Caps tuition rates for Indiana residents at public universities, allowing only cost-of-living adjustments.

The bill establishes tuition caps for Indiana residents at public universities, preventing increases beyond the initial enrollment rate except for cost-of-living adjustments. It applies to Purdue University, the University of Southern Indiana, Indiana University, Ball State University, and Indiana State University. The commission for higher education will determine the cost-of-living adjustments based on the Consumer Price Index. The changes take effect July 1, 2026.
