Amends the Illinois Vehicle Code. With regard to automated speed enforcement systems in safety zones, provides that "safety zone" does not include any roadway in which the 30 mile per hour speed limit is decreased by local ordinance without an engineering or traffic investigation. Provides that a local authority or park district shall determine and declare by ordinance a reasonable and safe absolute maximum speed which: decreases the limit within an urban district which shall not require an engineering or traffic investigation to a maximum speed limit of 25 miles per hour, but not less than 20 miles per hour and a maximum speed limit of 10 miles per hour in an alley; increases the limit within an urban district, but not to more than 55 miles per hour, if after increasing the limit within an urban district an engineering or traffic investigation is required to decrease the limit; or decreases the limit within a residence district which shall not require an engineering or traffic investigation to a maximum speed limit of 20 (rather than not to less than 25) miles per hour. Requires a park district, city, village, incorporated town, or county board to post a sign designating the new speed limit. Makes other changes.

Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the short title.

Provides that the Act may be referred to as the Illinois Newborn Equity Support Transfer (NEST) Program Act. Amends the Department of Human Services Act. Requires the Department of Human Services to establish and administer, subject to appropriations, the Illinois Newborn Equity Support Transfer (NEST) Program to provide direct cash assistance to eligible participants by July 1, 2026. Defines "participant" to mean any individual who gives birth in Illinois while enrolled in or eligible for Medicaid through Moms and Babies. Permits the Department to adopt any rules necessary to implement the NEST Program. Provides that program participants shall receive a $1,500 lump sum payment in or around the third trimester of pregnancy, prior to delivery; and a $500 monthly cash payment for the first 6 months following delivery. Requires the Department to submit reports to the General Assembly on a biennial basis that summarizes (1) the number of program participants and distribution across the State, (2) outcomes related to maternal and child health, housing stability, and economic security, or other outcomes identified by the Department in collaboration with stakeholders, and (3) recommendations for program improvements or additional populations beyond Medicaid enrollment to include as participants. Provides that cash disbursements made to participants under the NEST Program shall be considered "guaranteed income" as described in the Hospital Uninsured Patient Discount Act for purposes of determining eligibility for assistance under the Illinois Public Aid Code. Effective immediately.

Amends the Animal Welfare Act. Provides that the definition of "dog dealer" does not include a person who sells dogs at retail to the public. Provides that a person who sells dogs at retail to the public, shall not be considered an animal shelter under the Act. Defines "at retail to the public". Requires a dog breeder to provide each dog in the dog breeder's facility with a primary enclosure that complies with certain requirements. Requires a dog breeder to provide all adult dogs in the dog breeder's facility with constant, unfettered access to an exercise area of sufficient size to ensure proper physical development, health, and socialization. Provides that the exercise area should, at a minimum, be at least twice the amount of space required for the primary enclosure. Provides that the Illinois Department of Agriculture may refuse to issue or renew or may suspend or revoke a license due to an individual operating without a proper license under the Act.

Amends the Election Code. Provides that any person who carries or possesses a firearm while present in a polling place, except a peace officer in the performance of his or her official duties, shall be guilty of a Class C misdemeanor.

Amends the Business Corporation Act of 1983, the General Not For Profit Corporation Act of 1986, and the Limited Liability Company Act. Provides that an entity may use the registered office of its appointed registered agent as the entity's principal office if: (1) the entity attests that it has no physical location other than a residential address; (2) the registered agent maintaining the registered office consents to the use of the address as the entity's principal office; and (3) the entity provides the Secretary of State with the physical address of at least one officer or director, which shall not be made available to the public.

Amends the Criminal Code of 2012. Provides that court security officers are exempt from provisions barring the carrying and possession of weapons in a vehicle, concealed upon one's person, or upon public streets, alleys, or other public lands within the corporate limits of a municipality. Amends the County Jail Act. Provides that court security officers shall be deemed to be qualified law enforcement officers or, if retired, shall be deemed qualified retired or separated law enforcement officers in Illinois for purposes of coverage under the federal Law Enforcement Officers Safety Act of 2004 and shall have all rights and privileges granted by that Act if the court security officer or retired court security officer is otherwise compliant with the applicable laws of this State governing the implementation and administration of the federal Law Enforcement Officers Safety Act of 2004 in the State of Illinois.

Amends the Nursing Home Care Act. Replaces provisions concerning serious mental illness rescreening. Provides that all persons admitted to a nursing home facility with a diagnosis of serious mental illness shall receive a follow-up visit within 60 days after admission and shall receive a resident review by the Department of Human Services or its designee promptly after a significant change in the resident's physical or mental condition. Provides that the Department of Human Services shall ensure there are no conflicts of interest for pre-admission screeners.

Amends the School Code. In the Courses of Study Article, provides that each school district and its schools shall create, maintain, and implement a policy for providing academic, social-emotional, and behavioral intervention within a framework of a multi-tiered system of support. Provides that the multi-tiered system of support process should use a collaborative team approach and include the engagement of and regular communication with the child's parent or guardian. Requires the parent or guardian of a child identified for additional support to be provided with written notice of the school district's use of scientific, research-based intervention within a multi-tiered system of support and the purpose of the intervention. Allows the parent or guardian to be part of the collaborative team approach at the discretion of the school district. Provides that the parent or guardian shall be provided all data collected and reviewed by the school district with regard to the child in the scientific, research-based intervention or multi-tiered system of support process. Allows the State Board of Education to provide guidance to school districts and identify available resources related to facilitating parent or guardian engagement in a multi-tiered system of support process. In the Children with Disabilities Article, repeals a Section concerning the response to scientific, research-based intervention or a multi-tiered system of support process.

Reinserts the provisions of the introduced bill with the following changes. Provides that, on or before August 1, 2027, each higher education institution shall update its comprehensive policy to ensure compliance with the amendatory Act. Requires each higher education institution to act in accordance with its comprehensive policy. Provides that, beginning August 1, 2027, any party that is aggrieved by the failure of a higher education institution to respond to conduct that violates the higher education institution's comprehensive policy or the substantial failure of a higher education institution to act in accordance with its comprehensive policy may bring a civil lawsuit. Provides that the lawsuit must be brought no later than 7 years after the alleged violation of the comprehensive policy or 7 years after the date the aggrieved party becomes aware of the alleged violation, whichever is later. Provides that a higher education institution may consolidate complaints by a complainant against more than one respondent or by more than one complainant against one or more respondents if the allegations arise out of the same facts or circumstances and if the higher education institution provides the complainant with a timely written notice of its intent to consolidate and offers the complainant a reasonable opportunity to respond. Changes references to "protective measures and accommodations" to references to "protective and supportive measures". Provides that each request for protective and supportive measures must be evaluated on an individualized basis to determine the reasonableness of the request, and, if the original request is determined to be unreasonable, the higher education institution must consider alternative reasonable protective and supportive measures to address the party's needs. Removes provisions concerning a cause of action under the Act and the relief to which a prevailing survivor is entitled. Makes other changes. Effective July 1, 2027.

Amends the Charitable Trust Stabilization Act. Provides that, to receive a grant under the Act, an organization must (1) provide evidence of good standing from the Secretary of State; (2) provide documentation showing that the organization is currently registered with the Attorney General's Charitable Trust Bureau and copies of the organization's AG-990-IL Illinois Charitable Organization Annual Report for each of the past 3 years; (3) certify that it has adopted a nondiscrimination policy that complies with the Illinois Human Rights Act and all applicable federal and State laws; and (4) have at least one of the following: the equivalent of one full-time paid employee or a designated fiscal agent and a physical office address from which charitable services are provided.

Amends the Illinois State University Law. Repeals a provision regarding the Illinois Institute for Entrepreneurship Education.

Amends the Illinois Marriage and Dissolution of Marriage Act. Creates the Deployed Parents Allocation of Parental Responsibilities Part. Requires a deploying parent to notify the other parent of a pending deployment not later than 7 days after receiving notice of deployment unless reasonably prevented from doing so by the circumstances of service. Requires each parent to provide the other parent with a plan for fulfilling the parent's share of parental responsibilities during deployment. Requires an individual to whom parental responsibilities have been granted during deployment to notify the deploying parent and any other individual with parental responsibilities of a child of any change of the individual's mailing address or residence until the grant is terminated. Prohibits a court from considering a parent's past deployment or possible future deployment in itself in determining the best interests of the child in a proceeding for the allocation of parental responsibilities of a child of a service member. Allows the parents of a child to enter into a temporary agreement granting parental responsibilities during deployment of a deploying parent. Allows a court to issue a temporary order granting parental responsibilities after a deploying parent receives notice of deployment and until the deployment terminates. Allows a court to grant caretaking functions, significant decision-making, or limited contact to a non-parent who is an adult family member of the child or an adult with whom the child has a close and substantial relationship on the motion of a deploying parent. Allows the court to enter a temporary order for child support if the court has issued a temporary order granting parental responsibilities under the Part. Sets forth the termination procedures of an agreement or temporary order under the Part. Makes other changes.

Designates Illinois Route 131 from the state line south to Illinois Route 173 as the "Lance Corporal Russell Rowe Memorial Highway".

Amends the Truth in Taxation Law in the Property Tax Code. Provides that the notice and hearing requirements apply if the taxing district proposes to extend a tax rate against all taxable property in the district that exceeds the revenue neutral rate. Provides that the term "revenue neutral rate" means an aggregate tax rate for the taxing district that would generate the same amount of property tax revenue as was levied by the taxing district in the previous tax year using the current tax year's total assessed valuation of all property in the taxing district. Makes changes concerning notice provisions.

Declares May 3 through May 9, 2026 as Compost Awareness Week.

Congratulates former Illinois State Senator and current U.S. Representative Jesus G. "Chuy" Garcia on his retirement from public service. Thanks him for his decades-long dedication and commitment to his community and the State of Illinois.
