Amends the Illinois State Police Radio Act. Makes a technical change in a Section concerning the short title.

Encourages the Illinois State Board of Education (ISBE) to provide ACT WorkKeys assessments or a comparable career readiness assessment at no cost to students. Encourages participation in such assessments to be voluntary and for no student to be required to participate. Encourages ISBE and local school districts to annually publish information regarding career readiness assessments and opportunities to earn a National Career Readiness Certificate (NCRC) or similar credential. Encourages the Illinois Community College Board to work with community colleges to develop and implement policies to award academic credit toward associate degree programs in workforce, applied science, or technical fields. Encourages such credit to: (1) align with credit recommendations published by the American Council on Education (ACE) or other recognized credit recommendation frameworks, or (2) apply to technical and workforce-aligned associate degree programs. Affirms that nothing in this Resolution should be construed to require public universities or private institutions of higher education to accept such credit. Encourages ISBE to collect and report to the General Assembly aggregate statewide data on student access to career readiness assessments, participation rates, credential attainment outcomes, and postsecondary enrollment outcomes.

Amends the State Fair Act. Makes a technical change in a Section concerning the short title.

Amends the Pharmacy Practice Act. Defines "retail pharmacy". Provides that a retail pharmacy that, on average, receives 150 or more prescription drug orders during its operating hours must satisfy one of the following requirements during all times that the pharmacy remains open for the transaction of business: (1) a pharmacist is present at the location and working in his or her capacity as a pharmacist, or (2) a registered pharmacy technician, registered certified pharmacy technician, student pharmacist, or other supportive staff that is authorized to sell prescriptions is present at the location and working in that capacity pursuant to provisions concerning pharmacy working conditions.

Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.

Amends the Fish and Aquatic Life Code. Makes a technical change in a Section concerning the administration of the Code.

Amends the Township Code. Makes a technical change in a Section concerning the compensation to be paid to the road district treasurer and other township officers.

Amends the Sales Finance Agency Act. Makes changes to defined terms. Provides that applicants for a license shall apply in a form prescribed by the Secretary of Financial and Professional Regulation. Prohibits any person, partnership, association, corporation, limited liability company, or other entity engaged in a business regulated by the Act from operating the business under a name other than the real names of the entity and individuals conducting the business. Grants the Secretary authority to issue a license upon completion of the specified filing and investigatory requirements. Sets forth further licensing requirements. Provides that all moneys received by the Secretary under the Act in conjunction with the provisions relating to sales finance agencies shall be paid into the Financial Institution Fund. Prohibits a sales finance agency from aiding or seeking to aid any person in the violation of the Retail Installment Sales Act or the Motor Vehicle Retail Installment Sales Act. Grants additional investigatory, disciplinary, and examination authority to the Secretary. Establishes rulemaking provisions. Grants the Department authority to adopt rules to provide for review within the Department of the Secretary's decisions affecting the rights of persons or entities under the Act. Allows the Secretary to request a circuit court to assess a civil penalty of up to $10,000 (rather than $1,000) for violations of the Act. Repeals various provisions of the Act. Makes other changes. Effective immediately.

Amends the Environmental Protection Act. In provisions concerning the regulation of air pollution, water pollution, drinking water, hazardous waste, and landfills, provides that the Illinois Pollution Control Board shall not adopt any standards that are less stringent than those existing in Board regulations. Provides that various provisions of the Act shall not be construed to limit the right of a person to submit to the Board, or for the Board to adopt, regulations more stringent than the regulations promulgated by the Administrator of the United States Environmental Protection Agency.

Amends the Right to Privacy in the School Setting Act. Makes a technical change in a Section concerning the short title.

Amends the Educator Licensure Article of the School Code. In a provision regarding endorsements on Professional Educator Licenses, provides for a special education endorsement in the area of deaf-hard of hearing with sign proficiency.

Commends David Ellington for his decades of service to the community and for his enduring dedication to helping individuals achieve recovery, stability, and hope.

Amends the Illinois Income Tax Act. Provides that the Director of Revenue may exchange information with the Department of Labor for the purpose of administering and enforcing Acts within the Department of Labor's statutory authority.

Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the short title.

Amends the Bond Authorization Act. Makes a technical change in a Section concerning the short title.

Amends the Network Adequacy and Transparency Act. Makes a technical change in a Section concerning the Act's short title.

Congratulates Byron T. Brazier, D.Min. on the occasion of his recent appointment to the Office of Bishop of the Apostolic Church of God.

Amends the Community Service Education Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Human Rights Act. Provides that if there is a housing subsidy, it is a civil rights violation for an owner or any other person, or for a real estate broker or salesman to: (1) use a financial or income standard in assessing eligibility for the rental of housing that is not based on the portion of the rent to be paid by the tenant; or (2) use a person's credit history as part of the application process for a rental accommodation or deny an applicant based on credit score or credit history, without offering the applicant the option, at the applicant's discretion, of providing lawful, verifiable alternative evidence of the applicant's reasonable ability to pay the portion of the rent to be paid by the tenant, including, but not limited to, bank statements, pay stubs, rental history, or benefit statements. Provides that if the applicant elects to provide lawful, verifiable alternative evidence of the applicant's reasonable ability to pay, the housing provider must do both of the following: (1) provide the applicant reasonable time to respond with that alternative evidence; and (2) reasonably consider that alternative evidence in lieu of the person's credit score or credit history in determining whether to offer the rental accommodation to the applicant. Requires that the Department of Human Rights adopt any rules necessary for the implementation and enforcement of the new provisions, including, but not limited to, rules on the circumstances and conditions under which use of credit scores or history to deny a rental application to a person with a housing subsidy may constitute a civil rights violation.

Amends the College Campus Press Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.

Amends the Hunger-Free Students' Bill of Rights Act. Makes a technical change in a Section concerning the short title.

Amends the Civil Administrative Code of Illinois. Creates the Fall Covers for Spring Savings Program in the Department of Agriculture to provide crop insurance premium discounts for cover crops. Directs the Department to award grants in specified amounts to Soil and Water Conservation Districts. Creates the Cover Crop Insurance Premium Discount Fund. Provides for requirements for the Program. Directs the Department to adopt rules.

Creates the Food Reform to Ensure Student Health Act. Requires each school district in the State to begin to eliminate ultraprocessed foods of concern and restricted school foods by July 1, 2029. Provides that, beginning July 1, 2032, a vendor may not offer to a school either an ultraprocessed food of concern or a restricted school food. Requires food vendors to report to the Department of Public Health certain information about ultraprocessed foods of concern and restricted school foods that they have sold to schools. Requires the Department, in consultation with the State Board of Education, to submit to the General Assembly and Governor annual summary reports of the data submitted to it by food vendors. Directs the Department to post these reports on its website. Requires the Department of Public Health to adopt rules establishing definitions of the terms "ultraprocessed foods of concern" and "restricted school foods" for purposes of these requirements. Requires the Department to review those rules and, if needed, update them every 5 years. Requires the Department to consult with the State Board of Education and to provide compliance training for school food service and procurement staff. Describes the topics to be covered by the Department in the training. Provides for the repeal of the Act on January 1, 2034. Amends the State Mandates Act to require implementation without reimbursement.

Amends the Educational Opportunity for Military Children Act. Makes a technical change in a Section concerning the short title.
