Establishing the Education Savings Account Program in the State administered by the State Department of Education; providing that on a quarterly basis the State shall deposit into an account of an eligible student a certain percentage of the per pupil amount of State and local funds for each education program in the resident school district for which the eligible student would be included in the enrollment count; allowing a subtraction modification under the State income tax for deposits into an education savings account; etc.

Establishing the Food Security Coordination Office within the Department of Agriculture; requiring the Department to establish a rural-to-urban produce distribution program to connect local farmers with urban and suburban communities experiencing food insecurity; requiring the Department to establish the Maryland Rural-to-Urban Produce Financing Program to provide financial assistance for projects that stabilize and expand the movement of Maryland-grown produce to certain communities; etc.

Requiring that the Maryland Department of Health's newborn screening system include screening for metachromatic leukodystrophy.

Establishing for a Sheriff of Anne Arundel County vesting rights in the Employees' Pension System after accruing at least 8 years of eligibility service; and establishing that a Sheriff of Anne Arundel County elected or appointed on or after July 1, 2026, may retire with a normal service retirement allowance from the Employees' Pension System if the individual is at least 65 years old and has at least 8 years of eligibility service.

Authorizing an individual to practice complementary or alternative health care in the State without obtaining a license, certification, or authorization issued under certain provisions of law; establishing certain requirements and limitations regarding the practice of complementary or alternative health care; and providing that certain provisions of this Act do not waive certain claims for relief.

Altering the calculation of certain funding for certain regional resource centers and each county public library system for certain fiscal years; altering the types of services of which each public library is required to offer at least one service to include programs to increase early childhood literacy and learning, school readiness, literacy proficiency, and student success, an education program to advance information literacy, and an initiative that increases digital equity and access to the Internet; etc.

Requiring public restrooms in public buildings to provide an adequate supply of hygiene products.

Authorizing certain fire, rescue, and ambulance organizations conducting certain gaming events in Frederick County to accept credit from a person as payment to play a gaming device at the gaming event.

Authorizing a member of the Correctional Officers' Retirement System to receive certain service credit on the redeposit of contributions from the Employees' Pension System or the Teachers' Pension System.

Establishing a licensing and regulatory system for anesthesiologist assistants under the State Board of Physicians.

Authorizing the Child Support Administration to take action to secure an assignment to the State of any rights to support on behalf of a child receiving foster care maintenance payments; and requiring a court to terminate a child support order that was previously established or assigned for a child receiving a foster care maintenance payment under certain circumstances.

Authorizing a homeowners association in Anne Arundel County to manage, operate, and maintain a shared facility or community sewerage system as a controlling authority if certain conditions are met; requiring the Maryland Environmental Service to take charge of and operate the shared facility or community sewerage system under certain circumstances; etc.

Authorizing under certain circumstances and requiring under certain circumstances the Motor Vehicle Administration to suspend the registration of motor vehicles involved in violations recorded by a speed monitoring system placed on Maryland Route 210 (Indian Head Highway) in Prince George's County.

Requiring the Governor annually to proclaim the month of September as African Heritage Month in recognition of the contributions that African Americans have made to the State; and requiring the proclamation to urge certain organizations to observe the month with certain programs and activities.

Designating the Natural History Society of Maryland as the State natural science museum.

Requiring the Governor annually to proclaim the month of May to be Brain Health and Chronic Headache Awareness Month; requiring the proclamation to align with a certain national brain tumor awareness initiative; establishing the Maryland Brain Health Grant Fund as a special, nonlapsing fund; requiring the Maryland Department of Health, in collaboration with certain entities, to develop guidelines on brain health screening; and requiring the Governor to include in the annual budget bill for fiscal 2028 an appropriation of $500,000 for the Fund.

Designating the Freedom Flag, designed and created by Richard Nicholas Melito of Richmond, Virginia, to memorialize the victims of the events of September 11, 2001, as the State symbol of remembrance for the attacks of September 11.

Requiring the Governor annually to proclaim January 13 as Korean American Day; and requiring the proclamation to urge educational and cultural organizations to observe Korean American Day properly with appropriate programs, ceremonies, and activities.

Requiring the Governor annually to proclaim April as Maryland Climate Education Month; and requiring the proclamation to urge participation in climate activities and initiatives and the taking of certain actions.

Requiring the Governor to annually proclaim May as Maryland Native Plant Month in recognition of the benefits that native plants have on Maryland's natural environment; and requiring the proclamation to urge educational and environmental organizations and businesses to observe Maryland Native Plant Month properly.

Requiring the Governor annually to proclaim November 7 as Victims of Communism Memorial Day; and directing the Department of Legislative Services to send a copy of the Act to the Victims of Communism Memorial Foundation in Washington, D.C.

Prohibiting public and nonpublic schools from hiring or retaining a certain employee who the school knows has been charged with a certain crime; requiring a nonpublic school or local school system contract to provide that a contractor or subcontractor may not knowingly assign an employee to work on school premises with certain access to children if the employee has been charged with a certain crime; and prohibiting a nonpublic school or local school system from rehiring an employee for 5 years if the employee fails to provide certain notice.

Authorizing a landlord to impose an increased security deposit if a tenant operates or plans to operate a family child care home on the leased premises; prohibiting a landlord of certain residential rental property from prohibiting or unreasonably limiting the operation of a family child care home on the property; providing that landlords of certain residential rental property are immune from civil liability; authorizing a landlord to require a certain tenant to purchase a liability insurance policy; applying the Act prospectively; etc.

Requiring the Governor to annually proclaim May 5 as Missing and Murdered American Indian and Alaskan Native Women and Girls Awareness Day; and requiring the Department of State Police to report to the General Assembly by December 1, 2026, on whether State and local law enforcement agencies are sufficiently collecting data on violence against American Indian and Alaskan Native individuals in the State and to make policy recommendations on improving data collection and coordination among law enforcement agencies.
