the holder of a promissory note, other instrument, or other obligation secured by a recorded deed of trust is entitled to the benefits of the deed of trust notwithstanding any person recorded in the land records as the holder.

Requiring a commercial telecommunications service provider to automatically provide a service disruption credit to the account of a customer impacted by a material service outage; establishing the minimum amount of the credit for the service outage; and establishing that a violation of the Act is an unfair, abusive, or deceptive trade practice subject to enforcement and penalty provisions under the Maryland Consumer Protection Act.
