Amends the Illinois Controlled Substances Act. Provides that, when any substance is scheduled, rescheduled, or deleted as a controlled substance under federal law and notice is given to the Department of Human Services and the Department does not similarly control the substance under the Act, after the expiration of 30 days from publication in the Federal Register of a final order scheduling a substance as a controlled substance or rescheduling or deleting a substance, the substance shall be considered scheduled, rescheduled, or deleted in the same manner as under federal law. Provides that after the public hearing to consider objections to the scheduling, rescheduling, or deletion of the controlled substance, the Department shall publish its decision within 14 days of the conclusion of the public hearing, by means of a rule, which shall be final unless altered by statute. Effective immediately.

Creates the Warehouse Pollution Reduction Act. Requires the Environmental Protection Agency to propose and the Pollution Control Board to adopt rules establishing a qualifying warehouse review program. Provides for reporting, recordkeeping, and notice requirements; annual emissions-reduction targets; and a system of points for air-pollution mitigation measures. Requires construction permits for new or modified qualifying warehouses and sets conditions for permit issuance, including zero-emission readiness and buffer requirements near sensitive receptors. Establishes a qualifying warehouse registry and requires public access to reports, notices, and permitting records. Provides for mitigation fees and directs their use in the same geographic area as the site of the qualifying warehouse. Requires the Agency to develop an air-quality modeling program and publish results annually. Creates the Warehouse Pollution Management Fund and provides for fee collection and deposit. Prohibits certain acts, provides civil penalties, authorizes enforcement and citizen suits, and allows recovery of attorney's fees. Limits home rule powers. Provides that the Department of Human Services, Division of Developmental Disabilities shall work in coordination with the Department of Healthcare and Family Services to develop, implement, and operate, and to submit, through the Department of Healthcare and Family Services, amendments to the Illinois Adults with Developmental Disabilities Section 1915(c) Home and Community-Based Services Waiver, subject to approval by the Centers for Medicare and Medicaid Services. Provides for establishment of provider licensing, certification, and oversight standards for Community Supported Living-24 Hour services consistent with existing State authority for community-based residential services, but with the person's own home not requiring licensing or Bureau of Accreditation, Licensure and Certification reviews. Provides for 24-hour availability of trained personnel for individuals with intense physical, medical, or behavioral support needs. Contains provisions regarding: covered services; enrollment; the use of tools such as the Health Risk Screening Tool; housing independence; staffing and workforce standards; phased implementation; Person-Centered Plans; dignity of risk; compliance with mandates; quality assurance; evaluations; a Community Supported Living Advisory Council; reports; fiscal issues; administrative issues; and other matters. Effective immediately.

Encourages citizens to observe this designation with appropriate ceremonies, memorial services, moments of silence, educational programs, and acts of community service to honor the legacy of our fallen heroes. Expresses deep gratitude to the families of the fallen and pledges continued support to the men and women who serve and protect our communities each day.

Amends the Illinois Housing Development Act and the Illinois Income Tax Act. Provides that the amount of credits awarded under the affordable housing tax donation program is limited to $41,831,227 in State fiscal year 2027 and shall increase by 10% each fiscal year thereafter (currently, $32,850,352 in State fiscal years 2022 and 2023 increased by 5% each fiscal year thereafter). Provides that the affordable housing donation income tax credit applies through the taxable year ending on December 31, 2036 (currently, December 31, 2026). Effective immediately.
Amends the Illinois Housing Development Act and the Illinois Income Tax Act. Provides that the amount of credits awarded under the affordable housing tax donation program is limited to $41,831,227 in State fiscal year 2027 and shall increase by 10% each fiscal year thereafter (currently, $32,850,352 in State fiscal years 2022 and 2023 increased by 5% each fiscal year thereafter). Provides that the affordable housing donation income tax credit applies through the taxable year ending on December 31, 2036 (currently, December 31, 2026). Effective immediately.
Creates the Responsibility in Firearm Legislation (RIFL) Act. Establishes a firearms manufacturer licensing program in the Department of Financial and Professional Regulation, with certain requirements, including that the sum of all fees for firearms manufacturer licenses shall be equal to the public health costs and financial burdens from firearm injuries and deaths. Provides that, beginning January 1, 2028, a manufacturer of firearms may not operate in this State without a license from the Department and that a manufacturer who violates this provision is subject to a civil penalty of up to $1,000,000 per month. Provides that, beginning January 1, 2028, a retailer may not sell a firearm to a consumer in this State from a manufacturer who does not have a license from the Department and that a retailer who violates this provision is subject to a civil penalty of up to $10,000 per violation, with certain requirements. Establishes the RIFL Fund as a special fund in the State treasury, with certain limitations. Provides that the proceeds from fees under the licensing program shall be deposited into the RIFL Fund. Establishes a financial assistance program in the Department with moneys from the RIFL Fund for financial assistance to victims of firearms and for other purposes. Provides that the Department shall contract with a program administrator to administer the financial assistance program, with certain requirements. Provides that the Department shall adopt rules for financial assistance to victims of firearms, with certain requirements, including regarding exemption from certain State taxes. Provides that the Department may contract with a program administrator to implement or administer any part of the Act, with certain requirements. Provides that the Illinois State Police shall report certain information to the Department. Provides that the Department may provide for other civil penalties of no more than $1,000 per violation. In provisions concerning township or multi-township assessment books, provides that, if the supervisor of assessments determines that the township or multi-township assessor has not completed the assessments as required by law before returning the assessment books, then the supervisor of assessments (rather than the county board) may submit a bill to the township board of trustees for the reasonable costs incurred by the supervisor of assessments in completing the assessments. Provides that, if the supervisor of assessments determines that the township or multi-township assessor has provided incomplete books or workbooks within the prior quadrennial assessment cycle, then the supervisor of assessments may give notice to the township assessor or multi-township assessor and shall receive the assessment books or workbooks up to 90 days in advance of the deadlines if either (1) the township or multi-township has omitted new construction in the prior year for more than 6 months; or (2) at least 20% of any property class fails to be changed in the township or multi-township assessment books in the prior general assessment year. Provides that, if the supervisor of assessments determines that a review of the books of the township or multi-township is necessary, then the year the review takes place, the revaluation powers of the supervisor of assessments shall be the same as in the general assessment year and the supervisor of assessments shall have the authority to value omitted property. Provides that, if any valuation changes occur as the result of the provisions, then the county treasurer shall keep a list of the properties identified by the supervisor of assessments on the county's website. Provides that, if the township maintains a website, then the information shall be posted on the township's website. Effective immediately.

Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall conduct or approve a training program in the identification of human remains for law enforcement officers employed by local law enforcement agencies. Amends the Missing Persons Identification Act. Provides that, if human remains are identified, then the assisting law enforcement agency shall provide all known aliases associated with the deceased person to the coroner or medical examiner.

Provides that, with regard to any policy, contract, or plan offered, entered into, issued, amended, or renewed on or after January 1, 2027 by a health insurer, life insurer, disability insurer, or long-term care insurer authorized to transact insurance in this State, a health insurer, life insurer, disability insurer, or long-term care insurer may not: (1) cancel, limit, or deny coverage or establish differentials in premium rates based on a person's genetic information; or (2) require or solicit an individual's genetic information, use an individual's genetic test results, or consider an individual's decisions or actions relating to genetic information or a genetic test in any manner for any insurance purpose. Provides that the provisions may not be construed as: (1) preventing a life insurer, disability insurer, or long-term care insurer from accessing an individual's medical record as part of an application; or (2) prohibiting a life insurer, disability insurer, or long-term care insurer from considering a clinical diagnosis, such as a manifest disease or disorder, included in an individual's medical record for insurance purposes to the extent otherwise allowable by law. Effective July 1, 2026.

In the definition of "material obstruction of an investigation", defines the term to mean the intentional failure to timely report an allegation to the hotline or the interference (rather than purposeful interference) with an investigation of physical abuse, sexual abuse, mental abuse, neglect, or financial exploitation for the purpose of obstructing an Office of the Inspector General investigation. Provides that such material obstruction may include, but is not limited to, delaying or withholding reports of allegations to the hotline for the purpose of obstructing an Office of the Inspector General investigation; the withholding or altering of documentation or recorded evidence when reporting an allegation to the hotline or during an investigation; influencing, threatening, or impeding a victim's, complainant's, or required reporter's report of an allegation to the hotline or witness testimony during an investigation; or presenting untruthful information to the hotline or during an investigatory interview. Provides that any employee who fails to cooperate with an Office of the Inspector General investigation may also result in a finding of material obstruction of an investigation. Expands the list of employee conduct during an investigation that is in violation of the Act, including the failure to timely report an incident of abuse or material obstruction of an investigation committed by another employee. Includes any facility licensed under the Assisted Living and Shared Housing Act in the definition of "long term care facility". Amends the Adult Protective Services Act. Creates the Protection from Vehicle Impacts Act. Provides that the owner or operator of a residential care facility shall install and maintain vehicle impact protection devices in front of all public entrances of the facility. Provides that the owner or operator of a restaurant shall install and maintain vehicle impact protection devices (1) if the restaurant is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the restaurant has an outdoor dining area, then around any outdoor dining area. Provides that the owner or operator of a day care center shall install and maintain vehicle impact protection devices (1) if the day care center is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the day care center has an outdoor play area, then around any outdoor play area. Provides that the Department of Transportation shall adopt rules establishing the requirements for the vehicle impact protection devices required under the Act. Provides that the vehicle impact protection devices shall be designed to withstand, at minimum, an impact resistance level of 5,000 pounds at 30 miles per hour. Provides that the devices must have a minimum height of 3 feet and must be spaced 48 inches from inside edge to inside edge of the device. Provides that a municipality or a county may, by ordinance, require vehicle impact protection devices installed within the municipality to be manufactured from finished metal or have a decorative cover that is complementary to the design of the associated building, storefront, outdoor dining area, or day care center. Provides that the Department of Public Health shall require restaurants to comply with the Act. Amends the Nursing Home Care Act. Provides that the Department of Public Health shall require residential care facilities to comply with the Protection from Vehicle Impacts Act. Amends the Child Care Act of 1969. Provides that the Department of Early Childhood shall require day care centers to comply with the Protection from Vehicle Impacts Act.
Creates the Protection from Vehicle Impacts Act. Provides that the owner or operator of a residential care facility shall install and maintain vehicle impact protection devices in front of all public entrances of the facility. Provides that the owner or operator of a restaurant shall install and maintain vehicle impact protection devices (1) if the restaurant is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the restaurant has an outdoor dining area, then around any outdoor dining area. Provides that the owner or operator of a day care center shall install and maintain vehicle impact protection devices (1) if the day care center is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the day care center has an outdoor play area, then around any outdoor play area. Provides that the Department of Transportation shall adopt rules establishing the requirements for the vehicle impact protection devices required under the Act. Provides that the vehicle impact protection devices shall be designed to withstand, at minimum, an impact resistance level of 5,000 pounds at 30 miles per hour. Provides that the devices must have a minimum height of 3 feet and must be spaced 48 inches from inside edge to inside edge of the device. Amends the Educator Licensure Article of the School Code. In a provision regarding endorsements on Professional Educator Licenses, provides for a special education endorsement in the area of deaf-hard of hearing with sign proficiency.

Creates the Artificial Intelligence Public Safety and Child Protection Transparency Act. Provides that a frontier artificial intelligence model developer or large chatbot provider shall write, implement, comply with, and clearly and conspicuously publish on its website a public safety and child protection plan. Provides that the Attorney General shall establish a mechanism to be used by a large frontier developer, a large chatbot provider, or a member of the public to report a safety incident related to specified artificial intelligence models or chatbots. Sets forth provisions concerning the protection of whistleblowers; third party audits of large frontier developers; and civil penalties. Provides for rulemaking by the Attorney General. Effective January 1, 2027.

Provides that the Health Facilities and Services Review Board may review the applicable criteria in the consideration of any application for an exemption submitted under the Act. Provides that, upon review and consideration, the State Board may approve, deny, or defer for additional information an application for a Certificate of Need or Certificate of Exemption. Makes changes in provisions concerning administrative hearings; powers and duties of State Board; powers of the State Board staff; and review and investigation of applications for permits.
