Property tax exemption for qualified veterans. Provides a property tax deduction for an individual, or the surviving spouse of an individual, who has been rated by the United States Department of Veterans Affairs as individually unemployable.

Retirement of electric generation resources.

Retirement of electric generation resources. Amends the statute concerning public utilities' annual electric resource planning reports to the Indiana utility regulatory commission (IURC) to provide that for an annual report submitted after December 31, 2026, if: (1) after an investigation under the statute, the IURC does not issue an order to prohibit the retirement of a public utility's electric generation resource; (2) the public utility proceeds with plans to retire the electric generation resource before: (A) the date specified for the retirement in the public utility's most recently filed integrated resource plan; or (B) the end of the electric generation resource's economically useful life; and (3) the retirement is not required to comply with environmental laws, regulations, or court orders; the public utility may not recover a return on any asset retirement obligations related to the retirement in any future general rate case or other regulatory proceeding. Makes a conforming amendment to a provision concerning public utilities' depreciation rates and asset retirement obligations.

Certified technology parks.

Certified technology parks. Provides that if a Level 2 certified technology park (park): (1) has reached the limit of deposits for a Level 2 park; (2) maintains its certification; and (3) is located within a qualified military base enhancement area; the park shall become a Level 3 park upon reaching its Level 2 deposit limit. Provides that a Level 3 park may receive an additional annual incremental income tax deposit of up to $250,000.

The attorney general and amicus curiae briefs.

The attorney general and amicus curiae briefs. Provides that the attorney general may file an amicus curiae brief only if the governor gives written approval to file the amicus curiae brief. Makes a conforming change.

Naturalization examination.

Naturalization examination. Beginning in the 2026-2027 school year, requires administration of the naturalization examination provided by the United States Citizenship and Immigration Services (exam) in grade 8. Beginning in the 2030-2031 school year, requires administration of the exam in high school, and requires a student to complete the exam with a score of not less than 70% in order to graduate high school. Allows a student to retake the exam. Allows certain students to obtain an academic waiver for the exam. Makes conforming changes.

Lake County rounding of local taxes pilot program. Establishes the Lake County rounding of local taxes pilot program. Requires a local unit to round a tax amount payable to the local unit: (1) downward in the case of a tax amount with one, two, six, or seven in the second decimal place to the next amount divisible by $0.05; or (2) upward in the case of a tax amount with three, four, eight, or nine in the second decimal place to the next amount divisible by $0.05.

Insulin price cap.

Insulin price cap. Requires an insurer to cap the total amount an insured is required to pay for a 30 day supply of prescription insulin drugs at an amount not to exceed $35, regardless of the number of prescriptions and different types of insulin prescribed and filled during that period.

Payment of insurance claims. Provides that an insurer may not adjust a subsequent claim filed by a provider as a method of obtaining reimbursement of an overpayment made by the insurer on a prior claim by the provider. Provides that a health maintenance organization may not adjust a subsequent claim filed by a provider as a method of obtaining reimbursement of an overpayment made by the health maintenance organization on a prior claim by the provider. Provides that an insurer may not, more than one year after the date on which an overpayment on a provider claim was made to the provider by the insurer, request that the provider repay the overpayment (current law is two years). Provides that a health maintenance organization may not, more than one year after the date on which an overpayment on a provider claim was made to the provider by the health maintenance organization, request that the provider repay the overpayment (current law is two years). Makes conforming changes.

Dangerous excessive speeding.

Dangerous excessive speeding. Creates the crime of excessive speeding, a Class C misdemeanor. Provides that the offense is a Class B misdemeanor if the person has a prior unrelated conviction and provides that two convictions within five years shall result in the court's recommendation for immediate suspension of driving privileges. Provides that a sentencing court shall impose a fine of $5,000 and recommend the suspension of driving privileges for six months for a person convicted of resisting law enforcement using a vehicle. Provides that a sentencing court shall impose a fine of $10,000 and recommend the suspension of driving privileges for one year if a person uses a vehicle to commit the offense and the person has a prior unrelated conviction.

Repair of residential rental properties.

Repair of residential rental properties. Requires a landlord to repair or replace an essential item not later than 24 hours after being notified by a tenant that the tenant's rental unit is without certain essential services. Provides that a tenant may request an agency tasked with enforcing unsafe building provisions (enforcement authority) to conduct an inspection and replace or repair an essential item within 24 hours of the inspection. Authorizes the enforcement authority to replace or repair an essential item within 24 hours and to charge the landlord for certain costs and to order a $500 civil penalty to be paid. Requires any civil penalties to be placed in a repair fund to be used for costs incurred by the enforcement authority to replace or repair an essential item. Establishes appeal procedures. Requires a rental agreement entered into after June 30, 2026, to include a provision allowing a tenant to be reimbursed for any deposits paid by the tenant and to terminate the rental agreement if certain repairs are not made within seven days. Allows a court to order that a tenant's regular rental payments are paid into an attorney trust account or to the clerk of the court during the pendency of an enforcement action brought by the tenant.

Minor access to social media.

Minor access to social media. Provides that a social media provider that meets specified conditions (provider) may not create an account for an individual who is less than 14 years of age (minor) unless the provider receives verifiable parental consent to creation of the account from a parent of the minor. Requires a provider that creates an account for a minor to: (1) provide the minor's parent with the option of receiving a separate password that allows the parent to set limits on the minor's use of the account; and (2) configure the account in a specified manner, including by disabling access by the account holder to specified features and functionality of the social media platform. Requires a provider to: (1) periodically verify the age of each Indiana account holder; and (2) terminate an account if: (A) the provider determines that the Indiana account holder is a minor; and (B) the provider did not receive verifiable parental consent for the creation of the account; subject to a specified process by which an account holder may dispute the provider's determination. Requires a provider to: (1) provide a minor account holder and the minor's parent with a clearly explained, simple to use, and easily accessible means of terminating the minor's account; and (2) terminate the minor's account within a specified time after receiving a request for the account's termination. Provides requirements for a provider's use and retention of information provided to the provider for purposes of verifiable parental consent. Provides that a provider that creates or maintains an account for a minor in violation of these requirements is subject to a civil action by the minor or a parent of the minor, and specifies remedies available to a prevailing plaintiff in such an action. Provides that the attorney general may independently enforce these requirements under the attorney general's authority to enforce Indiana law regarding unfair trade practices.

Investor ownership of single family residences.

Investor ownership of single family residences. Establishes the housing down payment assistance fund. Establishes a transfer tax equal to 50% of the fair market value of a single family residence for each single family residence acquired by an applicable taxpayer after the applicable date. Establishes a maximum number of single family residences that may be owned by an applicable taxpayer after the applicable date for purposes of calculating an annual excise tax on any excess single family residences.

Student bullying and abusive behavior.

Student bullying and abusive behavior. Revises the definition of "bullying". Requires each public school, including a charter school, to track, monitor, and analyze specified aspects of bullying, and provides that a parent of a student or a student, if the student is an emancipated minor, may submit a grievance to the school for a violation of this requirement. Requires each school corporation and charter school to: (1) document and track all acts of bullying and abusive behaviors for analysis; (2) prepare and implement interventions to deter and prevent bullying and abusive behaviors; and (3) compile, prepare, and submit an annual report beginning July 1, 2027, to the department of education, the state board of education, and the legislative council summarizing the information collected. Requires the state board of education to review the report and provide recommendations to certain schools to reduce the frequency of acts of bullying or abusive behaviors. Allows the department of child services to release unredacted reports to a school's designated liaison under certain circumstances.

Judicial immunity concerning electronic monitoring.

Judicial immunity concerning electronic monitoring. Adds judges to the list of persons immune from civil liability for certain acts or omissions that occur in connection with the statute establishing electronic monitoring standards. (Current law provides that immunity does not apply to gross negligence or willful or wanton misconduct.)

Hysterectomy and oophorectomy informed consent.

Hysterectomy and oophorectomy informed consent. Requires a physician to provide certain information to a patient and obtain oral and written consent before a hysterectomy or an oophorectomy may be performed. Allows for an exception in an emergency. Allows for the modification of an informed consent form by the patient and specifies requirements for the modification.

Local public work project bidding.

Local public work project bidding. Provides additional considerations that a local public works board may consider in determining the lowest responsible and responsive bidder for a public work project costing at least $300,000.

Use of aerial photography.

Use of aerial photography. Requires an insurer that provides property insurance coverage to a named insured to take certain actions when the insurer uses aerial images to aid in its determination to not renew property insurance coverage for a named insured.

Law enforcement services in Indianapolis downtown.

Law enforcement services in Indianapolis downtown. Establishes a downtown district (district) within the city of Indianapolis. Provides that after December 31, 2026, the governor has the duty and responsibility to provide adequate law enforcement services within the district. Requires the governor and executive of the consolidated city and county to take steps to negotiate and execute a mutual assistance agreement. Provides that if an agreement is not executed, the state police department shall provide all law enforcement services within the district after December 31, 2026, and unless or until a mutual assistance agreement is executed. Requires the governor to appoint a district special prosecutor that has concurrent jurisdiction with the prosecuting attorney of the judicial district. Provides after December 31, 2026, the district special prosecutor has primary jurisdiction and the prosecuting attorney of the judicial district has secondary jurisdiction to prosecute a crime committed in the district. Requires the treasurer of state to deduct the state's costs in providing law enforcement services and offices and staff for the special prosecutor from revenue held by the state that would otherwise be available for distribution to the consolidated city.

Tests of a motor vehicle operator. Provides that a law enforcement officer shall offer a chemical test to any person who the officer has reason to believe operated a vehicle that was involved in a fatal accident.

Masking offenses.

Masking offenses. Makes wearing a mask at a public assembly a Class C misdemeanor, and increases the penalty to a Class A misdemeanor for a second or subsequent offense. Increases the penalty for rioting and disorderly conduct to a Level 6 felony if the offense is committed while wearing a mask.

Regional economic development.

Regional economic development. Requires the Indiana economic development corporation (IEDC) to designate 15 economic development regions throughout Indiana. Establishes a regional economic development commission (commission) for each economic development region. Provides for the membership of each commission. Requires each commission to establish or designate a primary administrative entity (entity) to carry out a strategic comprehensive economic development plan for the region. Sets forth the duties of a commission and entity.

Teacher compensation.

Teacher compensation. Provides that, for each school year beginning after June 30, 2027, a school corporation shall, if the school corporation determines that the school corporation cannot establish a minimum salary of $60,000 (instead of $40,000 under current law) for each full-time teacher, comply with certain requirements.

Commingling committee funds.

Commingling committee funds. Provides that a person who knowingly or intentionally violates a specified provision by commingling the funds of a committee with the personal funds of an officer, a member, or an associate of the committee commits a Class A misdemeanor. Enhances the penalty to a Level 6 felony if a person commingles at least $50,000 of committee funds.

College savings tax credit.

College savings tax credit. Beginning in taxable year 2027, increases the credit provided for a contribution to an Indiana529 savings plan against a taxpayer's adjusted gross income from $1,500 to $2,500 (and from $750 to $1,250 in the case of a married individual filing a separate return), subject to other requirements.

Tuition caps.

Tuition caps. Provides that the commission for higher education shall determine a tuition rate and mandatory fee cost of living adjustment for specified postsecondary educational institutions. Requires that, except for cost of living adjustments, the tuition rate and mandatory fees at specified postsecondary educational institutions may not increase from the time the student initially enrolls until the student graduates for an undergraduate student who is an Indiana resident.
