Altering the membership of the Baltimore County Board of Education to be composed of nine members elected from each of the nine councilmanic districts of Baltimore County as they exist after a certain date and two appointed members at large beginning with the 2030 general election.

Requiring a child care providers in registered family child care homes and registered large family child care homes and licensees and staff of a child care center to complete training on the detection and reporting of child abuse at certain intervals.

Requiring the State Department of Education to establish a program designed to assist with the accurate teaching of Asian American history; requiring the Department to identify certain courses and materials and make available a certain professional development course; requiring in the 2026-2027 and 2027-2028 school years, the Department to identify age-appropriate materials for use during Asian American history month; requiring the Department to report on its activities to the General Assembly by December 1, 2028; etc.

Establishing the Public Schools STEM and Robotics Program Task Force to collect information on and study existing STEM and robotics programs in public schools in the State and in other states to determine the feasibility of establishing competitive STEM and robotics programs as varsity sports in every public school throughout the State; and requiring the Task Force to report its findings and recommendations, by December 15, 2026, to certain committees of the General Assembly.

Requiring each public high school in the State to maintain an injury log for injuries that occur during school athletic activities, subject to certain requirements; and requiring each local school system to submit an annual report on high school athletic injuries to the State Department of Education beginning on or before July 1, 2027, and each July 1 thereafter.

Repealing a termination provision relating to provisions of law establishing a nonprofit organizations navigator within the Department of Commerce; etc.

Requiring the Baltimore County Board of Education to provide historical budget data from the previous three fiscal years, vendor contract awards for certain fiscal years, quarterly expense reports, school-level enrollment data for the current fiscal year, and the status of all capital improvement projects in a publicly available online format.

Requiring the State Board of Education to review graduation requirements for public high school students every 5 years; and requiring implementation of updated graduation requirements for the cohort entering high school in the school year following State Board approval.

Establishing the Task Force on Education Funding and Student Population Growth to analyze the challenges related to the delay in student enrollment counts and its effect on school funding and the connection between growing student populations and the provision of school funding; requiring the State Department of Education to provide data to support the work of the Task Force; and requiring the Task Force to report its findings and recommendations to the Governor and the General Assembly on or before December 15, 2026.

Requiring the Anne Arundel County Board of Education to hire a constituent services liaison before the beginning of the 2026-2027 school year; requiring the president of the county board, in consultation with counsel for the county board, to negotiate the terms of the employment agreement for the constituent services liaison; providing that the constituent services liaison is subject to removal by the president of the county board under certain circumstances; etc.

Exempting mobile food service facilities and semipermanent food service facilities located in Washington County from the requirement that a food service facility have a lavatory and toilet.

Condemning the actions of the Russian Federation in Ukraine.

Limiting the amount that a condominium or homeowners association may charge a new unit or lot owner, other than an initial unit or lot owner, as an initial capital contribution or similar fee paid by the new owner at closing to be not more than three times the amount of monthly assessments paid by an existing unit or lot owner at the time of the closing; requiring certain documents to include certain fees; exempting certain condominiums and homeowner associations from a limit on a certain initial capital contribution or similar fee; etc.

Prohibiting a person from advertising adoption services in the State, unless the person is a local department or child placement agency licensed by the Social Services Administration; authorizing the Administration to notify the Attorney General of a violation of the Act; and making a violation of the Act an unfair, abusive, or deceptive trade practice under the Maryland Consumer Protection Act.

Proposing an amendment to the Maryland Constitution to raise the mandatory retirement age of certain judges in the State from 70 to 73, under certain circumstances; and establishing a mandatory retirement age for judges of the Orphans' Court, subject to a certain exception.

Requiring a party to a partition action to timely notify the court of the type and amount of each outstanding lien on the property if the plaintiff does not procure a title report; altering the calculation of the purchase price for the interest of a cotenant by subtracting the amount of outstanding liens owed on the property from the value of the entire parcel; requiring the court to adjust the purchase price for the interest of a cotenant based on certain costs and income from the property; and applying the Act prospectively.

Prohibiting a person from stopping, standing, or parking a vehicle in a bike lane or bicycle path, subject to certain exceptions.

Requiring an applicant for a certain work permit on a State highway to provide certain notice, including certain information, within 10 days after the applicant submits the application to each member of the General Assembly who represents the legislative district in which the proposed work is to be performed.

Establishing the Maryland Financial Empowerment Center Network Pilot Program within the Office of the Comptroller to establish a statewide network of financial empowerment centers in different regions of the State; requiring each center to provide one-on-one financial counseling and coaching services free of charge; and requiring the Governor to include in the annual budget bill for fiscal years 2028 and 2029 an appropriation to the Comptroller sufficient to cover the costs of the Pilot Program.

Increasing the State minimum wage rate to $18 for calendar year 2028 for large employers and for calendar year 2029 for small employers; and increasing, beginning January 1, 2029, and January 1, 2030, for large employers and small employers, respectively, the State minimum wage rate in effect for certain periods of time based on annual growth in a certain consumer price index, as determined by the Commissioner of Labor and Industry.

Prohibiting a State entity or a political subdivision of the State from assigning a Confederate name to real property owned by the State or political subdivision; and defining "Confederate name" as any name that commemorates or references any aspect of the states in rebellion, operating as the Confederate States of America, from 1861 to 1865 or any person or entity that serviced voluntarily with or on behalf of the Confederate States of America in any military or civilian capacity.

Requiring the Department of Human Services, by May 1, 2028, to develop a certain form for the submission of a written report concerning suspected child abuse or neglect for cases in which the victim is currently at least 18 years old; requiring the Department to consult with certain individuals, entities, and the State's Attorney in the process of developing the form; requiring the form to include certain information including, if known, information on whether the accused individual currently has access to children; etc.

Altering the definition of "own" for purposes of certain provisions of law governing the operation of video lottery facilities and the conduct of sports wagering to exclude certain non-voting interests in the property or business of an applicant or licensee under certain circumstances.

Establishing certain policies and processes to facilitate the development of residential housing in the State; requiring an entity that owns residential real property in the State to make a certain certification to the Department of Housing and Community Development; authorizing a local jurisdiction to establish an administrative process to review, approve, modify, or deny certain housing development project applications; etc.
