Requiring the Maryland Department of Health to provide an expedited Medicaid eligibility determination for developmental disabilities services to certain individuals who received certain services in another state and relocated in the State; and requiring the Department to begin the determination process before an individual establishes residency in the State under certain circumstances

Repealing the requirement that a proposed new academic program be a graduate program in order for the Maryland Higher Education Commission or institutions of higher education in the State to file an objection to implementation of the proposed program; requiring the Program Review Process Advisory Council to study and make recommendations on extending the objection process for certain proposed academic programs with consideration of certain legal precedence regarding unnecessary program duplication; etc.

Altering the membership of the Montgomery County Board of Elections to consist of seven regular members and to no longer include substitute members; altering the number of members on the county board required to be members of the majority party and the principal minority party; and altering the votes required for the county board to appoint an election director.

Establishing that certain firefighters, fire fighting instructors, rescue squad members, advanced life support unit members, and members of the Office of the State Fire Marshal suffering from hypertension are presumed to have an occupational disease that is compensable under workers' compensation law and are presumed to be disabled if certain requirements are met; providing that an individual who files a claim under the Act may not receive duplicative benefits for the same condition; etc.

Requiring the Motor Vehicle Administration to study and report on the repair and training requirements of advanced driver assistance systems; and requiring the Administration to reports its findings and recommendations to the Senate Judicial Proceedings Committee and the House Economic Matters Committee by January 1, 2027.

Authorizing the governing body of a political subdivision to designate certain noncontiguous blighted areas as development districts; and defining "blighted area" as one in which a majority of buildings have declined in productivity by reason of obsolescence, depreciation, or other causes to an extent that they no longer justify fundamental repairs and adequate maintenance.

Altering the name of the State Board of Examiners of Landscape Architects to be the State Board of Professional Landscape Architects; altering the definition of "licensed landscape architects" to be "professional landscape architects"; altering certain qualifications for membership on the Board; altering certain duties of the Board; altering certain educational and experience requirements of applicants for a license to practice landscape architecture; etc.

Requiring the Maryland Technology Development Corporation to adopt certain regulations regarding the consideration of remedies for investments in certain businesses that no longer meet the definition of a qualified business for purposes of provisions of law governing the Corporation; authorizing, rather than requiring, the Corporation to divest itself of an interest under certain circumstances; and authorizing the Corporation to pursue certain other remedies under those circumstances.

Establishing the Rural Readiness Program administered by the Rural Maryland Council to provide assistance to rural communities to enhance their capacity for economic development; requiring priority to be given when making certain grants to entities that have completed the Rural Readiness Program; and establishing the Rural Maryland Capacity Building Fund to be administered by the Council to provide grants to support collaborative planning and capacity building initiatives that address the needs of rural communities.

Requiring each county board of education to submit a student residency and school zones report to the Department of Planning and the Interagency Commission on School Construction by July 1 each year, beginning on July 1, 2026; requiring a county board to consult with certain municipalities and incorporate certain data when developing an education facilities master plan; providing that adequate public facilities ordinances may not delay the processing and completion of site development plans, but may delay construction starts; etc.

Altering or repealing certain required appropriations; authorizing the use of certain funds for certain purposes; authorizing, requiring, or altering the distribution of certain revenue; authorizing the Secretary of Health to establish the retention period for prescription monitoring data and naloxone medication data; providing certain modifications to federal adjusted gross income of an individual or federal taxable income of a corporation for Maryland income tax purposes relating to certain federal depreciation deductions; etc.

Authorizing the creation of a State Debt in the amount of $1,847,099,000, the proceeds to be used for certain necessary building, construction, demolition, planning, renovation, conversion, replacement, and capital equipment purchases of the State, for acquiring certain real estate in connection therewith, and for grants to certain subdivisions and other organizations for certain development and improvement purposes; etc.

Requiring the Public Service Commission to conduct a study and make recommendations on the potential scope, structure, and implementation of Commission oversight of broadband service and voice over Internet protocol service; and requiring the Commission to report the results of the study to the Senate Committee on Education, Energy, and the Environment and the House Environment and Transportation Committee by December 31, 2026.

Establishing the Division of Data Protection within the Office of the Attorney General to investigate and bring civil actions related to violations; establishing the Maryland Data Privacy Implementation and Innovation Workgroup to study Maryland's consumer data privacy framework and evaluate implementation issues; and requiring the Workgroup to report its findings and recommendations to the Governor and the General Assembly by January 1, 2027.

Adding Baltimore City, except legislative district 43A, to the list of jurisdictions in which the safety zone for archery hunters extends 50 yards from a dwelling house, residence, church, or any other building or camp occupied by human beings.

Requiring the Public Service Commission to conduct a study and make recommendations on the potential scope, structure and implementation of Commission oversight of broadband service and voice over Internet protocol service; and requiring the Commission to report by December 31, 2026, its findings and recommendations to the Senate Committee on Education, Energy, and the Environment, the House Environment and Transportation Committee, and the General Assembly.

Altering the membership of the Maryland Trust Fund Board of Trustees, the Maryland Veterans Commission, the Maryland Commission on Caregiving, and the Maryland Youth Advisory Council.

Making the proposed appropriations contained in the State Budget for the fiscal year ending June 30, 2027, in accordance with Article III, Section 52 of the Maryland Constitution; etc.

Requiring, to make a claim under a warranty for certain agricultural equipment, a consumer to provide written notice to certain parties to report a nonconformity, defect, or condition occurring in certain agricultural equipment; requiring certain parties to correct the nonconformity, defect, or condition in a certain manner; authorizing a court, in addition to other remedies, if a manufacturer or factory branch or agent or authorized distributor is found to have acted in bad faith, to award the consumer damages up to $5,000; etc.

Providing that a manufacturer, distributor, or factory branch may not take an adverse action against a dealer for disclosing on its website that the advertised price of a vehicle is the manufacturer's minimum allowable advertised price and that the dealer may offer a lower price for the vehicle.

Establishing the State Supplemental Nutrition Assistance Program for Refugees and Asylees; providing the purpose of the Program is to expand food access to certain households; requiring the Department of Human Services to administer the Program; establishing that certain individuals under the Program receive a certain supplemental benefit; and requiring the Department of Human Services to adopt certain regulations.

Providing collective bargaining rights to certain graduate assistants at the University of Maryland, College Park or the University of Maryland, Baltimore County; defining "graduate assistant" as a graduate student who is a teaching, administrative, or research assistant or in a comparable position, a fellow, or a postdoctoral intern; and establishing a separate collective bargaining unit for the graduate assistants.

Requiring, beginning July 1, 2026, the school mapping data produced with funding from the School Mapping Data Program to contain site- specific labeling for bodies of water in the 1-mile radius surrounding the school grounds.

Prohibiting employers and their agents, representatives, and designees from taking certain actions against an employee or applicant for employment because the employee or applicant takes certain actions regarding employer-sponsored meetings during which the employer communicates the opinion of the employer regarding religious matters or political matters; authorizing an employee to file a certain complaint with the Commissioner of Labor and Industry; etc.
